Block 4: The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The data item description shall be tailored such that the contractor shall detail procedures to identify, prevent, and ensure nonrecurrence of defective services.

Blocks 10, 11, 12, and 13: A Quality Control Plan (QCP) shall be due no later than 5 days after contract award. A comprehensive QCP shall be submitted to the CO and COR within 5 working days when changes are made thereafter.

Block 4: The Contractor shall develop a Program Management Plan that shall require Government approval. It will be used to manage, track and evaluate the Contractor’s performance. The Program Management Plan shall consist of control policies and procedures in accordance with standard industry practices for project administration, execution and tracking. The Program Management Plan shall include the following:

• Identification of milestones where Government information/activity is required and timeline dependencies for subsequent Contractor activities;

• An Integrated Master Management Plan (IMMP) describing the Contractor’s overall management approaches, policies and procedures including suggested project metrics; and,

• Staffing overview including vacancies and replacement action status.

Blocks 10, 11, 12, 13: The Program Management Plan draft shall be submitted with proposal and the final plan shall be due five (5) calendar days after the award of the order. The Program Management Plan shall be submitted to the CO and COR within 5 working days when changes are made thereafter.

Block 4: The Contractor shall prepare and submit a Contingency Operations Plan to the Government. The Contingency Operations Plan shall be due ten (10) calendar days after the award of the order, and shall be updated on a yearly or as needed basis. The Contingency Operations Plan shall document Contractor plans and procedures to maintain DHA support during an emergency. The Contingency Operations Plan shall include the following:

• A description of the Contractor’s emergency management procedures and policy;

• A description of how the Contractor will account for their employees during an emergency;

• Planned temporary work locations or alternate facilities;

• How the Contractor will communicate with DHA during emergencies;

• A list of primary and alternate Contractor points of contact, each with primary and alternate:

• Telephone numbers

• E-mail addresses

• Procedures for protecting Government furnished equipment (if any); and

• Procedures for safeguarding sensitive and/or classified Government information (if applicable)

Block 4: During the transition-in period, the contractor shall prepare to meet all contract requirements and ensure incoming personnel are functionally trained and qualified on the full performance start date except cybersecurity requirements, which must be fully adhered to during transition and full performance periods.

The Contractor shall immediately notify the COR and Contracting Officer if events occur that threaten an orderly transition. The outgoing vendor is responsible for full performance of the requirement during this period. Phase-in activities shall include:

• Coordination with Government representatives.

• Review, evaluation and transition of current support services.

• Complete Government-required training and provide verification that staff possess Government-required certifications.

• Transfer of hardware warranties, software licenses, and maintenance agreements (if applicable).

• Transfer of all business and/or technical information and documentation.

• Transfer of maintenance updates and patches, and schedules for updates and patches (if applicable).

• Orientation program to introduce Government personnel, programs, and users to the Contractor's team, tools, methodologies, and business processes.

• Assignment / distribution of Government owned assets, including facilities, equipment, furniture, phone lines, computer equipment, etc., including the transfer of Government Furnished Equipment (GFE) and Government Furnished Information (GFI), and GFE inventory management assistance.

• Comply with applicable DHA briefing and personnel in-processing procedures.

• Coordinate with the Government to account for Government keys, ID/access cards, and security codes resulting in mitigation of access issues for all personnel.

Block 4: The contractor shall provide a transition-out plan that facilitates the accomplishment of a seamless transition from the incumbent to an incoming contractor/Government personnel at the expiration of the contract. See Part 7, Technical Exhibit 1 The outgoing contractor is responsible for full performance during this period. Phase-out activities shall include:

• Formal coordination with Government staff and successor contractor staff and management.

• Electronic delivery of copies of existing policies and procedures, and delivery of required metrics and statistics. Providing URLs or other intra-agency sites to retrieve documentation shall suffice.

• Review, evaluation and transition of current support services.

• Transition of historic data to new Contractor.

• Government-required training and certification process.

• Transfer of hardware warranties, software licenses, and maintenance agreements (if applicable).

• Transfer of all business and/or technical information and documentation.

• Transfer of maintenance updates and patches, and schedules for updates and patches (if applicable).

• Orientation program to introduce successor contractor personnel to current programs, users, tools, methodologies, and business processes.

• Disposition and transfer of Government owned assets, including facilities, equipment, furniture, phone lines, computer equipment, etc.

Block 4: The Contractor shall provide executive level program integration, management coordination and analysis, milestone facilitation and support of programs/projects, and other comprehensive program management support services to facilitate effective and efficient accomplishment of mission tasks, business functions/activities, and daily operations. Provide project/task management support and subject matter expert level consultative services to project/task managers. Routine activities include tracking/monitoring and frequent status updates and advisories on task/project accomplishment, suspense tracking, and the preparation/delivery senior executive-level decision support tools and professionally written staff products in a wide variety of forms (e.g., memoranda, executive summaries, decision/information papers, fact sheets, staff position descriptions) that accurately convey program information.

Block 4: The Contractor shall provide a full range of senior executive assistant services/management assistance to aid and facilitate effective and efficient accomplishment of mission tasks, business functions/ activities and daily operations, including but not limited to the following subtasks:

Assist the Government Point of Contact to obtain information for external communications and correspondence actions between various DHA, and Office of the Secretary of Defense offices/agencies.

Accomplish all required actions and fulfill complete responsibilities for correspondence management activities, including the efficient and effective processing of correspondence actions and file management in accordance with standardized DHA document management requirements and procedures, the DHA automated document processing system, and other applicable document management requirements and procedures such as those prescribed by the Office of the Secretary of Defense.

Analyze coordination requirements for correspondence packages, accomplish all required coordination, and ensure adequacy, accuracy, and consistency of content and responsive timeliness of all suspense items tasked to the Directorate that address a broad variety of issues from a variety of external sources, such as Congress, the Office of the Under Secretary of Defense (Personnel & Readiness), key MHS stakeholders, and TRICARE beneficiaries.

Perform all activities required to ensure the effective, efficient, timely, and responsive management of suspense actions tasked to, or internally generated including: the task assignment of suspense actions to subordinate Directorate organizations; the establishment and effective operation of an internal Directorate action tracking system; the comprehensive, continual monitoring of open issues; the development and preparation of status reports as appropriate or requested by the Government; and the proactive management of deliverables coming due to ensure that suspense timeline requirements are met, such as the initiation of timely remedial measures to engage senior leaders/managers as may be appropriate to avoid overdue suspense actions.

Block 4: The Contractor shall apply expert professional-level analytical and problem-solving skills to the processing of changes to the TRICARE Manuals and address difficult or controversial program matters and identify resolutions for Government approval. Normal routine activities include but are not limited to :

• Tracking and reporting status of manual changes, including updating to all tracking systems (e.g., MTR, Manual Change Tracking System, etc.).

• Submitting drafts/markup to desktop publishers for conversion to PDF draft manual change files and ensure requested changes have been made.

Blocks 10, 11, 12, 13: Manual updates are due within five business days of work order, as required thereafter.

Block 14: Delivery is electronic via manuals electronic systems to the Program Office (PO)
