About this file

This is a Questions and Responses document for federal contract opportunity HT001126QE031, issued by the Defense Health Agency (DHA) for the Armed Services Blood Program (ASBP) Donor Incentives. The document addresses nine substantive questions from potential contractors regarding product specifications, decoration methods, catalog requirements, pricing, sampling, and compliance requirements.

Key specifications clarified include: ASBP logo stars and stripes on t-shirts do not require white printing; embroidery is the preferred decoration method for hats, duffel bags, and backpacks; the contractor must reference Section 3 of the Statement of Work for catalog specifications; physical samples are not required before contract award, but descriptive literature and specification sheets are mandatory; samples submitted post-award must be representative of final products. Regarding pricing, the government will identify shipping costs on a not-to-exceed basis using a revised pricing sheet and these costs will not be part of price evaluation. Volume-based discounts may be considered advantageous during price evaluation if they demonstrate cost savings aligned with government procurement quantities, though they are not formally rated and proposals without discounts will be evaluated equally. Contractors are permitted to present volume discount information as an additional column or by other means within the pricing sheet. The document also identifies DFARS 252.204-7012 as the applicable cybersecurity requirement, with further details available at https://www.acquisition.gov.
