SUBMITTING QUOTE: All quoted materials must meet or exceed the specification as stated in the Statement of Work. New equipment only; NO remanufactured or 'gray market' items. All items covered by manufacturer's warranty. The itemized price list shall be clear, concise, and in sufficient detail for effective evaluation. Cut sheets with product narratives and specifications must be included. Quotes to include shipping charges (F.O.B. destination pricing required).
Contractors shall provide current copies of all licenses required by state and local municipalities and a current Certificate of Insurance with quote.
FAR 52.211-6, Brand Name or Equal guidelines shall be used.
After award to the successful contractor, the Government has the right to inspect the equipment and refuse acceptance of the equipment if it is damaged or does not function properly. All costs required to provide a finished working product shall be borne by the contractor.
DHS/NPPD/FPS is not responsible for any job related injuries that occur while working on Federal Government property.

Notwithstanding the claim period stated in FAR 52.233-1, Disputes, and pursuant to FAR 33.206 Initiation of a Claim, the contractor agrees to submit any claim related to this contract (or order) within 12 months after accrual of claim.
SUBMISSION OF INVOICES
1. After award of this contract, but prior to performance, the contractor shall meet with the Contracting Officer and Contracting Officer’s Representative upon request to discuss proper invoice preparation and submission. The contractor and government shall agree on a standardized invoice format to be used for submission of all invoices under this contract that meets the requirements of FAR 52.212-4 Contract Terms and Conditions – Commercial Items, Paragraph (g) “Invoice.” Use of a standardized invoice format will facilitate timely invoice reviews and approvals. Failure to use the agreed standardized invoice format shall result in rejection of invoices.
2. Invoices shall be submitted for payment within 30 days after completion of the prior month’s services. Invoices shall not contain any employee Personally Identifiable Information (PII).
Invoices shall be submitted via one of the following three methods:

The invoice number and FPS Region 8 shall be annotated in the subject line of the e-mail.
Only (1) invoice shall be submitted per e-mail message. The invoice attached to the e-mail shall be in Portable Document Format (PDF)
Invoices submitted by other than these three methods will not be processed and will be returned.
3. Contractors shall provide an informational copy of each invoice to the Contracting Officer at karl.h.johnson@hq.dhs.gov and the Contract Specialist at lynn.e.miller@hq.dhs.gov concurrent with submission to the designated billing office referenced above.
4. In addition to the information required for a proper invoice as identified in FAR 52.212-4 (g)(1), Contract Terms and Conditions – Commercial Items, (MAY 2014), the contractor shall include the following information:
a. Annotate “FPS Region 8” on the face of each invoice
b. Clearly identify the date the services were delivered and the final inspection signed off on by the Government.
c. Cite the identical CLIN description on the invoice as what is cited within the CLIN description listed in the contract.
5. Contractors shall submit only one invoice per contract or order per month. Failure to comply with these submission requirements will result in rejection of the invoice.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

