1. Please provide clarification as to whether all CDRLs must be included in the pricing for separately priced CLINs?

Yes. The costs of all CDRLS should be included in CLINs, with the exception of CDRL R070 which, if ordered, will be priced at that time. DFARS 252.204-7002 is included in this solicitation , and supports this, indicating that the unit price for any not separately priced CLINs or SLINs are included in the unit price of another, related line or subline item. The data delivered under the CDRLs is not considered technical data. Under the Exhibit L-11, in accordance with DFARS 215.470, Estimated

Data Prices, DoD requires estimates of the prices of data in order to evaluate the cost of the

Government in terms of their management, product or engineering value. The CDRL prices input in

Exhibit L-11 are for Government estimating purposes only and will not represent any type of reimbursement to awardees nor will it be considered in the total evaluated price.

2. For CLIN 0001, provide a definitive list of all CDRLs that are required to be priced as part of the

Transition In CLIN.

A mapping of each CDRL to specific CLINs will be provided as an attachment as part of this

Amendment 0004, and see response to question 7 below. Please note that this mapping is provided for informational purposes only and does not relieve the offeror from performing all requirements under this contract.

3. For all other CDRLs, identify each of the CLINs under which each CDRL should be priced.

A mapping of each CDRL to a specific CLIN will be provided as an attachment as part of this

Amendment 0004. Please note that this is provided for informational purposes only and does not relieve the offeror from performing all requirements under this contract. To the extent a CDRL is not tied to a specific CLIN, offerors must use their discretion in how to price.

4. For all CLINs, please provide all PWS paragraphs that map to the specific CLIN such that each

CLIN has a PWS reference.

CLINs are listed with the generally associated PWS paragraphs, with the exception of X002AB, which has been updated as part of this Amendment 0004. Please note, although PWS paragraphs have been provided, the contractor will be responsible for adhering to all contractual obligations, as applicable to the CLIN, in the performance of the CLIN notwithstanding the identified PWS reference.

5. Can a minimum quantity be added to each CLIN where quantities may fluctuate?

The Government has included variations in quantity clause language to Section H Section 9.0, Variations in Quantity, to assist in addressing this concern.

6. Can a separate CLIN for services such as program management and information technology be added so that fixed costs to run and support the contract do not have to be factored into the non-transition CLINs where quantities and other estimates can vary?

A separate CLIN for these services will not be added. Please see variations in quantity clause language in Section H Section 9.0.

7. Certain CDRLs such as M020, M030, M050, Q030, Q040, Q050, Q060, Q070, Q080, R060 and

R070 contain requirements due after contract award, i.e. during transition in. Can the Government confirm this is accurate?

The CDRLs have been updated via Amendment 0004. As a reminder to offerors, this is an IDIQ contract with task orders for specific CLINs to be issued at a later date; as indicated in Section C, 2.1.9, “start of service delivery” as referenced throughout the CDRLs will correlate to the date of the corresponding CDRL/CLIN task order award. However, there are CDRLs that are not tied directly to a specific Task Order and are required by virtue of contract performance. Contract award as identified in these CDRLs refers to the base IDIQ award and start of service delivery is directly tied to the start of the option period with frequency identified in each CDRL. Please refer to revised definition at

2.1.9 via Amendment 0004.

8. Can DHA provide an estimated number of CAC cards needed?

CAC Cards are required for those who will have access to the GFE computers provided. According to the Q&A posted on July 27, 2022, question #5 indicates approximately 30-35 GFE computers will be provided.
