1. Conformed Copy of Solicitation: We have analyzed the changes made by RFP Amendment 4 and believe we understand all of the changes. However, to ensure that all offerors have correctly interpreted all of the changes, please provide a conformed copy of the solicitation showing the final version.
Government Answer: A conformed copy of the RFP including Amendment 0005 will be posted to FBO by November 18, 2011.
2. RFP Changes: If it is not possible to get a conformed copy of the solicitation, please confirm:
a. The following sections were not changed by Amendment 4: C, D, E, I, K
b. The following sections are replaced in their entirety by Amendment 4: A, G, H, J, L
c. The changes made to Section F affect only the CLIN period of performance. The other paragraphs of Section F (F-2 through F-5 and the FAR clause) remain unchanged.
d. Attachments 6 and 7 (labor categories and labor category descriptions) were deleted.
Government Answer: A conformed copy of the RFP including Amendment 0005 will be posted to FBO by November 18, 2011.
3. Price Proposal Instructions: Please clarify whether we are to include other direct costs in our Sample Task price proposals.
Government Answer: No, see RFP Section L.4.5.
4.
Key Personnel: Please clarify what assumptions the offeror should make with respect to the percentage time commitment of key personnel. Since this is an IDIQ contract and there will not be a separate Program Management Task Order, the amount of time required for each person will depend on the number and size of Task Orders the contractor is managing at any given time.
Government Answer: Will be task order driven.
Vendor #2 General
Attachment 8 Questions and Answers previously provided with Amendment 1 has been changed to “Reserved.” Please clarify if it is the Government intent than any answers or clarifications provided in Attachment 8 are no longer valid unless the answer or clarification has been incorporated into one of the documents included with Amendment 4. Also, is it correct to assume that any Government direction included in Amendment 4 that conflicts with an answer or clarification in Attachment 8 supersedes the conflicting answer or clarification?
Government Answer: Attachment 8 was not part of the solicitation, rather intended to be the Q&A. Relevant portions will be incorporated into the conformed copy of the RFP. A conformed copy of the RFP including Amendment 0005 will be posted to FBO by November 18, 2011.
Solicitation (Amendment 0004) H-1 Classified Work. The first sentence requires that the Contractor be capable of performing tasks ranging from Unclassified to TOP SECRET. However the last sentence states that contractor personnel clearances up to SECRET will be specified in individual task orders. Furthermore, the DD254 (Solicitation Attachment 3) indicates that the Contractor will require access to Sensitive Compartmented Information (SCI). Please clarify the highest clearance level that may be required for Contractor personnel (e.g. SECRET, TOP SECRET/SCI).
Government Answer: The requirement is SECRET. The DD254 has been updated and incorporated into the RFP.
H-1 Classified Work states that “The Contractor shall obtain a COMSEC account in accordance with the DD254 within 120 days after contract award.” However the DD254 Item 11h states that the Contractor does not require a COMSEC account. Please clarify the requirement, if any, for the Contractor to have/obtain a COMSEC account.
Government Answer: COMSEC account is not required.
L.2.7 Non-Government Advisors. Does the Government intend to use any non-Government advisors to support the current evaluation? If so, please provide the identity of the non-Government advisors.
Government Answer - No non-government advisors are being used to support the evaluation.
L.4 Volume I – Technical Proposal requires that “The written technical proposal shall also include a separate list of those elements of the offer that exceed the Government’s minimum requirements including performance standards that exceed the minimum performance standards or additionally offered performance standards.” Please clarify where in the Technical Proposal (e.g. within one of the six specified proposal Volume I sections, as a separate attachment, etc.) the Government want this separate list to be included. Also, please clarify if this separate list has any page limitation associated with it.
Government Answer: Section L.4 has been updated to remove the requirement for a separate list. A separate list of elements that exceed the Government’s minimum requirements may be required at the individual task order proposal level. See Amendment 0005 and the conformed copy of the RFP. Amendment 0005 and the conformed copy will be posted on November 18, 2011.
L.4 Volume I – Technical Proposal requires that “The written technical proposal shall also include a separate list of those elements of the offer that exceed the Government’s minimum requirements including performance standards that exceed the minimum performance standards or additionally offered performance standards.” However, Statement of Objectives (SOO) 3.11.2 Performance Requirements Summary Matrix does not list any minimum performance standards and states that “Performance standards will be specified in the Performance Requirements Summary Matrix for each Task Order.” Please clarify which minimum Government performance standards the Contractor should use in developing its list of beneficial features.
