BPA for Technical Services FINAL Questions & Answers.
Final question:
To who’s attention and where to I submit our proposal?
I am writing in regards to the TRO-West Technical Services BPA open bid. On occasion, over the years we have provided CAP training in the Bay Area so we are very interested in putting in a bid. First, however, we have some questions. First, we are wondering if there has been other bids for this type of technical support (Dragon training) in the past? If it is public record, could you let us know what the past winning bids have been? Not on a BPA.
We also have some more general questions, such as: in what time frame would these trainings take place? Would there be a need for trainings to occur simultaneously in different parts of the West? And, finally what geographical area are you defining as the West? Tricare Region west is well defined on Tricare.mil please search there.
Thank you for your assistance in these matters, Please find attached the signed document for the amendment. The first page filled is sent separately.
Than You, Attachment A – Past Performance Questionnaire, pg. J-62. The text for blocks 1 and 2 of the Questionnaire are not complete and appear to have been inadvertently cut off in the proposal file. Will the government post a Word document of the Questionnaire with the full text of all sections? No. Please provide past performance references for the government to fill out the questionnaire.
I would like to bid on the HT0011-12-R-0020, but I am not sure about one central thing.
The district this covers as I understand it, spans from Alaska to California and half the western country.
The bid asks to include travel.
If a project is local, the travel expenses are nothing. If I were to go to Alaska, the travel would be extensive.
Can I just bid on and accept local jobs, or does it require that I bid for the entire western region? The entire region.
How do I include travel, do I just say to accept the GSA price schedule? The government can not tell you how to bid.
Reference RFP Section L.3.2.1.4. The offeror shall submit a Technical Proposal (not to exceed two pages) on how they propose performance and provide the supplies under Order #1 (Attachment B).
Question: As commodities are to be provided by BPA awardees resulting from Solicitation HT0011-12-R-0018, are we correct to assume “supplies” will not be the responsibility of the BPA awardees resulting from Solicitations HT0011-12-R-0019, HT0011-12-R-0020, and HT0011-12-R-0021 for services, and therefore commodities should not be priced in offerors’ responses to the three services solicitations as required in Attachment B? We can not answer questions on HT0011-12-R-0018 as the question period has passed.If you a providing technical services you may need to print out manuals etc in order to provide the user a reference. This should be included in supplies.
Reference RFP Section L.3.2.1.3. Technical Proposal – The offeror shall discuss delivery requirements.
Reference RFP Section L.3.2.1.4. The offeror shall submit a Technical Proposal (not to exceed _two_ pages) on how they propose performance and provide the supplies under Order #1 (Attachment B).
Question: It seems that the above two references are really TAB C. Recommend changing the title from “Technical Proposal” to “TAB C Technical Proposal for Order #1”, and delete paragraph reference number L.3.2.1.4 as well as “Written Cost, Past Performance and” from the L.3.2 TAB C line.
Please submit in accordance with the proposal.
Reference RFP Section L.3.4. PART III - Price (offered prices shall be reviewed for fairness and reasonableness). Non-price evaluation factors, acceptability, acceptance of delivery time, when combined, are approximately equal to cost or price.
Question: Please confirm that Part III (L.3.4 Price) is in Part I (Written Price Proposal) and in accordance with RFP Section L.3.1, only Part I and Part II are required for submission of proposals in response to Solicitations HT0011-12-R-0019, HT0011-12-R-0020, and HT0011-12-R-0021. It seems that L.3.4 Part III Price really belong in Section M since it does not request additional information from the offeror.

We are looking at the BPA HT0011-12-R-0019 and have a question.
You do not list the number of hours needed for CLINs 0010, 1010, 2010,3010,4010 for Ergonomic Related Equipment Installation. Is there any time duration for Equipment Installation, or should we assume installs will take different lengths of time to accomplish and quote you on 100 hours of install time? 2 hours per unit Thank you
We are looking at the BPA HT0011-12-R-0019 and have some questions.
Question 1:
CLINs 0002, 1002, 2002,3002,4002, are always called "Software Installation Services" Yet in Section C4 the Tasks description area Item 2 is called "Hardware Installation" Most of the items you are talking about here are software. Should the description for #2 be Software installation to match the CLINs above? Especially since item 10 in the description area and CLINs 0010, 1010, 2010,3010,4010 are for Ergonomic Related Equipment Installation?
Software Installation will be any software that we purchase for the customer of which Technical Services are required. The vendors will need to coordinate with the customers and their IT Departments, if IT is required for installation.
Question 2:
CLINs 0007, 1007, 2007,3007,4007, are always called "On-site Interpreting Services" Yet in Section C4 the Tasks description area Item 7 is called "On-Site Technical Services". "Interpreting Services" denotes Sign Language Interpreting Services, While "On-Site Technical Services" denotes something other then sign language, possibly software or hardware help.
What should CLINs 0007, 1007, 2007,3007,4007 or description 7 be, to be consistent?
On site technical services are described under item 7 On-Site Technical Services
The technical service provider must contact, meet with, and evaluate the assistive technology needs of the end user and provide training and integration support to facilitate the use of the user’s assistive technology to perform their essential job functions.
Question 3:
You do not list a number of hours for CLINs 0010, 1010, 2010,3010,4010 for Ergonomic Related Equipment Installation. Is there any time frame for Equipment Installation?
4 hours per unit.

