About this file
This document provides instructions for potential offerors to request historical workload data for the TRICARE Overseas Program (TOP) 2028 contract opportunity. The Defense Health Agency (DHA) is making historical data available in seven categories: aeromedical evacuations, claims, customer service, enrollment, medical capability reports, referrals, and translations. Because this data is designated as Controlled Unclassified Information (CUI) under DoD Manual 5200.01, DHA will only distribute it to verified potential offerors who submit a signed Non-Disclosure Agreement.
To request the data, potential offerors must email a completed Non-Disclosure Agreement along with their company's website address, Commercial and Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS) number to Matthew Lechner (matthew.d.lechner2.civ@health.mil), with courtesy copies to Matthew Anderson (matthew.l.anderson18.civ@health.mil) and Dawn Ruther (dawn.r.ruther.civ@health.mil), using the subject line "TOP 2028 Data Request." DHA will verify the requester's status as a potential offeror and, if approved, will provide access to historical data through the DoD Safe website via a secure web link. DHA retains sole discretion to determine whether a firm qualifies as a potential offeror and will notify applicants of approval or denial decisions.