L.4.2 Management Approach. Paragraph 2.d requires the Offeror to “provide a Quality Assurance Plan (QAP) that demonstrates the Offeror’s proposed internal quality management Program.” Similarly, Paragraph 2.1.8 of the SOO requires that “The Contractor shall prepare and adhere to a Quality Control Plan (QCP)” and that “The QCP will initially be submitted with the vendor’s proposal.” Please clarify if the QAP and QCP cited in these two paragraphs are intended to the same document. If so, please clarify which is the correct title for the document.
Government Answer: The correct title is Quality Control Plan.
L.4.4 Past Performance Information. Paragraph 2 requires that “For each effort for a commercial customer, the Offeror must also submit an authorization letter, authorizing the clients identified in this section of the proposal to release to the Government information on the Offeror’s performance.” Please clarify if such an authorization letter is required where the work cited was performed as a subcontractor on a Government contract and the Contract Point of Contact (POC) listed on the past performance reference is a member of the prime contractor’s staff rather than a Government POC.
Government Answer: The authorization letter is required only when the contract point of contact is a non-government point of contact.
L.4.6 Small Business Participation Plan. Paragraph 4 states that the small business participation will be identified “in terms of [a percentage] of the total value of the acquisition,” which is the method described in DFARS 215.304(c)(i)(A)(6). The Government previously clarified in Attachment 8 to Amendment 1 that “The small business participation is a percentage of the subcontracted dollars, not of the total price.” Attachment 8 has been deleted from Amendment 4 and the clarification was not incorporated into Amendment 4. Please clarify which is the correct method for identifying small business “participation.”
Government Answer: The Offeror shall submit a small business subcontracting plan as described in FAR 19.704 – Subcontracting Plan Requirements and DFARS 219.704. The Offeror’s small business participation plan will be evaluated as prescribed in DFARS 215.304 and RFP Section M. Please see RFP conformed copy.
L.5 Volume II-Cost/Price Proposal. The Pricing Spreadsheet for the labor categories (Attachment 2 to Amendment 1) has been changed to “Reserved.” Please confirm that the only pricing information to be provided in Volume II is the Firm Fixed Price cost proposal for Sample Task Order 1 and the Cost Plus Fixed Fee (CPFF) cost proposal for Sample Task Order 2.
Government Answer: The only pricing information required is a FFP proposal for Sample Task Order 1 and a CPFF proposal for Sample Task Order 2. Attachment 2 has been deleted and is not to be used in Offeror’s proposals.
M.6.1.5 Evaluation Factor #5: Small Business Participation Plan. Government Answer: There is no longer a required/mandatory level of participation by NHOs. The Government highly encourages participation from NHOs.
M.6.1.5 Evaluation Factor #5: Small Business Participation Plan. Amendment 1 previously required that “After validation of a minimum of 30% [NHO] performance, the Government reserves the right to seek small businesses for subcontracting opportunities at a level of 50% performance total between qualified 8(a), NHO, 8(a) and small business in general.” Amendment 4 now states that “Participation by small businesses and other firms identified by the Small Business Administration such as Native Hawaiian Organizations (NHO) are highly encouraged.” Please confirm that there is no longer any required/mandatory 50% level of participation by all small businesses taken together.
Government Answer: There is no longer a required/mandatory level of participation by NHOs. The Government highly encourages participation from NHOs.
Attachment 1 – Statement of Objectives (SOO) (Version 3)
3.7.4 Security Design and Configuration (bottom of page 17) states that “PPS documentation … shall be included as a subsection of deliverable “x” Interface Control Document (ICD).” However, the ICD is not listed as a deliverable in 3.5 Deliverable/Deliverable Schedule. Please clarify that the ICD will only be required if it is specifically called out in a Task Order.
Government Answer: ICD will be identified and required at the individual task order level.
3.7.4 Security Design and Configuration (top of page 18) states that “The Contractor shall ensure that a Security Management Plan (SMP) is established (Deliverable XX)... .” However, the SMP is not listed as a deliverable in 3.5 Deliverable/Deliverable Schedule. Government Answer: SMP will be identified and required at the individual task order level.
