About this file
This is a Questions and Answers document (Amendment 1) for the Courier Laboratory Specimens Services solicitation HT001426QE038, addressing 140+ clarifications from prospective offerors regarding scope, pricing, operations, and compliance requirements across three locations: Walter Reed National Military Medical Center (WRNMMC), Patuxent River Naval Station, and Joint Base Andrews-Bolling (JBAB).
Scope and Service Requirements: The contract requires daily recurring courier routes (A through K) and 24/7/365 on-demand STAT and unscheduled specimen pickup/delivery services across Maryland, Virginia, and the District of Columbia. Recurring routes operate Monday through Saturday and are excluded from Federal Holidays; on-demand services operate continuously, including holidays. For WRNMMC Route F (on-demand/STAT), historical volume averages approximately 12 calls per month with estimated 80-mile round-trip distances. Route C mandates two separate dedicated drivers. Standard sedans, SUVs, or crossovers are acceptable vehicles; refrigerated compartments are not required. The contractor must supply dry ice (30–35 lbs. delivered to specified locations on Routes B and C per schedule), maintain 100% cold-chain integrity using Government-furnished specimen carriers, and comply with 49 CFR HAZMAT regulations. All personnel must obtain active Defense Biometric Identification System (DBIDS) credentials and current 49 CFR HAZMAT certifications before performance start (September 20, 2026 for WRNMMC; October 1, 2026 for other locations); processing timelines typically range 2–4 weeks but are not guaranteed. The contractor is solely responsible for ensuring credentials are finalized by Day 1 with no separate transition period funded.
Pricing and Contract Terms: Recurring routes are priced as firm-fixed-price monthly CLINs and exclude Federal Holiday labor costs. On-demand CLINs (0005 for WRNMMC Route F and 0012 for JBA) are structured as single Not-To-Exceed annual amounts invoiced per occurrence using a Government-established formula (base fee per trip plus per-mile rate), with evaluation based on an attached On-Demand Pricing worksheet rather than offeror-proposed rates. Offerors must enter the Government-specified NTE ceiling on the SF1449 pricing schedule; no economic price adjustment is permitted. All associated operational costs—including dry ice procurement, vehicle insurance (compliant with Maryland/Virginia/DC law), HAZMAT training documentation, fuel, and contingency staffing for the 2-hour STAT response requirement—must be incorporated into firm-fixed prices. Backup drivers are not mandated by the Government, though contractors must staff to meet all response times and on-time delivery windows. Past performance is evaluated as a combined factor with experience; a neutral confidence rating is assigned to vendors lacking relevant projects, but award eligibility is not precluded. The solicitation incorporates FAR 52.219-6 (Total Small Business Set-Aside) and FAR 52.219-14 (Limitations on Subcontracting); subcontractors are permitted and must independently meet all training, credentialing, insurance, and regulatory requirements.

| Ques | Question Description | Answer | PWS Reference/Note |
| 1 | What is the current contract number? | HT0014-21-P0324 | |
| 2 | Who is the current incumbent? | Runner's Inc | |
| 3 | Can the government confirm the 3 pages in length as provided in the instructions to offerors for the narative factor of the proposal is correct? | Three pages in length for technical approach on the requirement. | |
| 4 | Can the government include specifications as to margins, text size, spacing, etc., for the narrative factor? | The Government will not add additional formatting rules beyond those already in the solicitation. Offerors may use standard business formatting (e.g., 1" margins, legible font and spacing) so long as they comply with the stated page limits and content requirements in the Instructions to Offerors. Any change to these instructions would be issued only by formal amendment | |
| 5 | Can the government provide any requested information if a contractor will be using a subcontractor for this project? | Please refer to FAR 52.219-14 Limitation on subcontracting. | |
| 6 | The instructions request two to three relevant references, while the evaluation criteria state that an offeror without relevant past performance will receive a Neutral Confidence rating. May an offeror without two relevant projects submit a statement explaining that no relevant past performance is available and remain eligible for award? | The vendor without any past peformance will be rate neutral can still remain eligible for award. | |
| 7 | Will the Government consider relevant past performance, qualifications, personnel, and vehicles of an identified subcontractor or teaming partner? If so, should that entity complete the attached Past Performance Questionnaire? | The Prime should provide the subcontractor or teaming partner past performance when submit the proposal. | |
| 8 | For WRNMMC Route F, please provide the estimated or historical number of STAT and unscheduled trips per month or year. The PWS identifies the quantity as “TBD/As Ordered,” while the solicitation schedule lists one job. Please confirm the required pricing format, including whether rates should be quoted per trip, per mile, by service type, or as a combination of those elements. | Historical Volume: For planning purposes only, historical usage for on-demand STAT services averages approximately 12 runs per month, with a typical round trip being about 80 miles. This information is an estimate based on past usage and is not a guarantee of future volume. |
Pricing: Offerors shall not propose custom rates. Pricing is based on a Government-established formula: a fixed base fee per trip plus a per-mile rate.
