Q: How will the answers to questions be conveyed?

Q: How are the Offerors to submit their Proposals and other components of this solicitation to WRNMMC?
A: All Proposals shall be submitted to John.c.williams438.ctr@mail.mil and Gregory.m.Crump.civ@mail.mil NLT 0900 AM EST, 18 March 2020.
Q: How will amendments to this solicitation be conveyed?
A: Via posting on https://beta.sam.gov/
Q: Is this solicitation being pursued via GSA schedule or is it “Open Market”?
A: Open Market for Small Business Set-aside.
Q: The solicitation indicates that the bids are due on March 16th and that the contract will begin on April 5th?
A: Yes, but I will extend the bid due date until 0900 AM EST, March 18th, 2020.
Q: When will the bids be evaluated?
A: Projecting Bids will be evaluated between March 18th-March 27th (bid evaluation time depends on how many offers received and quality)
Q: When will the bid be awarded?
A: Contract will be awarded at least a week prior to start date of a new contract.
Q: With the Release date being March 3rd, the Bid due date being March 16th, how can Past Performance Questionnaires be sent to the individual references on or around the tenth working day after the proposal release date, but no later than 5 working days prior to the proposal closing date?
A: Clarification 10days to include weekends not just working days. WE WILL EXTEND THE PAST PERFORMANCE DUE DATE TO THE SAME DAY AS THE PROPOSAL CLOSING DATE, 0900 AM EST, 18 March 2020.
I will extend the due date until March 20, 2020.
Q: Please clarify the timing window relating to the Past performance questionnaires?
A: Reference Addendum 52.212-1 Part III on solicitation Paragraph B, (b) (1) Offerors shall submit at least one (1) but no more than three (3) relevant contracts and subcontracts with at least 6 months of performance that ended no earlier than six (6) years before the date this solicitation was issued, including contracts and subcontracts currently in process, which are similar in nature to the requirement.
Q: Can the work performed be done by someone other than the Offeror or responder to this solicitation?
A: Yes, but the responsibility will still fall onto the prime vendor.
Q: If subcontractors are utilized, would past Performance Questionnaires be required of the subcontractors who would actually do the work?
A: Yes
Q: NAID AAA Certification – Historically WRNMMC has utilized a NAID AAA Certified Vendor to ensure compliance with relevant security protocols, would the Offeror (and potential subcontractor) be required to be NAID AAA Certified?
A: OFFEROR OR SUBCONTRACTOR WILL BE REQUIRED TO BE NAID AAA CERTIFIED.
Q: Letter of Credit – Please clarify the Letter of Credit requirement. Is this required of all Offerors or only those utilizing subcontractors?
A: Letter of Credit is not required. Due to administration typo, we will removed “Letter of Credit” of page 45 of 71 from the solicitation.
Q: Collective Bargaining Agreement – The solicitation states, “Failure to provide the collective bargaining agreement with the National Association of Concierge shall eliminate the offeror from further consideration for award. – How is that possible if a collective bargaining agreement does not exist?
A: There will be no collective bargaining agreement, Letter of Credit is not required. Due to administration typo, we will removed “Letter of Credit” of page 45 of 71 from the solicitation.
