QUESTIONS & ANSWERS- 08/16/2024
Solicitation# HSI-MAMMOTH
RE: Statement of Requirements- DHS 4300A, ITAR, SOC 2 Compliance, ISO Certification
08/16- The contracting officer (CO) is currently working with DHS & ICE Offices of Chief Information Officer to finalize the security requirements due to industry pushback. The SOC 2 compliance and ISO certification will be stripped out. The CO wants to limit the number of formal revisions to the Statement of Requirements. There will be a revision to the Statement of Requirements soon.
Will the Government provide the SF33 for this solicitation?
Yes, this will be provided the week of August 12th to all vendors that plan to submit a proposal.
RE: Master List LINE 0165: 658175120148 ATN PS31-3WHPT 1x18mm night vision goggles NVGOPS313WHP White Phosphor.
It has come to light that this product is manufactured in China. Please replace with L3/Harris BNVD
(AN/PVS-31A), 2376+ FOM
RE: Prescription Drugs
Any pharmaceutical requiring the action of a pharmacist will be removed from the product matrix. There is no need to quote pharmaceuticals that require a prescription, only over the counter products will be required.
RE: Source Selection Timeframe
Source Selection Board will be meeting the week of September 2, 2024, assuming September 4-5th. The solicitation was originally to close on Sunday, September 1st, however, with the federal holiday on September 2nd, the contracting officer is providing one extra day to submit proposals.
RE: e-comm Platform Testing
For the source selection and per the request for proposal a vendor shall supply dummy logins for its respective platform. There is no requirement for a vendor to upload the entire product matrix for this test and evaluation. It is recommended that the vendor provide dummy logins to an exist platform or create a platform with 5-10 product pages so that test orders can be processed by end users of the platform. **There will be no vendor lead demonstrations of the platform during the source selection process. The end users will navigate the platforms in house.**
In section 4. Timelines, it says offerors must have an e-commerce platform at proposal submission, and 60 days will be allowed following award to customize the platform for Mammoth. Please advise regarding the expected level of functionality for the platform at proposal submission.
See above. The Government does not expect the vendor(s) to have a fully functional MAMMOTH platform at time of submission. Rather, the Government wants to review the functionality and user interface of the platform during source selection.
When submitting the proposal should we include videos/photos of how this interface works? Outlining each step in the SOR?
The vendor may submit pictures/links to videos in the proposal submission, so long as the number of pages is not exceeded. See L.5.3.
For items that have multiple variations, how would you like that notated? Specifically, the items that have price variations due to these differences. Example: Safariland 6390RDS ALS, without gun model and configuration there is a roughly $40.00 variable.
If there is no firearm designation, assume Sig Sauer P320 pistol, without any additional accoutrements.
Some HSI agents carry the P320, while others are authorized for the Glock 19.
For items that aren’t available and don’t have sizing, how do we ensure we offer the correct substitute? Example: SealLine Discovery deck dry bag, no size indicated, discontinued, and there are new versions available.
As noted in the solicitation, those are the products that the Government has in mind at time of solicitation, while recognizing that products routinely go end of life. The Government anticipates that each vendor will supply a replacement product that it assumes best meets the needs.
For the product matrix do we need to quote every single line item? If we submit a catalog with substitutes, does every line item need a comparison?
Every product on the matrix needs pricing submitted or an alternative product that the vendor suggests as an alternative as per Section C.4.1.
Under the Classification heading on SAM.gov, the place of performance is listed at Saint Louis, MO. In the Statement of Requirements, it states the primary place of performance is virtual. Please clarify the SAM.gov reference.
SAM.gov requires a physical location in order to submit the solicitation. The contracting officer works remotely from the St. Louis metro area. The virtual place of performance alludes to the e-commerce platform’s existence, which serves the agency in locations across the USA.
For Volumes 1, 3 and 4, please confirm that submission is acceptable in either MS Word or Adobe PDF.
MS Word or Adobe PDF are acceptable.
In Section J.3, it states that offerors shall submit three past performance questionnaires. Please clarify whether offerors may submit more than three PPQs.
Please limit to three PPQs.
In Section L.5.4, paragraph (b) says offerors should provide a list of customers who were asked to complete past performance questionnaires. Please clarify in what proposal volume the list should appear.
Please submit as a cover sheet per se to the PPQs included in the proposal. Volume 4, Tab F.
For reference documents can the references be for profit companies and non profit organization? Or do they have to be government organizations?
PPQs from government organizations (federal/state/local) are recommended, however, questionnaires from private organizations are welcomed to meet the requirements.
