TQMC Additional Q&A – Amendment 0006
1. Q: Please explain why there are CDRLs not associated with specific CLINs.
A: The CDRLs that are not directly tied to CLINs are requirements associated with the performance of the base IDIQ contract generally and do not directly tie to any one specific line item. The Government will not direct offerors on how to price, or where to price, such a CDRL that is inherent in the overall contract performance and not directly tied to a line item. Such CDRLs are in essence indirect costs, i.e. they are not directly identified to a particular final cost objective/CLIN. Overhead, G&A, and profit are conceivably priced into every unit price. It is incumbent upon the offeror to determine how to allocate such indirect costs into their unit pricing.
2. Q: Will the Government confirm CDRL R070 is the only CDRL not to be included in the offeror’s prices, and that it will be separately priced, if ordered, at a later date?
A: Yes, as stated in the Q&A to Amendment 0004, the only CDRL that will be separately priced at a later date, if required, is CDRL R070. As discussed above in answer to
Question 1, CDRLs referenced in Attachment J-24 as not tied to a specific CLIN will not be separately priced at a later date.
3. Q. Please confirm the Amendment 0004, Attachment J-24 crosswalk between CDRL and
CLINs.
A. Attachment J-24 will be updated via Amendment 0006 as follows:
CDRL Current CLIN Revised CLIN
CDRL Q030 – CMS Timely and Effective Care
Measures MTF Data File
X002AB X002AA
CDRL Q040 – CMS Hospital/Care Compare
Measures Report
X001AA X002AB
CDRL Q070 – ORYX® Data Reporting X003AB X003AA
CDRL R090 – Assessments of Evolving
Practices, Devices, Medicines, Treatments and
Procedures
X015 X015 and X016
Additionally, Section B descriptions for CLINs 1005, 1006, and 1008 will be updated to reflect the more generic PWS section rather than specific subparagraphs.
4. Q: Will the Government confirm the 192 estimate for CLIN 1002AA as the total estimate for that CLIN, or is the 192 to be further extrapolated as 192 per each of the 48 Inpatient
MTFs?
A: The Government confirms 192 as the estimate for CLIN 1002AA. This is representative of the 48 Inpatient MTFs per 4 quarters of the year.
5. Q. How were the Section B estimates prepared? The incumbent appears to have an advantage to possibly game the procurement by virtue of its knowledge of historic quantities ordered.
A. The Government confirms the estimates for all CLINs as based on historically available data and prior workload data has been provided at Exhibits L-5. The only exception is the new requirement for LeapFrog which is based on the Government’s best estimate.
6. Q. Should Offerors use Exhibits L-13 and L-14 as indicative of future quantities to be ordered?
A. No. The Government confirms Exhibits L-13 and L-14 are provided as samples of redacted records from Essentris and Genesis only, provided as responsive to potential vendor Questions 71 and 72 in Amendment 0003. Estimated quantities should not be derived from those exhibits.
7. Q. Please further clarify the link between Section L 6.2.6 and the associated Section M.
6.2.6 and the Solicitation performance requirements.
A: For further clarity, the Answers to Question Nos. 241 and 242 are amended to remove reference to Section C, 5.3.2.2.4, and Section L 6.2.6 and Section M 5.2.6 will be replaced as part of Amendment 0006 as follows:
L 6.2.6. Offerors shall describe its approach to meet the requirements for completion of private sector care inpatient medical records for Designated Providers in accordance with the standards for quality and utilization review.
M.5.2.6. The Government will evaluate whether the offeror has proposed an effective approach for meeting the requirements for completion of private sector care inpatient medical records for Designated Providers in accordance with the standards for quality and utilization review.
8. Q: Does the Government intend to evaluate the performance of PWS tasks which are not included in Section M Evaluation Factors or included in Section L Proposal Preparation instructions, such as PWS tasks 5.4 or 5.8?
A: The Government confirms the articulated evaluation methodology and factors in
Section M, subject to this Amendment 0006. They have been selected in accordance with
FAR 15.304, Evaluation of factors and significant subfactors, as those anticipated to support meaningful comparison and discrimination between and among competing proposals.
9. As a result of the changes made in Amendment 0005, will the Government consider extending the current proposal due date of August 15, 2022?
The Government will extend the proposal due date to August 19, 2022. Additional time should not be required as Amendment 0005 fixed administrative errors which were evident from the face of the Solicitation and should not have had a meaningful impact on proposal preparation. Additional time beyond what is being provided is not required for this Amendment 0006, as it is also minor in nature, providing additional clarity to already evident Solicitation requirements and proposal instructions.
Q&A was closed as of July 6, 2022 and the Government has responded at its discretion to additional Q&A; however, Q&A is now closed and no further Q&As will be accepted.