1.0 PROJECT TITLE:
1.1 New Closed Circuit Video (CCV) system installation at the EPA Federal Building, Denver, CO 1595 Wynkoop, 80202
2.0 BACKGROUND:
2.1 Facility Description: This facility is a single tenant government leased building located at 1595 Wynkoop Street, Denver, CO 80202. This facility is approximately 305,000 square feet and is used for administrative purposes. This facility includes a parking garage located under the building. The building is currently complete and the ongoing major renovations including replacement of glass in the interior lobby space.
2.2 Description of Current System(s): This facility has an existing closed circuit video (CCV) system, which has reached the end of its life cycle. There are currently 46 analog fixed interior cameras, 11 analog fixed exterior cameras, 5 PTZ interior cameras and 13 PTZ exterior cameras at the facility.
2.3 No work shall be initiated without the written approval of the Federal Protective Service Contracting Officer (FPS CO). See Section 4.0 for all contact information. Any request, or proposal for changes in project scope and/or additional requirements, shall be approved in writing by the FPS FPS CO; prior to the Contractor proceeding with any related work. Any changes accomplished without prior written approval from the FPS CO, shall be done at the Contractor’s expense.
2.4 Removal and Disposition of Existing System(s): The Contractor shall be responsible for the removal, inventory, packaging for storage and return of all removed equipment to the EPA. All Closed Circuit Video CCV Surveillance equipment specified within this Statement of Work (SOW), including ,73 cameras and 5 NVR’s shall be replaced. The existing system shall remain fully functional and operational during the installation of the new surveillance system. The contractor shall cut over from the existing system to the new system in stages in order to minimize the number and duration of outages. (Refer to cutover plan in Section 23 sub paragraph 23.2).
3.0 PLACE OF PERFORMANCE AND WORK HOURS:
3.1 The Place of Performance is EPA Federal Building, 1595 Wynkoop Street, Denver, CO 80202.
3.2 Contractors normal work hours are from 8:00 am to 5:00 pm, Monday to Friday, excluding Federal holidays. The Contractor shall make arrangements with the Federal Protective Service Contracting Officer Representative (FPS TPOC) to schedule work and facility access outside these hours. The Contractor will need to be prepared to work after business hours and on the weekends. This is to ensure that work on this project does not interfere with the daily operations at the office.
3.3 Any work performed by the Contractor at their own volition outside specified working hours shall be at no additional expense to the Government.

5.0 PROJECT/SYSTEMS PURPOSE:
5.1 The purpose of this project is to install a new CCV system in the EPA Federal Building, Denver, CO 1595 Wynkoop, 80202 with new IP cameras, network video recorder (NVR), flat panel monitors and miscellaneous supporting equipment. The primary function of the CCV system is for real time monitoring of the facilities to protect Federal employees and to detect and deter illegal activity on Federal property.
6.0 PROJECT/SYSTEMS OVERVIEW:

