QUESTION ANSWER

Is HSTS01-13-R-AMT001 new work or an existing contract or a combination of new work and partial incumbency?

Note: This is needed in order to determine an approach for a successful transition or start-up.

Referenced Section: II.20 H.5200.209.001 and SECTION I - CONTINUATION OF

BLOCK 20 ON SF 1449 – SCHEDULE OF SUPPLIES / SERVICES

This is a re-compete of an existing contract.

If HSTS01-13-R-AMT001 is all or in part a current contract, who is the incumbent prime contractor(s) and its subcontractors (if any)?

Note: This is needed to assist in the transition planning.

E.L. Hamm and Associates Inc./Prime National Services/Sub

TSA has determined that this is an FFP contract (Reference: IV.2 52.216-1 -- TYPE OF CONTRACT (APR 1984)). In order to accurately submit an FFP price proposal, bidders have to establish an accurate level of effort (number of positions, and for each position: position title, required years of experience, required education, required qualifications, any required certifications, and hours per year to be worked). What is the current level of effort being performed by contractors for the services required under HSTS01-13-R-AMT001 for:

• TSA-HQ on-site contractor personnel?

• TSA-HQ off-site contractor personnel?

• Western Area contractor personnel?

• Southern Area contractor personnel?

• Northern Area contractor personnel?

• Eastern Area contractor personnel?

• South Eastern Area contractor personnel?

• Warehouse contractor personnel in Virginia?

• Warehouse contractor personnel in Texas?

SOW Section 4.2:

Would TSA please provide a mapping of the SOW Technical Requirements and Tasks to the five PMD programs: Policy and Disposal; Field and Systems; Fleet and Transit; Office of Law Enforcement (OLE) Property; and OLE Logistics?

The requirements are listed in the SOW.

Policy and Disposal - SOW 5.1 Field and Systems - SOW 5.2 Fleet and Transit - SOW 5.5 Office of Law Enforcement (OLE) Property - SOW 5.2 OLE Logistics - SOW 5.2

SOW Section 4.2:

Of the 120,000 assets valued at $3.5B, how many are located, by asset category, at TSA’s: HQs in Arlington, VA; Warehouse in Springfield, VA; Logistics Center in Coppell, TX; and, each of the five field offices (and their respective regions) to include the number of assets at each of the 440 facilities (both CONUS and

OCONUS)?

See answer 57 and answer 128.

SOW Section 4.3: What approximate number of site operations will be inventoried during Jan – Aug 2014, most of which period should be within the contract Base Period?

In accordance with SOW 5.2.1.1, 300 locations will be inventoried each year.

SOW 4.4 also states that only 170,000 asset records are currently posted to the SAMS database.

SOW Section 4.4 has been updated to correct the typo. These numbers flux constantly as TSA buys and disposes of assets. There are currently 175,556 assets in SAMS. Of these, 33,874 are considered administratively controlled and are tracked and managed locally by the sites with no oversight by PMD. The remaining 141,662 assets consist of capitalized, sensitive and accountable assets which is what we are looking for support with. Some assets are considered both sensitive and capitalized which is why the numbers don’t look right (470,000 is a typo that was overlooked and the right number should be 70,000)

SOW Section 4.4: Would TSA please clarify the numbers and categories of assets currently managed by the agency versus the number of these assets currently recorded in the SAMS database?

Categories Agency # SAMS # ADM CTRL Count 33874 33874 ELECTRONIC Count 17177 17177 GENERAL PURPOSE Count 435 435 IT EQUIPMENT Count 75216 75216

SECURITY Count 46790 46790 VEHICLES Count 2064 2064 Grand Count 175556 175556

SOW Section 4.4: Does the apparent difference in the number of assets and the number of SAMS asset records indicate an existing backlog of assets to be recorded in SAMS? If so, will the contractor need to work off this backlog and within what period of time after contract award?

There is no current backlog, see #57

SOW Section 5.1.1: Are warehouse stock records maintained in SAMS or does the contractor maintain the records of each warehouse inventory using another tool? If so, what type of tool is currently used?

SOW Section 5.3.1.8: Does TSA contemplate that the contractor employee designated as a working Team Lead will serve as the contractor’s most senior employee assigned to the contract?

The Team Lead, a working member of the HQs site, would be the senior contractor employee on-site.

SOW Section 5.3.1.8: When is the contractor’s quality assurance plan due to

TSA?

Quality assurance plan described in SOW 5.3.1.8 is due within 30 business days after contract award as stated in SOW Paragraph 6, Deliverables.

The RFP states on page 34 “Resumes are limited to 2 pages per individual and are excluded from the 15 page limitation requirement” and “Past Performance summaries are limited to 2 pages per summary and are excluded from the 15 page limitation” However, on page 32, it is indicated that the page limitation is 20 pages and “past performance is excluded from the page limitation requirement. Question: Should everything be covered in 15 pages or 20 pages?

Also, should the page limitation include Factor 1 and Factor 2 minus the resumes? And since Factor 3 is past performance, it is also excluded from the page limitation?

See answer 52

In the pricing CLINs, CLIN 001B and 001C call out TSA HQ personnel, both on-site and off-site. Our assumption is that these are the same personnel, just bid two different ways. Can you clarify?