Schedule Entry: For the on-demand CLIN, you must enter the single, Government-provided Not-To-Exceed (NTE) amount into the pricing schedule. Invoices will be submitted against this NTE based on the Government's rates for services actually performed.
9 For Route B, does the requirement mean 30–35 pounds of dry ice for each location—Kimbrough and Malcolm Grow—on Monday and Wednesday, or 30–35 pounds total across both locations? Please also confirm whether Route C requires 30–35 pounds for Fort Myer on each Tuesday and Thursday. The following clarifies the dry ice delivery requirements for Routes B and C:
Route B: The requirement is for 30–35 pounds of dry ice to be delivered to each location. On both Monday and Wednesday, the contractor will deliver 30–35 lbs. to Kimbrough Ambulatory Care Center and another 30–35 lbs. to Malcolm Grow Medical Clinics.
Route C: Yes, your understanding is correct. The requirement is for a single delivery of 30–35 pounds to the Fort Myer location on each of Tuesday and Thursday.
| 10 | Must RAPID Gate credentials, 49 CFR HAZMAT certifications, and proof of vehicle insurance be included with the quotation, or may they be finalized before the performance start date? | RAPIDGate/DBIDS credentials, 49 CFR HAZMAT certification shall be included with the submit quotation. |
| 11 | Given the overlapping recurring routes, must each route have a separate dedicated driver and vehicle, or may drivers and routes be combined when every scheduled window and performance requirement can still be met? | That would be determined by the Vendor's Technical Approach for the most cost efficent but still meet the requirement from the PWS. Route C required (Two Drivers) according to the PWS. |
| 12 | Approximately how many courier routes are expected to operate simultaneously? | That would be determined by the Vendor's Technical Approach base on the Performance Work Statement. |
| 13 | Is the contractor required to have multiple drivers available at the start of performance, or may staffing be adjusted based on the actual route schedule? | That would be determined by the Vendor's. All routes must be met according to the PWS. |
| 14 | Is a dedicated backup driver required? | That would be determined by the Vendor's. The Government doesn't required a backup driver but all routes must be run according to the Performance Work Statement. |
| 15 | What type(s) of vehicles are required or acceptable for the courier routes? | Acceptable vehicles are clean, well‑maintained standard sedans, SUVs, or crossovers that can safely accommodate the Government‑furnished insulated specimen transport coolers and meet all registration/inspection and insurance requirements in MD, VA, and DC. |
| 16 | Does the 24/7 emergency/on-demand requirement require a driver to remain on standby at all times, or is there a specified response time after a request is received? | The 24/7 on‑demand requirement does not require a driver to sit on paid standby at all times. The PWS specifies a 2‑hour response time for STAT (Route F) pickups, measured from request to collection. Contractors must staff and manage operations to consistently meet that 2‑hour standard and any agreed response expectations for non‑STAT on‑demand runs, but how they do so is up to their technical approach |
| 17 | Are there specific insurance limits, base-access credentials, background checks, or security requirements that drivers must have before beginning performance? | Drivers must: |
Use fully insured vehicles that comply with MD/VA/DC law.
Hold required base‑access credentials (RAPID Gate/DBIDS or successor) and 49 CFR HAZMAT certification before performing on site.
The PWS does not set specific insurance dollar limits or separate background/security clearance levels; those come from installation access rules and contract clauses (informational only, not legal advice)
| 18 | Are there minimum past-performance requirements for offerors, particularly for newer small businesses? | Minimum of 2 past peformance prefer but not mandatory. Please see the instructions to offerors. |
| 19 | Will the Government consider a newly established small-business federal contractor that can demonstrate the required training, compliance, vehicle capability, and ability to perform the work? | Yes. |
| 20 | To ensure we fully understand the technical and packaging requirements, could you please provide the MSDS/SDS for the applicable hazardous materials and a Draft Dangerous Goods Declaration (DGD)? Additionally, please confirm whether the Government requires the contractor to package and label the materials, or if the specimens will be provided ready for transportation. | MSDS/SDS for the specific fixatives and reagents are maintained by the laboratories and will be made available to the awarded contractor through facility safety offices; a Draft Dangerous Goods Declaration is not being provided with the solicitation.[1] |
Specimens will be packaged and labeled by Government clinical staff and placed into prepared specimen carriers/coolers furnished by the Government.[2] The contractor is not responsible for primary specimen packaging, but must provide dry ice as required and transport in compliance with 49 CFR and applicable state/local HAZMAT rules 21 Please provide the historical quantity of STAT and unscheduled Route F calls performed over the last 12-month periods under predecessor contract HT001421P0324, including, if available, approximate origin/destination or mileage distribution of those routes. This information is requested to enable the development of accurate and competitive per-occurrence pricing. Historical Volume: Over recent 12-month periods under predecessor contract HT001421P0324, historical usage for on-demand STAT/unscheduled runs (Route F) has averaged approximately 12 calls per month, with an estimated average round-trip distance of approximately 80 miles. This workload is provided for planning and informational purposes only based on past usage and does not constitute a guaranteed minimum or maximum future volume.
