Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins.

2. Pages shall be numbered sequentially by section. The Offeror shall use a standard page numbering system to facilitate proposal references. That includes numbering consecutive pages within the sections of the proposal. Charts, graphs and other insert materials shall be page-numbered as part of the page numbering system.

3. Page limitations are identified for each volume of the proposal, as described in L.VII- Proposal Preparation below, and will be treated as maximums. If exceeded, the proposal will be considered non-responsive. Cover Sheet, Table of Contents, Glossaries do not count against the page limitations for their respective volumes.

4. All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation. Cost trade‑off information, work hour estimates, and material kinds and quantities may be used in other sections only as appropriate for presenting rationale for alternatives or design and trade‑off decisions.

5. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. On the hard copy volumes, tab indexes shall be used to identify sections.

6. Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

L VII.1.4 PAST PERFORMANCE INFORMATION

1. The Offeror, teaming partners, and major subcontractors shall submit past performance information regarding recent or on-going and relevant work in accordance with the format contained in RFP Attachments 4.

a. Past Performance information is required for the Offeror and for all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform a major portion of the proposed effort based on the total proposed price or be a subcontractor that shall perform aspects of the effort the Offeror considers critical to overall successful performance.

b. Information shall be submitted on a total of four (4) contracts each for the prime, teaming partners, and major subcontrators. Submitted information shall be for recent or on-going contracts that are similar in size, scope and complexity to the work described in the SOO and which demonstrate the Offeror’s ability to perform the effort proposed.

Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this procurement. To facilitate this relevancy determination, include a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the Offeror, the "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

5. Questionnaires. The Government requires the Offeror to send out Past Performance Questionnaires (RFP Attachment 4 to each of the Points of Contact (POCs) identified in the past performance section. The cover letter (RFP Attachment 4) shall be used by the Offeror in sending out the Past Performance Questionnaires to its references. d. For the purposes of this solicitation the period of performance of the sample tasks is December 15, 2011 through December 14, 2012.

2. Sample Task Technical Approach Risk. The Offeror shall address technical risk by identifying those aspects of the proposal it considers to have the potential for disruption of schedule, increased cost, poor performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance.

a. Provide the rationale for each risk and its rating, including quantitative estimates of the impact on cost, schedule, and performance. Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., SOO or specification requirements), whether or not those requirements are identified. Propose a realistic "work‑around" or risk mitigations for identified risks that will eliminate or reduce the risk to an acceptable level. Identify and classify any new risks introduced by such risk mitigation.

b. The Offeror shall provide its planned approach to provide written notification to the Contracting Officer of any delays or problems that will impact service delivery date.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified (changes shown in bold italics):

SECTION M

Section M - Evaluation Factors for Award

M.IV.1.5 EVALUATION FACTOR #5: SMALL BUSINESS PARTICIPATION PLAN

The Offeror’s small business participation plan will be evaluated on the level of small business commitment that they are demonstrating for the proposed acquisition, and their prior level of commitment to utilizing small businesses in performance of prior contracts. The following shall evidence small business participation:

1. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;

2. The extent of commitment to use such firms (enforceable commitments will be weighted more heavily than non-enforceable ones);

3. The complexity and variety of the work small firms are to perform;

4. The realism of the proposal;

5. Past performance of the offeror in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and, for all large business offerors, FAR 52.219-9, Small Business Subcontracting Plan;

6. The extent of participation of such firms in terms of the value of the total acquisition; and

7. The extent to which the offeror provides detailed explanations/documentation supporting the proposed participation percentages, or lack thereof.

The Department of Defense (DOD) has established small business goals as an assistance to assure small business receives a fair proportion of DOD awards. The goals for this procurement are as follows:

1. At a minimum, the IMIT qualified NHOs selected under each task award shall perform at least 30 percent of the work as indicated in the SOO.

2. After validation of a minimum of 30% performance, the Government reserves the right to seek small businesses for subcontracting opportunities to a level of 50% performance total between qualified 8(a) NHO, 8(a) and small business in general.

3. The small businesses must be able to demonstrate relevant past performance and/or capabilities in the performing Information Management/Information Technology (IM/IT) related work.

M.IV.1.6 EVALUATION FACTOR #6: PRICE

The Government will conduct an appropriate cost / price analysis to establish price and reasonableness at the base contract level. The negotiated firm fixed-price labor rates will be incorporated into the base contract. The cost reimbursible rates will not be incorporated into the base contract.

Offerors will be evaluated for price reasonableness on the Sample Task Orders found in RFP Attachment 7. As the range of technical merit narrows, the price analysis will become more significant.

1. The purpose of the price evaluation is to assess the relative price of the Offeror’s proposal and the reasonableness of the proposed price in relationship to the technical and management proposal. The Offeror’s price proposal will be evaluated using one or more of the techniques defined in FAR 15.404.

2. The Offeror’s sample task price proposals will be evaluated, for award purposes, based upon the total price.

a. Labor rates will be evaluated in one-hour increments.

b. Travel is reserved for Government-directed travel, if required. If Government-directed travel is required, those travel costs will be paid on a cost reimbursement basis in accordance with FAR 31.205-46.

c. Technical Insertion Proposals for upgrades/enhancements will not be included in the price model(s) to determine total price.

The Offeror’s firm fixed price labor rates and sample tasks price proposals will also be evaluated to determine if it is reasonable, realistic, and complete and balanced in the following manner:

a. Price reasonableness will be determined by adequate price competition. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business.

b. If adequate price competition does not exist then other price analysis techniques will be used as described in FAR 15.404.

c. Price realism will be assessed by comparing the proposed price with the proposed scope and effort.

d. An evaluation of the extent to which proposed prices are sufficient for the work to be performed, reflective of a clear understanding of the requirements, and consistent with the unique methods of performance described in the Offeror’s Technical proposal.

e. The price realism assessment will consider technical and management risks identified during the evaluation of the proposal.

f. If the Government evaluates an offer as unrealistically low compared to the anticipated price of performance and the Offeror fails to explain these underestimated prices, the Government will consider it a risk and the Offeror lacks understanding of the requirements.

3. Completeness will be evaluated by assessing the responsiveness of the Offeror in providing price data for all solicitation requirements, calculating all figures correctly and presenting all prices in a clear and useful format.

a. Failure to comply with this requirement may render a proposal as non-responsive, and thereby subject to rejection.

b. Price balance will be assessed in accordance with FAR 15.404(g).

c. The Government will consider the risks to the Government associated with unbalanced pricing in determining the competitive range and in making the source selection decision; and will consider whether award of the contract will result in paying unreasonably high prices for contract performance.

d. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
