HSTS04-17-R-STD172 – Questions & Answers

January 13, 2017

Question Answer RFP

Section

CLARIFICATION OF THE REQUIREMENT:

This RFP is to procure automated Checked Baggage Inspection System (CBIS) (also reference to as an

Explosive Detection System (EDS)) that can be integrated into an automated Baggage Handling System

(BHS) at the airport. The CBIS will include large scale scanners that can be integrated into the BHS conveyor systems for ease of baggage movement, as well as remote screening stations.

This RFP, and any resulting contract, will not be to assist in the actual engineering/architectural designs for the BHS system itself. The “Design and Pre-Installation Support” noted in section C.5.1.2 is for the awardee to provide technical consultation, design specifications and recommendations regarding the integration and incorporation of the procured MSEDS equipment into the BHS.

Is this a new requirement or is there an incumbent contractor currently performing these services?

First, the preponderance of this requirement is

Supplies (EDS, equipment, etc.). Services represent about 20% of the estimated total contract value, and work is sporadic depending on when the airport is ready for the machines to be installed.

Second, checked baggage screening units at the location identified in the scope of work are currently being provided by Leidos (Reveal).

However, these units not compatible with the requirements of this procurement.

N/A

If there is an incumbent can you please provide the Contractor, Contract #, Award date, Expiration, and value?

The previous contract information does not correlate to the new requirement.

N/A

Can you please let me know the specific size of the area you require for measurement [to be scanned]?

As stated above TSA is looking for screening systems that can be incorporated into the automated BHS. The equipment will be installed into an In-Line CBIS as described in section 3.2.1 of the PGDS Version 5.0. The equipment must be of a type that is qualified for installation into such a system.

C

Can TSA identify the total baggage throughput requirements for the CBIS at the airports?

The proposed EDS units need to meet their rated capacity as established during the Qualification process.

N/A

Please provide current applicable revision of the PGDS for pricing purposes

C.4

Please confirm/provide applicable revision of the TSA requirements specification for the MSEDS.

The TSA requirements specification for the

MSEDS is considered Security Sensitive

Information, and shared during the Certification and Qualification process prior to being accepted on the Qualified Product List (QPL). Equipment currently listed on the QPL is considered to have met the current TSA requirements.

C.4

Please Clarify if the vendor must have a qualified product before Proposal or before award?

Section L.5.1.1 states:

“Offerors provide evidence of product qualification via a copy of the letter issued by

TSA adding the Offeror’s product to the

Qualified Product List.”

In addition, Section M states:

“The Government will evaluate Factor 1 to assess whether the Offeror can and will produce a qualified product compliant with Buy American

Act requirements and will follow FAR 25.1, 25.4 and 25.5 if applicable.”

Proposals that fail to provide either the TSA QPL letter, or confirmation of the country in which the

MSEDS equipment is manufactured, at the time of proposal submission, will be deemed

UNACCEPTABLE for Factor 1.

In addition, Section M.2 states:

“Factor 1 is the most important factor, and will be evaluated first. Offerors whose proposals receive an unacceptable rating for Factor 1 will not be evaluated further.”

Sections

Uninterruptible Power Supply (CLIN

1009) - CLINs listed at the end of this section include 1009A-D. These are not listed in the schedule in Section B.1.3 which calls for one price and a Max Qty of 4. Please clarify if TSA requires pricing for four different models up to a max quantity of four each.

Sections B.1.3 and C.4.9 have been updated accordingly to reflect the three UPS Options desired.

B.1.3 /

C.4.9

Site Surveys / Site Visits – The last paragraph in this section and the sub paragraphs a. – d. are in conflict with the scope describing the System Integrator and Airport’s responsibilities. Code compliance for NEC, local codes and seismic requirements are typically not the responsibility of the EDS provider to analyze and design. Can TSA confirm compliance for NEC, local codes and seismic requirements is not within the scope of work for the EDS provider?

TSA confirms that compliance to NEC, local codes, and seismic requirements is not within the scope of work for this procurement.

Section C.5.1.3 has been updated accordingly.

C.5.1.3

Site Installation Plan –This section refers to Contractor responsibilities that are not aligned with the scope of work – The

Contractor does not have sub-contracts and the SI or Airport is responsible for construction meetings and subcontractor management. Since the airport/SI is responsible for managing the steps for a thorough installation process, will TSA consider shifting the Site Installation Plan responsibility to the Airport or SI? Please provide clarification for this section.

TSA confirms that responsibility for the site installation plan is not within the scope of work for this procurement.

Section C.5.1.4 has been deleted from the SOW accordingly.

C.5.1.4

Section C.9.1 states that all equipment should have a two-year warranty, but

Clause 52.246-17 states that equipment under CLINS 1002-1006, 1008, and 1009 only require a One-year warranty. Please clarify which correct.

The clause terms are correct. Section C.9.1 has been updated to correct the changes.

While it is self-evident that CLIN 0002, Project Management-Base Year would start upon contract award, the Period of

Performance for Project Management

Option Years 1 -7 is less clear, stating the period to be “12 Months from the date the

CLIN is exercised”.

Will each ‘Option Year’ be exercised sequentially immediately upon the expiration of the prior year? Or does TSA envision there could be a ‘gap” between the Base Year and Option Year 1? Or between two successive Option Years?

Can TSA provide clarification of possible

Option Year start dates?

Yes, each ‘Option Year’ be exercised sequentially immediately upon the expiration of the prior year.