Pricing Structure: Offerors shall not develop custom per-occurrence rates. Invoicing for Route F is governed by the Government-established pricing formula set forth in the Performance Work Statement (PWS), consisting of a fixed base fee per trip plus the established per-mile rate. Offerors must enter the single, Government-specified Not-To-Exceed (NTE) amount in the pricing schedule.
| 22 | We also would like to confirm whether RAPIDGate/DBIDS/current installation credentials must be active at quote submission or whether the successful contractor will be coordinated for required installation access during post-award transition before commencement of performance. | RAPIDGate/DBIDS credentials must be active and copies of certification shall be included with the submit quotation. The Offeror shall demonstrate its ability to provide uninterrupted courier services upon contract start. The Government will evaluate the Offeror’s transition plan, including the availability of personnel who possess current Government-approved installation access credentials and the Offeror’s ability to obtain required credentials for any personnel who do not currently possess them. |
| 23 | Clarify whether this submission requires copies of individual courier 49 CFR HAZMAT training/certification records with the quotation or whether the successful contractor must provide such records to the Contracting Officer prior to commencement of performance. | Copies of individual courier 49 CFR HAZMAT training/certifications are required at quotation submission. The Offeror shall demonstrate in its technical proposal that all proposed personnel possess required 49 CFR HAZMAT qualifications prior to contract start. The successful contractor shall provide all verified HAZMAT training and compliance records to the Contracting Officer and COR prior to the commencement of performance. |
| 24 | For CLIN 0005 (On-Demand/STAT services), if available, could you please provide the historical or estimated number of calls/trips per month or year? | Historical Volume: Over recent 12-month periods under predecessor contract HT001421P0324, historical usage for on-demand STAT/unscheduled runs (Route F) has averaged approximately 12 calls per month, with an estimated average round-trip distance of approximately 80 miles. This workload is provided for planning and informational purposes only based on past usage and does not constitute a guaranteed minimum or maximum future volume. |
| 25 | Since both CLINs 0005, 0012 are listed as “1 Job” on the SF1449, should offerors provide one annual amount for each CLIN, or a per-trip/per-occurrence rate for services actually ordered and performed? | Offerors to provide one annual amount for each CLINs 0005, 0012 and subsequence option years according to SF1449. |
| 26 | Are there any minimum vehicle type, size, or cargo-capacity requirements beyond the vehicle requirements stated in the PWS? | Acceptable vehicles are clean, well‑maintained standard sedans, SUVs, or crossovers that can safely accommodate the Government‑furnished insulated specimen transport coolers and meet all registration/inspection and insurance requirements in MD, VA, and DC. |
| 27 | Please confirm whether contractor-provided refrigerated vehicles or active temperature-controlled vehicle compartments are required, or whether the Government-furnished specimen carriers are sufficient to maintain the required temperature range during transportation. | Refrigerated vehicles or active temperature-controlled vehicle compartments are not required. Per PWS Section 5, the Government will provide specimen transport carriers (coolers). Per PWS Section 4 and Section 7, the contractor is responsible for maintaining 100% cold-chain integrity throughout transit using the Government-furnished carriers and contractor-provided dry ice as required. The specific method used to meet this performance standard is at the contractor's discretion |
| 28 | Please clarify whether there are any minimum vehicle cargo capacity, vehicle age, mileage, or vehicle-type requirements for the recurring courier routes. | Acceptable vehicles are clean, well‑maintained standard sedans, SUVs, or crossovers that can safely accommodate the Government‑furnished insulated specimen transport coolers and meet all registration/inspection and insurance requirements in MD, VA, and DC. |
| 29 | Please confirm whether all specimen transport carriers, coolers, dry ice containers, and associated temperature-control materials will be Government-furnished for all recurring and on-demand routes. | The Government will furnish primary specimen transport carriers (coolers) for specimen transport across all routes. |
However, dry ice and dry ice containers are Contractor-Furnished. Per PWS Section 4, the contractor is explicitly responsible for supplying, purchasing, and transporting dry ice (including 30–35 lbs deliveries on specified route days) and providing any necessary supplemental temperature-control supplies to maintain 100% cold-chain integrity throughout transit.
30 What classifications, quantities, and packaging are expected, and are PHMSA registration and/or security-plan requirements triggered? Classifications & Quantities: Materials transported include diagnostic specimens, Category B (UN 3373) biological substances, Category A (Division 6.2) infectious substances, and small quantities of laboratory reagents/preservatives (e.g., formalin, alcohols) in non-bulk packaging, as outlined in PWS Section 1.
Packaging: All diagnostic specimens will be packaged and secured by Government personnel in Government-furnished transport containers prior to release to the courier.
