QUESTIONS & ANSWERS- 08/16/2024

Solicitation# HSI-MAMMOTH

RE: Statement of Requirements- DHS 4300A, ITAR, SOC 2 Compliance, ISO Certification

08/23- DHS 4300A and ITAR requirements previously listed in the Statement of Requirements have been moved to Section H of the RFP, Special Contract Clauses. Please see updated attachments via sam.gov.

SOC 2 and ISO compliance/certifications have been removed.

Section 3.4 says the platform must employ robust data encryption mechanisms to ensure sensitive information is safeguarded at all times. It then specifies data-in-transit for encryption and says data at rest must be “safeguarded.” Please provide more specific guidelines on what must be encrypted.

Please see the updated Statement of Requirements Section 3.4.

For Pricing purposes can the USG confirm award date is 10/01/2024?

Award date is intended for September 2024 (FY2024)

The government has stated that changes are forthcoming to the solicitation’s Statement of Requirements and Product Matrix. As these changes have not yet been provided to offerors, we request that the deadline to submit proposals be extended to allow offerors sufficient time to respond to solicitation revisions and anticipated responses to outstanding questions.

The deadline for submission will not be extended due to time remaining in the fiscal year. The contracting officer invites questions from industry until Monday, August 26th, as prescribed in the RFP.

Questions received during the next few days will be posted immediately after August 26th.

Instruction in Attachment 3 states the offeror (vendor) has to submit three past performance questionnaires. Please confirm that offerors can submit PPQs from significant subcontractors performing at least 20% of the contract value.

The Offeror shall describe its past performance on all similar contracts it has held within the last three

(3) years and all contracts currently in progress which are of similar scope, magnitude and complexity of that which is detailed in this solicitation.

When providing a demo link for the platform do you want us to give you a demo tutorial? Meaning we can provide you with a screen recording or phone call with how everything works. Or do we just give you the link and you guys figure it out?

Only a link to the platform is required. Video demonstrations will not be reviewed. Illustrative depictions of the platform may be included in the proposal but will count towards page limits, as per RFP, L.5.3.

Will the USG send out a revised Product Matrix with how they would like the Base and 4x Option years listed?

No, the Government will leave it to the offeror to submit the five-year pricing schedule in its preferred format. Please ensure that the matrix is easily read and understandable.

When procuring some of the McKesson syringes, they want to know about the doctors on staff due to some regulatory issues with purchasing and selling syringes in bulk.

HSI has the necessary medical personnel on staff to administer these products.

When creating the RFP how in detail do you want us to go? Is giving pricing for the product matrix and a link good enough?

Please refer to Section L.5 of the RFP.

We won't have the entire matrix uploaded when the demo is due. Is this acceptable with less than 1000 items uploaded?

As per previous Q&A, there is zero expectation from the Government that the entire/majority of the products uploaded to the e-comm platform at time of proposal submission. A functional platform with 5-10 products uploaded would be considered sufficient for the platform testing by the source selection team.

Contracting Officer’s note- the timeline for the awardee to establish the full product matrix after award was extended to 90 days after receipt of award.

Re: Duplicate items on the product matrix. (e.g.- Apparel row 139 &144)

The list was farmed out to different tactical team members. If there is an instance of a duplicate on the product matrix, either copy pricing from line to line or insert “duplicate” for the pricing.