3.7.4 Security Design and Configuration (top of page 18) states that “The Contractor shall define personnel into Information Assurance Technical (IAT) and Information Assurance Management (IAM) categories per DoD 8570.01-M (deliverable “x”).” However, the cited deliverable is not listed as a deliverable in 3.5 Deliverable/Deliverable Schedule. Please clarify that the cited deliverable will only be required if it is specifically called out in a Task Order.
Government Answer: These will be identified as needed at the individual task order level.

Government Answer: No Vendor #4
Question 1.
Reference: Amendment 0004, Section L and Section M
Question: Please confirm the Sections L and M provided in Amendment 0004 replace in their entirety previously provided Sections L and M. If they don’t, please clarify what portions of the previous Sections L and M still apply.
Government Answer: Sections L and M have been replaced in their entirety. A conformed copy of the RFP including Amendment 0005 will be posted on November 18, 2011.
Question 2.
Reference: Amendment 0004, Page 16, L.3.1 - Proposal Format, item 2 and page 17, L.3.1 – Proposal Format, item 10.
Discussion: Under item 2 it states “pages shall be numbered sequentially by section.” Under item 10 it states “Proposals shall be printed double-sided only with non-duplicative, sequential page numbers…”
Question: ) Please confirm that the following numbering format complies with both items 2 and 10 referenced above: Volume I - Executive Summary E-1 through E-2; Management Approach M-1 through M-20; Technical Approach T-1 through T-12. If not, please provide an example of a numbering format that does comply with both items.
Government Answer: Each Section under Volume I – Technical Proposal and Volume II – Cost/Price Proposal shall be numbered separately in a manner that the Government can easily identify that the Offeror has complied with the page limitations on each section. The example in the question above is an acceptable format.
Question 3.
Reference: Amendment 0004, Page 21, L.4.4 – Past Performance, Item 6.
Discussion: Item 6 does not list questionnaires within the contents of the past performance section. Based on this, it is our understanding copies of the cover letter and questionnaires are not required to be submitted.
Question: Please confirm our understanding is correct.
Government Answer: The questionnaires are required and will be accepted until the closing date and time of the RFP.
Question 4.
Reference: Amendment 0004, Section J Attachment 6 and page 22, L4.6 – Small Business Participation Plan.
Discussion: Attachment 6 (Labor Categories and Descriptions) is deleted and is now listed as reserved. The Small Business Participation Plan paragraph included in Section L no longer states “businesses must have an office with key personnel located within 300 miles of the Pacific JITC ITEC lab in Kihei, Maui, HI.”
Question: Please confirm offerors are no longer required to propose key personnel. If offerors are required to propose key personnel please amend the RFP to include the labor categories and descriptions of the key positions and where the key positions must be located at.
Government Answer: The Offeror shall indicate in its proposal which positions and personnel that it considers are key personnel for the effort. Section F-5 states “Contractors must have an office with key personnel located within 300 miles of the Pacific JITC ITEC lab in Kihei, Maui, Hawaii”. The labor categories and descriptions were deleted and will not be added back in.
Question 5.
Reference: Amendment 0001, Page 2, Clause F-5 and Amendment 0004, Attachment 7.
Discussion: Clause F-5 states, “The Contractor shall perform all activity at the Contractor facility in Hawaii. Any work not performed in Hawaii will need prior Government consent. The task order request for proposals will identify if a percentage of the work will not be performed in Hawaii. The contractor will use the Pacific JITC Integrated Test and Evaluation Center (ITEC) located in Kihei, HI as a primary software development platform host and testing for the applications.” The Sample Task assumptions in Attachment 7 state, “The Contractor is supplying labor, all facilities, at a location of their choice.”
Question:
a) For the sample tasks is the contractor required to perform all activities at a Contractor facility located in Hawaii or may the activities be performed at a facility of the contractor’s choice (i.e. Texas, Washington DC etc) as stated in Attachment 7?
b) If the contractor is required to perform all activities at a Contractor facility located in Hawaii, can the location be anywhere in Hawaii or must it be a specific location in Hawaii?
c) If a specific location in Hawaii is required, what is the specific location?