PHMSA & Security Plan: The non-bulk quantities specified under this PWS do not trigger federal hazardous materials transportation security plan requirements under 49 CFR § 172.800. Offerors are responsible for maintaining compliance with all applicable 49 CFR regulations and obtaining/maintaining PHMSA registration if mandated by their broader commercial transportation operations." In addition, must comply with all State Law and regulations in the Tri-State Area required for the transportation of HAZMAT.
| 31 | Can on-demand requests originate from any facility within the specified service area, and is historical or estimated annual volume available? | Per PWS, on-demand unscheduled and STAT (Route F) service requests may originate from any destination listed on the recurring routes (A, B, C, G, H, I, J) or from the additional reference laboratories and clinics explicitly listed under the Route F description. The Government reserves the right to request pickups from other locations within the National Capital Region on a rare, as-needed basis. |
| 32 | Can the Government provide the exact addresses for the currently unspecified facilities for pricing purposes? | See answer to question #80 |
| 33 | Are there any required minimum staffing levels beyond the two drivers explicitly specified for Route C? | No. The Performance Work Statement (PWS) explicitly requires a minimum of two drivers for the execution of Route C. No other route has a specified minimum staffing level. |
For all other routes and for overall contract performance, the PWS is performance-based. The Offeror is responsible for determining and providing adequate staffing to meet all performance requirements, including but not limited to, the on-time pickup/delivery windows for all scheduled routes and the two-hour response time for STAT pickups, as defined in the Performance Requirements Summary
| 34 | Is there an economic price adjustment mechanism for fuel, labor, insurance, or other significant cost changes during the option years? | No economic price adjustment. Quote should include all anticipate costs. |
| 35 | Exactly which specimen carriers, coolers, dry ice containers, temperature-control materials, and other related supplies will be Government-furnished? | Specimen transport carriers (coolers, approx. 10"W × 16"H × 20"D), labeled by testing location. The contractor is only required to transport the prepared, Government-furnished specimen carriers. The contractor is not responsible for furnishing any materials for the primary packaging of specimens. |
| 36 | What background investigation and/or credentialing requirements apply to contractor drivers, and how long does the approval process typically take? | Requirements: Contractor drivers must obtain and maintain unescorted physical installation access credentials (e.g., DBIDS or local installation pass equivalents) for all serviced facilities. This requires passing standard DoD installation security background checks and suitability screenings. A formal security clearance (e.g., Secret/Top Secret) is not required. |
Timeline: Processing timelines vary by installation and individual background history. The Government does not guarantee specific vetting timeframes. The successful contractor will receive Government/COR sponsorship immediately upon award and is expected to submit all personnel credential applications promptly to ensure 100% credential currency prior to contract performance commencement."
37 Does the PWS distinction mean that we should exclude holiday labor for the recurring USAF Daily Route while maintaining 24/7/365 on-demand operations, or how should holiday costs be handled without assuming a total shutdown? Recurring Routes (including Daily Routes): Recurring scheduled routes are not operated on Federal Holidays. Offerors shall exclude holiday service labor from their firm-fixed-price monthly rates for all recurring routes.
On-Demand & STAT Operations : On-demand and STAT services operate 24/7/365, including Federal Holidays. Offerors shall factor any holiday or on-call capability costs directly into their proposed unit rates for the on-demand CLINs. Payment for on-demand services will be made on a per-occurrence basis for runs actually ordered and performed."
38 Please provide or clarify the minimum insurance coverage requirements applicable to this contract, including required liability limits, commercial automobile liability limits, general liability limits, workers' compensation requirements, cargo/property coverage, and any umbrella/excess liability requirements. Please also identify whether the Government requires specific endorsements, additional insured status, waiver of subrogation, or other special insurance provisions. The Contractor shall maintain all insurance required by applicable Federal, State, and local laws and regulations, and as specified in the contract, for the duration of the period of performance. At a minimum, the Contractor shall maintain required automobile liability coverage for vehicles used in performance of this contract in compliance with Maryland, Virginia, and District of Columbia legal standards.
The Government does not mandate specific umbrella limits, separate cargo insurance minimums, additional insured endorsements, or waivers of subrogation beyond standard statutory and FAR requirements.
39 Please confirm whether the contractor is required to carry any specialized medical specimen, HAZMAT, pollution/environmental, or cargo liability coverage beyond standard commercial automobile and general liability insurance. The solicitation does not explicitly require the contractor to obtain separate or specialized insurance policies for medical specimen, HAZMAT, pollution, or cargo liability.
