1.0 Overview

The Common Access Card (CAC) is the standard identification for active duty Uniformed Service personnel, Selected Reserve, Department of Defense (DoD) civilian employees, and eligible DoD contractor personnel. It is the principal card used to enable physical access to buildings and controlled spaces and provides access to DoD computer networks and systems.

Trust Associated Sponsorship System (TASS), is a web-based system that allows Affiliated Volunteers (requiring DoD network access), DoD and Uniformed Services, Contractors, Non- DoD Civil Service Employees, Non-Federal Agency Civilian Associates, Non-U.S. Non- Appropriated Fund (NAF) Employees, Outside Continental U.S. (OCONUS) Hires, and other Federal Agency Contractors to apply for a CAC through the internet. Government sponsors approve the application to receive government credentials.

2.0 CAC Process Steps for FSO

As the Facility Security Officer (FSO), your participation in the process of an applicant obtaining a CAC includes the following:

1) Identify contractor support personnel who require a CAC for accessing DHA information systems and facilities.

2) Verify the applicant’s background investigation. Work with your eQIP helpdesk Personnel Security Specialist (PSS).

3) Own applicants with a clearance in JPAS. Inform the PSS to own applicants with a Position of Trust and to grant IT level access in JPAS.

4) Step 3 must be completed before moving on to step 5.

5) Complete the DHA Form 33, following the DHA TASS Batch Upload Instructions (see

Page 3).

6) Email the completed form to dha.tass@mail.mil for processing.

7) Once the form is successfully uploaded into TASS, the applicant will receive an email with instructions to report to the nearest RAPIDS station for CAC issuance.

3.0 Other Processes

1) Coordinate with the Trusted Agent (TA), Defense Enrollment Eligibility Reporting System

(DEERS) for record updates (Name, SSN, DOB etc.).

2) Set up an out processing procedure to collect the CAC when an applicant has terminated with the company (see *Note on page 2).

3) Notify the TA (dha.tass@mail.mil) of an applicant’s CAC to revoke.

4) Return CACs to the TA or Defense Health Agency (ATTN: Mission Assurance Branch, 7700 Arlington Blvd, Falls Church VA 22042 or the nearest Real-Time Automated Personnel Identification Systems (RAPIDS) facility), and follow up with an email to (dha.tass@mail.mil) providing the name(s) of the CACs that were submitted to the facility.

5) Contact the TA when there are changes with the contract number and provide a list of name(s) affected by the change. Note: The TA can change the updated contract number in TASS.

*Note: The government issued credential is the property of the U.S. Government and shall not be retained by the cardholder upon expiration, replacement, or when the DoD affiliation of the employee has been terminated. The Contractor (FSO), COR and TA have the responsibility to ensure the government issued credential is retrieved in accordance with local command or installation procedures. Unauthorized possession of an official credential, like a CAC, can be prosecuted criminally under Section 701, Title 18, United States Code.