Government Answer: “Location of their choice” was meant to follow the intent of the RFP and indicate a location in Hawaii within 300 miles of Kihei, Maui, Hawaii. We would like to see what capabilities, if any, the contractors have anywhere in Hawaii to perform work of this nature. The specific location in Hawaii is within 300 miles of Kihei, Maui, Hawaii.

Vendor #5
1. Reference Section H-7 - Key Personnel: With the change of this clause to state, “Key Personnel are defined as individuals who contribute to the management and scientific development or execution of a project in a substantive, measureable way”….. and “Key Personnel to be determined upon award of the contract and additional Key Personnel will be determined at the individual task order level”, as well as the removal of Attachment 6 (labor categories and descriptions) from the RFP, is it the Government’s intent that No Key Personnel are required to be named in the proposer’s response? Please clarify if the Government requires or desires proposers to name Key Personnel in the response as Section M.6.1.1 EVALUATION FACTOR #1: MANAGEMENT APPROACH, B) Key Personnel Qualifications lists criteria for the evaluation of Key Personnel but no specific Key Personnel positions are now indicated.
Government Answer: The Offeror shall indicate in its proposal which positions and personnel that they consider are key personnel for the effort.
2. Reference Section L.5 Volume II – COST / PRICE PROPOSAL: With the removal of the Pricing Sheet and the stated requirement to include only the pricing for the Cost Plus Fixed Fee and Firm Fixed Price Sample Tasks identified in Attachment 7, please clarify what level of cost detail is required in the proposal for each of these Sample Task Orders.
Government Answer: The level of cost detail required on each proposal is dependent on the nature and solution the Offeror proposes for the sample task orders. Offerors should identify appropriate costs elements.
3. Reference Section L.5 Volume II – COST / PRICE PROPOSAL: As a follow-on to our Question 2 above, there is a reference that other than cost or pricing data may be required per FAR 15.403. Is the government expecting that our sample TO pricing be in the FAR 15.403-5 (15.408 Table 15-2) table format or is contractor format acceptable?
Government Answer: The Government expects that the sample task order pricing will be in the format appropriate for the sample task order and as indicated in FAR 15.
4. Reference Attachment 2 - Pricing Sheet and Attachment 6 Labor Categories and Descriptions: With the removal of the pricing sheet and labor categories, is it the Government’s intent for proposers to utilize their own internal labor schedules to propose for each sample task order without any standardization? Please confirm that Sample Task Orders can be proposed using the proposer’s own labor categories without any required mapping to government labor schedule(s).
Government Answer: The Sample Task Orders shall be proposed using the Offeror’s own labor categories. The labor categories and pricing spreadsheet have been deleted and should not be used or referenced in the Offeror’s proposal.
Reference Attachment 7 – Sample Task Orders 1 &2: With the modification of the attachment to indicate Sample Task #1 as FFP and Sample Task #2 as a CPFF task, is it the Government’s intent to award either of these sample tasks upon master contract award?
Government Answer: The Government is requiring one FFP proposal and one CPFF proposal as a representation of each task order / contract type that will be awarded under the IDIQ.
Vendor #6 Classified Work… on page 8 of the amended SOO, it states, “Security clearance requirements for Contractor personnel, up to and including SECRET will be specified in individual task orders.” However, at the beginning of section H-1, it states that tasks can range to “TOP SECRET”. Can the government please confirm which level of classified work is correct?
Government Answer: The requirement is SECRET. The DD254 has been updated and incorporated into the RFP.
Vendor #7 In the FFP ceiling rates does the government want the HI General Excise Tax included in the rate or would the government prefer the tax be handled at the task order level as a standalone line item?
Government Answer: Attachment 2 – Pricing Spreadsheet has been deleted in its entirety. There will be no FFP ceiling rates on the contract. The Offeror should consider all costs of doing business in its cost/price proposal. Applicable taxes should not be shown as a standalone line item.
Vendor #8
1. How and where would the Government like Offerors to provide “the list of those elements of the offer that exceed the Government’s minimum requirements including performance standards that exceed the minimum standard or additionally offered performance standards” required by RFP Section L.4? Also, could the Government identify the referenced performance standards to establish the basis for comparison?
Government Answer: Section L.4 has been updated to remove the requirement for a separate list. A separate list of elements that exceed the Government’s minimum requirements may be required at the individual task order proposal level. See Amendment 0005 and the conformed copy of the RFP which will be posted on November 18, 2011.