The contractor is responsible for complying with all applicable Federal, State, and local laws as stated in PWS . It is the Offeror’s responsibility to determine if their standard commercial general liability and automobile liability policies provide sufficient coverage to meet all legal and regulatory requirements for the transportation of materials described in the PWS, and to indemnify the Government from any and all liabilities arising from contract performance. The Government does not mandate specific policy types beyond the requirements
| 40 | Past Performance – Proposed Subcontractors: The Instructions to Offerors state that the Government will evaluate the quoter’s past performance, while the Past Performance Questionnaire identifies whether the evaluated contractor performed as a prime contractor or subcontractor. May a quoter submit relevant past performance for a proposed subcontractor that will perform a significant portion of the courier services? If so, please clarify how subcontractor past performance will be evaluated relative to the quoter’s own past performance. | Yes, the quoter can submit relevant past performance for a proposed subcontractor. Prime contractor past performance carry more weight as subcontractor's can change. |
| 41 | Limitations on Subcontracting: Please confirm the applicable limitations on subcontracting for this acquisition and whether FAR 52.219-14 applies. If applicable, please confirm whether compliance will be measured in accordance with the clause’s treatment of similarly situated entities. | Confirmed. |
| 42 | WRNMMC Route F Historical Utilization: For the Route F On-Demand Unscheduled/STAT requirement, can the Government provide historical utilization data, preferably by month or year, showing the approximate number of STAT and routine unscheduled runs performed? If available, please also provide typical origins and destinations. |
| 43 | On-Demand CLIN Pricing: CLINs 0005 and 0012 are identified as one (1) Job, while the solicitation states that the Government will pay only for on-demand services ordered and performed. Please clarify the required pricing methodology for these CLINs. Should quoters provide a fixed unit price per completed on-demand run, and if so, is the same unit price intended to apply regardless of origin, destination, mileage, and STAT versus routine status? | On-Demand Unschedule, base run/cost per mile. On-Demand STAT, base run/cost per mile should base on STAT run. The solicitation included clause 52.232-37 Multiple Payment Arrangements for each on-demand run to be invoice. An annual amount should be enter on CLINs 0005 and 0012 and subsequences option years according to SF1449.. |
| 44 | Simultaneous On-Demand/STAT Requests: Can multiple STAT or on-demand requests occur simultaneously? If so, can the Government provide available historical information regarding the maximum or typical number of concurrent requests? Please also clarify whether the contractor is expected to maintain sufficient standby capacity to respond to multiple simultaneous requests within the required response times. | We have not historically required concurrent STAT requests but expect one backup, so two drivers available for STAT / on-demand runs. |
45 Scheduled Route Workload: Can the Government provide available historical information regarding the typical and peak number of specimen containers, coolers, or other items transported during the recurring scheduled routes? On average, the typical volume is up to 12 individual coolers per route run. Specific daily volumes may vary based on clinical workload and the number of stops per route.
Offerors should base vehicle sizing and capacity planning on this average volume alongside the stop schedules in PWS Section 8 and the standard Government-furnished carrier dimensions (approx. 10"W × 16"H × 20"D) detailed in PWS Section 5. The contractor is responsible for providing vehicles with sufficient cargo capacity to transport all specimen containers and return empty carriers.
46 Waiting Time/Government-Caused Delays: Route G states that the courier may need to wait for samples. Can the Government provide the typical historical waiting time? Additionally, if a courier arrives within the required window but a Government-caused delay, specimen readiness issue, installation access delay, or other circumstance outside the contractor’s control affects subsequent scheduled stops, how will on-time performance be assessed? Historical wait-time data are not captured in the PWS or Government records in a way that supports a reliable “typical” value, so no specific historical average can be provided at this time.
For performance:
Arrival standard: On Route G, the contractor is considered “on time” if the courier arrives at each stop within the required 15‑minute window.
Government‑caused/other external delays: If the courier arrives within that window and any subsequent delay is due to Government‑caused circumstances or other factors outside the contractor’s control (e.g., specimen not ready, installation access delays, road closures), such delays will not be counted as late for purposes of on‑time performance assessment, provided the contractor documents the event (time of arrival, cause, and duration of delay) and promptly notifies the Government point of contact/COR.
This approach will be reflected in the Government’s QASP surveillance and CO/COR evaluation
| 47 | Continuity of Operations/Closures: Please clarify contractor performance requirements during Federal Government closures, lapses in appropriations, installation closures, OPM operating-status changes, severe weather events, declared emergencies, road closures, or other circumstances that restrict access to a required pickup or delivery location. Please identify which routes/services are considered mission-essential during such events and explain how scheduled FFP payments and performance standards will be administered when service cannot be performed due to circumstances outside the contractor’s control. | During Federal closures, installation closures, severe weather, or other events that prevent access, the contractor is not required to perform routes that cannot be safely or legally operated. Only services actually ordered and performed will be paid (including on‑demand). Mission‑essential status and any adjustments to FFP payments or performance standards in such circumstances will be determined by the Government on a case‑by‑case basis by the contracting officer and documented via contract direction or modification |
| 48 | Installation Access/RAPID Gate: Please clarify the process and expected lead time for obtaining required installation access credentials for contractor personnel. Must all assigned couriers possess the required credentials by the first day of performance, and will Government sponsorship or transition assistance be available for newly assigned personnel? | RAPID Gate Credentials, 49 CFR HAZMAT certification shall be included with the submit quotation. For replacement or subsequent credential "Installation access is coordinated through each installation’s security/visitor control office following Government/COR sponsorship upon award. Processing timelines typically range from approximately 2 to 4 weeks depending on installation-specific requirements and individual background vetting, though specific processing times are not guaranteed. |
All assigned couriers must possess required active credentials (or approved installation-issued temporary visitor passes) by the first day of performance to ensure uninterrupted operations. The contractor is solely responsible for initiating, tracking, and completing the credentialing process for all proposed personnel.
