The Contractor shall use process improvement best practice techniques (e.g., Lean Six Sigma) in the performance of this task, including market research.

5.4.2 Task 4, Subtask 2 - Develop Quality Assurance Guidelines and Milestones

The goal of implementing standard processes and procedures is to improve the cost, timeliness and quality of products resulting from the processes. This is true for IM and the requirements development and Management Processes and Procedures. Therefore DHA Requirement Managers desire to mature their processes in such a way that the quality of the products being produced is continually evaluated during the process, rather than only at the end.

With that goal in mind, the Contractor shall develop Quality Assurance (QA) Guidelines (Deliverable 13) for each major type of product produced during the requirements development and management lifecycle.

For each major type of product, the QA Guidelines shall include, among other things, a description of the content of the product. The Contractor shall identify critical milestones along the entire process and develop the Quality Criteria (Deliverable 14) for each milestone.

The Government requires the following contractor support under this task:

Maintain the Quality Assurance Guidelines and Quality Criteria IAW DoD and Industry Standard best practices;

Maintain the Quality Assurance Guidelines and Quality Criteria to include simple “tools” and procedures for use by those developing and managing requirements throughout their lifecycle;

Assist the Government in performing quality checks and tracking quality assurance issues based on the established criteria; and

Include these materials and tools in the training and orientation updates under PWS 5.16.1

Performance of this task will require the Contractor to coordinate with the functional community, cost estimators, testers, engineers, and others to develop the Quality Criteria. This is critical because these are the people who need to understand and the Stakeholder’s need.

5.4.3 Task 4, Subtask 3 - Quality Assurance Review of Architectural Products

The Contractor shall perform QA review of the architectural products, following the approved QA Guidelines. As required by the Government, the Contractor shall coordinate a review of the architectural products with stakeholders, such as the Services, Program Offices, and the HIT EAB’s architectural review bodies; adjudicate comments; and prepare final products. The Contractor shall also note whether information, and data constructs and specifications currently exist as standards or within the MHS architecture and will identify what kind of constructs and specifications will have to be developed for successful project development. The Contractor shall deconflict architectural products between projects and that they are aligned with the Enterprise Level views. In cases of conflicts requiring government decision, they will prepare alternatives analysis to support the Government integration decision or approach.

The Contractor shall be expected to use approved DoD and MHS guidelines in the development of the architectural content. The Contractor shall be expected to support the Government Project Lead and the other contractors in the preparation of materials needed for any level of reviews and Governance decisions. (Deliverable 15)

5.4.4 Task 4, Subtask 4 - Measure, Evaluate and Report on Requirements Development and Management Processes

The Contractor shall develop a plan and metrics to measure the effectiveness of the Requirements Development and Management Processes.