2. Please clarify the requirement for all work to be performed in Hawaii. The original RFP Section F-5 said “All or a portion of the work will need to be completed in Hawaii. Contractors must have an office in Hawaii.” Section F-5, Place of Performance, from Amendment 1 says “The Contractor shall perform all activity at the Contractor facility in Hawaii.” However, Section L.5.6.c from Amendment 4 says, “List all contractor location where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.” Does the Government still intend for all work to be performed in Hawaii, or can Offerors propose support from CONUS locations, which may provide additional expertise to the Government?
Government Answer: “Location of their choice” was meant to follow the intent of the IDIQ and indicate a location in Hawaii within 300 miles of Kihei, Maui, Hawaii. We would like to see what capabilities, if any, the contractors have anywhere in Hawaii to perform work of this nature. The specific location in Hawaii is within 300 miles of Kihei, Maui, Hawaii.
3. In the original RFP, Section M.IV.1.5 stated that “1. At a minimum, the IMIT qualified NHOs selected under each task award shall perform at least 30 percent of the work as indicated in the SOO. 2. After validation of a minimum of 30% performance, the Government reserves the right to seek small businesses for subcontracting opportunities to a level of 50% performance total between qualified 8(a) NHO, 8(a) and small business in general.” In Amendment 4, this requirement appears to have been deleted. The current Section M.6.1.5 reads “9. Participation by small businesses and other firms identified by the Small Business Administration such as Native Hawaiian Organizations (NHO) are highly encouraged.” Could the Government please confirm that there is no longer a requirement for NHOs to be awarded a minimum of 30% of each task?
Government Answer: There is no longer a minimum of 30% NHO participation under the contract. NHO participation is highly encouraged.
4. Please confirm that the requirement to fill out the Labor Categories and Descriptions, Version 1 – Attachment 6 has been removed. If not, could the Government explain what is meant by “reserved” in the Amendment 4 RFP?
Government Answer: Attachment 6 has been deleted. All other attachments that show “reserved” have been deleted.
5. Please confirm that the requirement to fill out the Pricing Spreadsheet – Attachment 2 has been removed. If not, could the Government explain what is meant by “reserved” in the Amendment 4 RFP?
Government Answer: Completion of previous Attachment 2 – Pricing Spreadsheet is no longer required. All attachments that show “reserved” have been deleted.
6. RFP Section L.5 says “The Offeror shall provide a cost/ price proposal for the Cost Plus Fixed Fee and Firm Fixed Price Sample Tasks identified in Attachment 7.” Could the Government confirm that the Sample task pricing is the only pricing to be submitted and that hourly rates by labor category are not required?
Government Answer: The only cost / price proposal required is for the Sample Tasks (CPFF and FFP) identified in Attachment 7.
7. Given the change in proposal submission date to 29 November, is the period of performance still expected to begin on 15 December 2011?
Government Answer: The period of performance is expected to begin in early 2012.
8. Given that there is a requirement to present an OCI mitigation plan for current work at TMA (RFP Section L.4.2, Management Approach), could the Government confirm that offerors will be permitted to bid the development or integration of a solution for which we developed the prototype or pilot, or would the Government see this as an OCI issue and bar offerors from such work?
Government Answer - There is no issue with the offeror proposing or bidding for further work in competitive, acquisition arena.
9. The RFP Amendment 1, Volume 2, Cost/Price Proposal, Paragraph 7 (g) requires the Contractor to have a secret facility. Can we assume the secret facility is only required if we are awarded a task order that is classified as “secret” or “top secret” and that we can perform non-classified work in a non-classified facility?
Government Answer: The requirement is SECRET. The DD254 has been updated and incorporated into the RFP.
10. Could the Government issue a single set of consolidated RFP and Attachments with all changes incorporated so that Offerors can be sure of compliance?
Government Answer: A conformed copy of the RFP including Amendment 0005 will be posted to FBO on November 18, 2011.
11. Could the Government please assign points to the evaluation criteria? For example, as Section M.3.2 of the Amendment 4 RFP indicates that the management plan is the most important evaluation factor and all others are essentially equal, does this mean that the Executive Summary (Section 1) will be weighted the same as the Technical Approach (Section 3)?
Government Answer: The Government will not assign points to the evaluation criteria. The relative order of importance of evaluation factors is shown in Section M.3.2.