49 Transition Period: Does the Government anticipate a transition-in period between contract award and full performance? If so, please identify the anticipated duration and any transition activities expected of the incoming contractor. The Government does not anticipate a separate, separately funded transition-in period. The successful contractor is expected to be fully ready to perform all routes on the contract start date (including fully vetted drivers, vehicles, 49 CFR HAZMAT training, dry-ice sourcing, and operational readiness).
The contractor is responsible for managing its staffing and onboarding pipeline (such as utilizing already-credentialed personnel or securing approved temporary installation passes) to guarantee uninterrupted service while routine base access applications are processed. Administrative coordination and point-of-contact details will be finalized at the post-award kickoff meeting, but full operational performance is mandatory upon the contract start date.
50 Dry Ice Requirements: Route C identifies a requirement to deliver approximately 30–35 pounds of dry ice to Fort Myer on Tuesdays and Thursdays. Please provide the expected dry-ice quantity for the Route B deliveries to Kimbrough on Mondays and Wednesdays and identify any additional recurring dry-ice quantities not specified in the PWS or route detail. For Route B, the required quantity is 30–35 pounds of dry ice delivered on Monday and on Wednesday, to support the Kimbrough/Malcolm Grow route.
For Route C, the required quantity remains 30–35 pounds of dry ice delivered to Fort Myer on Tuesday and on Thursday.
At this time, the Government does not require any additional recurring dry‑ice quantities beyond those specified in the PWS/routes; any ad hoc needs will be communicated and ordered as part of on‑demand services.
| 51 | Route Changes During Performance: If the Government adds or removes stops, materially changes route mileage or scheduled times, changes service frequency, or otherwise materially changes a recurring route after award, please clarify whether such changes will be addressed through a contract modification and equitable adjustment, as applicable. | Yes. If the Government adds or removes stops, significantly changes route mileage or scheduled times, changes service frequency, or otherwise materially changes a recurring route after award, those changes will be addressed through the contracting officer via appropriate contract modification, including equitable adjustment to price and/or terms as applicable under the contract’s changes and pricing clauses |
| 52 | Cancelled On-Demand Requests: If an authorized Government representative requests an on-demand or STAT service and the courier has already been dispatched when the Government subsequently cancels the request, please clarify whether the contractor will be compensated for the dispatched service. | This will be evaluated on a case by case basis. |
| 53 | On-Demand Waiting Time: For STAT or routine on-demand services, if the courier arrives at the requested pickup location within the required response time but the specimen or material is not ready for pickup, please clarify how the response-time requirement will be measured and whether extended Government-caused waiting time is compensable. | Response-Time Measurement: STAT response times are measured from the time of the initial Government call to the courier's documented physical arrival at the designated pickup facility. Timely arrival within the 2-hour window satisfies the metric regardless of internal facility release delays. |
Wait-Time Compensation: The PWS does not contain a separate billable rate for wait time. Offerors must account for potential transit and facility wait times within their fully burdened per-occurrence unit rates for on-demand CLINs.
54 Authorized On-Demand Requests/Proof of Performance: Please identify who is authorized to request billable on-demand/STAT services and clarify the documentation required to establish successful performance and Government acceptance for invoicing purposes (e.g., electronic dispatch record, pickup/delivery timestamps, signature, chain-of-custody documentation, or other record). Billable on‑demand/STAT services may only be requested by Government‑designated clinical or laboratory points of contact (POCs) identified by the COR/using activities (e.g., lab supervisors, charge nurses, or other authorized staff). The COR will provide and update the list of authorized requestors after award. For invoicing and acceptance, the contractor shall maintain, and submit upon request, documentation that includes at least:
Date and time of call/request.
Name of caller/authorized Government requestor.
Pickup location and destination.
Name of individual accepting delivery.
Number of pieces in the delivery.
These details must appear on invoices for Route F as stated in the PWS; additional internal records (e.g., electronic dispatch logs, timestamps, and chain‑of‑custody logs) are acceptable and may be used to support Government review and acceptance 55 Federal Holidays: Please confirm which scheduled routes and on-demand services are required to operate on Federal holidays and whether any routes follow a modified holiday schedule. Recurring scheduled Routes A, B, C, D, G, H (performed on Saturday), I, J and K are not performed on Federal Holidays. There is no modified holiday schedule for these recurring routes.
