About this file

This is Addendum #1 to Request for Proposals HSS 26-077 issued by the State of Delaware Department of Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH), addressing forty-nine questions and answers regarding the Substance Use Disorder Project Support solicitation. The RFP seeks professional services across three focus areas: Community Engagement, Education, and Grant Evaluation, with vendors able to bid on any or all focus areas. The question deadline was May 4, 2026, with this addendum responses posted May 13, 2026, proposal submission deadline of June 15, 2026, and estimated award notification on July 13, 2026. Contract start is anticipated for August or September 2026 upon the new federal grant year. The contract term is five years with annual scopes of work and deliverables. Vendors must hold a Delaware Business License but need not be domiciled in Delaware. The majority of work may be conducted remotely, though flexibility for in-person meetings is required when requested by DSAMH.

The estimated total annual award is $350,000, with budgets varying based on grant award and funding availability. The RFP is funded by federal grants awarded to DSAMH from partners including the CDC, SAMHSA, and HRSA. Vendors will be contracted for specific projects or grants and may be asked to support portions of projects with other vendors. Multiple awardees are anticipated rather than a single vendor award. Insurance requirements may be adjusted based on scope of work and operational needs, subject to Deputy Attorney General and Insurance Coverage Office approval. An incumbent vendor currently performs the Grant Evaluation work, and transition support may be required with timeframe determined at contract award. Awarded vendors will have access to prior evaluation reports, datasets, project tracking materials, and case-level data to ensure continuity. Compensation for survey and focus group participants may be allowable depending on funding source and budget, though not required. Proposals are capped at 1GB per information slot, and the budget template may be modified if renamed.
