The purpose of this attachment is to answer the following questions:

1) We are concerned with the way the minimum specs are written for the laptops and desktops in that the language can be interpreted in various manners. The current language allows for too much variation in RFP responses. As a result TSA may receive responses from Industry that do not meet the desired performance benchmarks that TSA is seeking. Given that there is a large cost differentiation between the entry level processors and the mainstream/performance specifications, this may cause evaluation issues for TSA.

Our recommendation would be, at a minimum, to name the specific processor as a minimum spec so that all responses are evaluated equally.

Answer: Please refer to Article VIII: Instructions to Offerors and Article IX: Evaluation of the RFP.

Award will be made on a best value basis.

2) We respectfully request that TSA issue an extension on the due date for this RFP. With the modifications issued this business day, varied changes, and complexity of equipment, Contractor wants to ensure that it is able to fully explore the various OEM equipment options, and to negotiate pricing to provide the best value to TSA. An extension of no more than 1 week would ensure a better quality of submissions from Contractors, and better products which would reduce the overall procurement time.

Answer: A proposal extension will not be given. Proposals are due no later than 4:00pm EDT on

February 14, 2011.