On‑demand services (Routes F) may be requested on Federal holidays as ordered by authorized Government personnel when mission needs require service; only services actually ordered and performed will be invoiced
| 56 | Period of Performance: The PWS identifies option periods beginning September 20 and ending September 19; however, certain JBA option CLINs in the SF1449 identify periods beginning October 1 and ending September 30. Please confirm the correct period of performance for the JBA option CLINs and whether the solicitation will be amended as necessary. | The PWS contain three location WRNMMC, Patuxent River, and JBA. All routes for WRNMMC (CLINs 0001 - 0009) with Period of Performance begin September 20 and ending September 19. Patuxent River & JBA (CLINs 0010 - 0012) with Period of Performance begin October 1 and ending September 30. Period of Performance on PWS & SF1449 form is correct. |
| 57 | Past Performance Questionnaire: Several questions in the Past Performance Questionnaire appear unrelated to courier services, including references to a “fabrication and installation phase” and “graphic production files/photo shopping images.” Should references mark these items N/A, or does the Government intend to issue a revised Past Performance Questionnaire? | Corrections on Past Performance Questionnaire under Timeliness of Performance/Services section have been accomplished. Use Rev Past Performance Questionnaire |
| 58 | What was the cost of the final full option year of the previous contract? | Final option year cost is available on contract HT0014-21-P0324. |
| 59 | How many drivers/vehicles are currently used to service the current contract? | Vendor proprietary information. |
| 60 | What is the vehicle size currently servicing this location? | Standard Sedan, SUV or cross over fully insured and in compliance with all laws in Maryland, Virginia and the District of Columbia |
| 61 | How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily? | Each Government-furnished specimen transport cooler is approximately 10" W × 16" H × 20" D, or about 1.85 cubic feet of internal volume per cooler. The number of coolers per stop and per day varies by clinic and route and is driven by clinical workload, so the Government cannot provide a fixed maximum daily size/quantity. Offerors should plan vehicle capacity sufficient to accommodate multiple coolers per route and typical laboratory specimen volumes. Insulated transport containers fits three of these coolers and it is expected that any vehicle be able to accomodate the transport containers. |
| 62 | Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs). | The Government furnishes the primary specimen transport carriers (coolers/totes). |
The contractor is responsible for providing dry ice and any supplemental equipment or monitoring tools—such as locks, seals, or temperature logging devices—necessary to maintain required chain-of-custody and 100% cold-chain integrity throughout transit.
| 63 | What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any? | The Government cannot provide a breakdown of estimated trips per location, nor does it guarantee any minimum trip volume for on-demand services under the new contract. Payment is made only for services actually ordered and performed. |
| 64 | What are the requirements for RAPID Gate Certifications? | RAPIDGate/DBIDS credentials certification shall be included with the submit quotation. Specific RAPID Gate/DBIDS requirements (forms, background checks, fees, renewals) are set by the respective installation security offices and the RAPID Gate/DBIDS program, not by this contract. Contractors must comply with those installation and program rules to obtain and maintain access for their drivers |
| 65 | How long does it take to obtain base access? | Processing times are set by each installation’s security office and can vary, but contractors should plan for approximately 2–4 weeks to obtain base access credentials (RAPID Gate/DBIDS or successor) for new drivers under normal conditions. Existing, valid credentials may be used immediately, subject to installation approval |
| 66 | Is there a cost associated with obtaining a badge to get on base? | No. The U.S. Government does not charge a fee to the contractor for the issuance of standard installation access credentials (e.g., DBIDS). Any administrative costs incurred by the contractor or its employees as part of the application process are the responsibility of the contractor. |
| 67 | Once badge access is obtained, what is the estimated wait time to enter the base/site to pick up or deliver the items? | Wait times at base gates vary day‑to‑day based on traffic, security posture, and inspection requirements, and the Government does not have a fixed or guaranteed “typical” wait time. Contractors should plan for variable gate delays and build reasonable buffer time into route planning; documented, extraordinary access delays outside the contractor’s control will be considered when assessing performance |
| 68 | Are there designated parking spaces for couriers? | The contractor is required to comply with all base parking and zoning requirements, which may require transporting items some distance from the vehicle to the building, but it does not establish designated parking spaces specifically for couriers. Parking availability and any reserved areas are determined by each installation/facility’s local policies |
| 69 | Roughly how far is the distance from the designated parking area to each pickup/delivery facility? | This greatly varies and may require transporting items some distance(about 500 ft) from the vehicle to the building. |
| 70 | Is there a designated location where dry ice can be delivered and stored on-site? | Yes |
| 71 | Will any locations require dry ice that are not specifically outlined in the PWS? | Only Route B and Rout C require dry ice pickup. |
| 72 | Will any unscheduled or on-demand orders require dry ice? | No |
| 73 | How much dry ice is expected on a daily and weekly basis? The PWS states that the contractor must provide dry ice daily, while Routes B and C identify specific delivery days and quantities. Please clarify the complete requirement. | The dry ice requirements consist of two distinct elements: |
Daily Specimen Transport: Clinical pickup sites package specimens in Government-furnished carriers prior to courier pickup. The contractor's daily responsibility is to supply dry ice only as needed to maintain 100% cold-chain integrity during transit.