We were reading through and planning to respond to some/all of these HT0011 solicitations and had some questions.
Re: Solicitation Number: HT0011-12-T-0020 for Dragon Technical services CONUS:
1) The “Notice Details” tab in the FBO listing shows a response date of “March 19, 2012 at 11am EST” but “Box 10” on the first page of the quote which is the RFQ form shows a due date of “25-Feb-2012.”
So, what is the real due/response date?
March 19 2012.
1) And the box just below “Box 10” on the first page of the quote which is the RFQ form shows the paragraph below: “IMPORTANT: This is a request for information, and quotations furnished are not offers. If you are unable to quote, please so indicate on this form and return it to the address in Block 5a. This request does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. Supplies are of domestic origin unless otherwise indicated by quoter. Any representations and/or certifications attached to this Request for Quotations must be completed by the quoter.”
So, is this a “request for information” where there will be no contract issued OR is this a “request for quote” where a contract will be issued?
This is a blanket purchase agreement. Where prices are negotiated and then BPA calls (contracts) are issued against the bpa’s.

Regarding the above mentioned solicitation, we would like to clarify the information contained in Attachment B of the solicitation (Sample CAP Order Form), which seems to refer to 20 units of the Product Dragon NaturallySpeaking Professional 11. Should we interpret this to be 20 unites of 8 hours each of Dragon NaturallySpeaking Technical Services? Please advise.

On this solicitation are several items/tasks. If we are able to only provide 2 of the tasks (as opposed to all tasks listed) do we just submit our bid on those items and enter $0’s on the other or No Bid, ???

We are a small, woman owned, disadvantaged company with US Veterans on staff along with other great civilian team member. 1 If we are to bid on the RFQ- are we able to bid on providing services for just Item #0006
(since we do not provide services in the other Item #’s such as 0001)
You can bid on one, or all of the items.
2. Also must you accept all geographical locations ? (It was unclear to me if you needed to accept ALL geographical areas or you could limit your areas in the North RFQ ???)
You must cover the entire area as listed in the RFQ.

Can you let me know, will the government accept bids on specific items in the solicitation if the bidding company does not bid on every item listed in the solicitation?
For example, if we were to bid solely on the sign language interpretation part of the opportunity, would the government allow this?

Hello. Our organization is considering responding to this opportunity (HT0011-12-R-0019). However, we have some questions and don't know where to direct them (below).
Is there a formal process/period for questions and answers?
Our questions are as follows:
1. In some areas of this document services are referred to as "Interpreting Services” in other areas, the same service seems to be referred to as "Technical Services". Is this a typo? If not, can you explain "Interpreting Services"?
Interperting Services are defined as providing sign language or other communications means to persons who are hard of hearing or deaf.
2. Does CAP have a required/target response time for services to begin once ordered? This will be specified in individual calls. This is a BPA.
What is the anticipated time of award of this contract? If awarded, when must services begin? The individual calls will specify this.
4. Is there any available data on the number of hours and types of services currently provided in each geographic area? No
5. Is report-writing time a service that will be reimbursed? No
6. Is staff time spent while traveling reimbursed? No
7. Is it possible to provide "Need assessment" services remotely via telephone or other video phone methods? No Thank you.
If we respond to this solicitation are we saying we are willing to provide services to all states in that region? I know it says more than one company may be awarded a type of service. We have done work for CAP for many years in Minnesota, the Dakotas and Wisconsin and these are the only states we can realistically service. Is there any point in us submitting a bid if that is the case?

1. What is the bid response timeline envisioned by the government for orders above the $3,000 micro-purchase threshold as noted in section C.5.1.b?
