Summary of Courier Services Performance Work Statement
This is a Performance Work Statement (PWS) Amendment 2 for courier laboratory specimens delivery services across three separate contract scopes serving Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland; Patuxent River Naval facilities; and Joint Base Andrews (JBA). The Defense Health Agency is soliciting these services under Solicitation Number HT001426QE038, with a base year performance period beginning September 30, 2026 (or October 1, 2026 depending on scope) through September 29-30, 2027, followed by four one-year option periods through 2031.
The contractor must provide recurring scheduled courier routes and on-demand STAT/routine pickup and delivery services for laboratory specimens, blood products, tissue samples, cultures, and related materials containing hazardous materials (primarily alcohols, formalin, and infectious substances). Key contractor requirements include maintaining current DBIDS gate certification, 49 CFR hazmat transportation certification, valid U.S. driver's licenses, fully insured vehicles compliant with Maryland, Virginia, and District of Columbia regulations, and capacity to maintain cold-chain integrity throughout transport. The WRNMMC scope encompasses ten recurring monthly routes (A-J) plus on-demand services with performance standards requiring 95% on-time arrivals within 15-minute windows, 100% cold-chain integrity, zero specimen loss or damage, 2-hour STAT response times, and notification of delays exceeding 20 minutes. The Patuxent River scope includes one daily recurring route (K) with similar performance standards, while the JBA scope requires one daily recurring USAF route plus 24/7 on-demand STAT (90-minute response) and routine (3-hour response) services. Recurring routes are firm-fixed price monthly; on-demand services are invoiced per occurrence based on actual performance with detailed invoicing requirements including date/time, caller, pickup/destination locations, and piece counts.