Scheduled Bulk Deliveries: The contractor must perform dedicated bulk dry ice deliveries to specific clinical facilities as follows:
Route B: 30–35 lbs. delivered every Monday and Wednesday.
Route C: 30–35 lbs. delivered every Tuesday and Thursday.
74 How much notice will be provided for dry-ice orders? The Government will not be placing "orders" for dry ice. The Performance Work Statement establishes dry ice as a contractor-furnished material for which the contractor is fully responsible for sourcing and logistics.
75 Could you please provide a mileage radius for “Other locations may occur rarely as needed,” as stated under Route F? The Performance Work Statement (PWS) does not define a specific mileage radius for on-demand services.
The overall place of performance for this contract is defined in PWS as the "National Capital Region (Maryland, Virginia, and the District of Columbia)." Any rare or unscheduled service requests would be for locations within this established operational area. The per-mile pricing structure for on-demand routes is designed to compensate for travel to any location within this region.
| 76 | Will all Route F on-demand unscheduled and STAT pickups or deliveries originate from or return to WRNMMC, or may the contractor be required to transport directly between other listed locations? | The contractor may be required to transport items directly between any of the listed locations without Walter Reed National Military Medical Center (WRNMMC) being the origin or destination. |
| 77 | Please confirm the complete pickup/delivery addresses, including the applicable building, room, entrance, and loading area, for the following locations: Maryland State Laboratory, Fort McNair, Washington Navy Yard. | The following is the most detailed information available in the solicitation documents for the requested locations. |
Dennis Avenue Health Center (Montgomery): 200 Dennis Ave, 2nd Floor Laboratory, Silver Spring, MD 20910. (Note: This is a different location from the Maryland DHMH Public Health Laboratory in Baltimore, which is also listed in the PWS).
Washington Navy Yard: BLDG 175, 915 N Street S.E., Washington D.C 20374-5022.
Fort McNair: 4th & P St SW, Washington, DC 20319-5058.
Per the terms of the Performance Work Statement (PWS), any further specific details such as room numbers, points of contact, or precise loading dock/entrance instructions for these and other locations will be provided by the Contracting Officer's Representative (COR) during the post-award kickoff meeting.
| 78 | Can the same driver be utilized for both portions of Route C identified as Driver 1 and Driver 2, or are two separate drivers required? | As explicitly designated in the PWS ('Route C — Southern Route (Two Drivers)'), this requirement is structured around two distinct operational schedules (Driver 1 and Driver 2) to ensure timely specimen pickup and delivery windows across multiple regional clinical facilities. Offerors must propose and price two separate drivers for this route. |
| 79 | Are the routes required to run in the order written, or may the stops be interchanged as long as all required pickup and delivery times are maintained? | The primary requirement is that the contractor must meet all specified pickup and delivery times, including arriving within the 15-minute window for all scheduled stops as defined in the Performance Requirements Summary (PRS). |
As stated in the PWS, routes are to be run "in the most economical and time-saving manner to reduce sample degradation." Therefore, the contractor may adjust the sequence of stops on a given route, provided that all scheduled arrival windows, pickup times, and delivery deadlines are strictly maintained. The route sequence as written represents a notional, geographically logical path, but optimization is at the contractor's discretion as long as all performance standards are met

| 81 | SERVICE CONTRACT LABOR STANDARDS: The solicitation does not appear to incorporate FAR 52.222-41 (Service Contract Labor Standards) or attach a Department of Labor wage determination, although the requirement is a recurring service performed by service employees. Please confirm whether SCA/Service Contract Labor Standards and an applicable wage determination will be incorporated by amendment, so that all offerors price to the same labor floor. | Clause FAR 52.222-41 Service Contract Labor Standards will not be included on this requirement. |
| 82 | ON-DEMAND CLIN PRICING: The on-demand CLINs are structured as quantity "1 Job," while the PWS describes on-demand services as invoiced per occurrence with mileage and rate components. Please clarify how offerors should price the on-demand CLINs (e.g., price per occurrence with estimated annual quantities, or a not-to-exceed annual amount). | The on-demand CLIN (Routes F) are funded as a single Not-To-Exceed (NTE) Job/Lot for the contract period. |
Offerors shall incorporate the established unit rates (base price, per-mile rates, and applicable fuel surcharges) specified in PWS Section 8 and enter the Government-established NTE ceiling amount into the CLIN pricing schedule. The contractor will invoice against this NTE ceiling on a per-occurrence basis solely for on-demand services actually ordered and performed.