6.1 The Contractor shall provide all necessary equipment, labor, and tools required to provide and install a new CCV system in the EPA Region 8 HQ, Denver, CO 1595 Wynkoop, 80202.
6.2 CCV: At a minimum, the following equipment shall be provided and installed; IP digital cameras, network video recorder , monitors, work stations, and miscellaneous supporting equipment; to further enhance and upgrade the security posture of the facility.
The new system shall have a total of fifty-seven (58) fixed cameras and eighteen (15) Panoramic cameras, rack mountable video surge protector, heavy duty surge protector/ UPS with 60 minutes minimum battery backup, plenum fire rated 18/2 power wire and RG59 coax or higher structured cabling, enclosed vertical equipment rack with glass door /casters and miscellaneous hardware. All equipment shall be installed at the locations specified in this
SOW.
7.0 SYSTEM REQUIREMENTS:
7.1 The CCV system shall monitor the vehicle, personnel entry, public entry and exit locations, the exterior perimeter and specific interior locations of the facility. The facility shall have recording equipment installed in the Security Control Center room 107, exterior perimeter cameras and interior cameras at specified locations. (See section 13 and floor plan Attachment A).
7.2 The storage capacity of the CCV system shall have a minimum of 30 days of archived video at 30 frames per second (fps) for all channels capable of playback at no less than 15 fps.
All system specifications submitted by the Contractor shall meet the minimum requirements and specifications within this SOW.
8.0 SCOPE OF WORK:
8.1 All monitoring devices shall be 100% compatible with all proposed monitoring systems.
8.2 The Contractor shall provide all necessary equipment, labor, and tools required to provide and install a new CCV system in the EPA Region 8 HQ, Denver, CO 1595 Wynkoop, 80202. The CCV system shall be a stand-alone private system, which includes the building, perimeter and underground parking.
8.3 All equipment connected to AC power including but not limited to cameras, NVRs, switches, client workstations, Keyboard Video Monitor (KVM), and monitors shall be protected from surges. Equipment protection shall withstand surge test waveforms described in IEEE C62.41.1 and IEEE C62.41.2. Fuses shall not be the sole method used for surge protection.
8.4 All electrical and electronic equipment in the Security Control Center console room 107, including but not limited to cameras, NVRs, switches, client workstations, KVM, and monitors shall be powered from an Uninterruptable Power Supply (UPS). The UPS shall be sized to provide at least 1 hour of battery back-up in the event of primary failure. Batteries shall be sealed non-outgassing type.
8.5 The Contractor shall coordinate with the FPS TPOC (see 4.0 for all contact information) to ensure the new system(s) are installed and operational per FPS requirements, industry best practices for commercial buildings and national/local building codes.
8.6 The following types of wiring shall be used where applicable 22/2, 22/4, RG59 coax and 18/2 plenum rated wiring shall be routed through the hollow wall or surfaced mounted inside the “Panduit Duct & Raceway.” Wiring shall be installed on dedicated support system using supports such as j-hooks or saddle support systems at no more than five foot (5’0”) intervals.
Cable supports shall be securely attached directly to building structure. Do not attach cabling or supports to ductwork, piping, grid hangers, conduit, or equipment and shall not be directly lying on top of tiles.
8.7 CCV SOW: Provide and install all equipment to allow for a fully functional CCV system at the facility. Equipment to include:
a) Three (3) workstations with wireless keyboard and mouse and 4 video card output.
b) Four (4) 42” flat panel monitors to be mounted on articulating desk mounts for
Security Control Room 107.
c) Six (6) 24” flat panel monitors to be mounted on articulating desk mounts.
d) One (1) rack mounted KVM with 20” LCD monitor System Controller.
e) Provide and install five (5) NVR’s –each with16 channels and 12 TB, all shall be capable of 30 day minimum storage capacity at 30fps for all connected cameras, with two (2) USB ports and internal CD/DVD writer.
f) Provide, install and weatherproof with silicone (if applicable), nine (9) Panoramic
360˚, 12 Megapixel Cameras, WDR & Day/Night, Indoor/Outdoor, Housings and Ancillary Equipment
g) Provide and install six (6) Panoramic 360˚, 12 Megapixel Cameras WDR &
Day/Night, Indoor/Outdoor, Housings and Ancillary Equipment
h) Provide and install thirty five (35) Interior Fixed 1.2MP Cameras, H.264 compatible
i) Provide and install eighteen () Exterior Fixed 1.2MP Cameras, H.264 compatible
j) Provide and install three (3) 1080P, IR LED, DN, 3-9MM RZ P-IRIS Lens, 31fps with POE powered fan

l) Provide and install three (3) 1000VA Surge/ UPS.
8.8 Test CCV system for proper operation and train agency on proper system operation procedures. Pay special attention to the NVR operational procedures. Record and provide each camera make, model, serial number and location to EPA POC and the FPS TPOC.
9.0 SYSTEMS INTEGRATION:
9.1 When the video surveillance system is installed in conjunction with an Electronic Access Control System (EACS), the CCV system shall be capable of interfacing with the EACS and providing automatic actuated call-up of the camera associated with the access point in on the EACS.
9.2 When the video surveillance system is installed in conjunction with an (IDS) Intrusion Detection System the CCV system shall be capable of interfacing with the IDS and providing automatic alarm actuated call-up of the camera associated with the alarm zone.
10.0 Period of Performance:
10.1 The project shall be completed within 45 business days after receipt of Notice to Proceed issued by the FPS CO.
11.0 EQUIPMENT/SYSTEMS REQUIREMENTS:
11.1 The Contractor shall provide and install a complete IP based CCV system to include, but not limited to, Network Video Recorders (NVR), Cameras, work stations and key board controllers capable of integration and accessibility with EPA’s Local/Wide Area Network (LAN/WAN), Internet accessibility thru remote view application software and simultaneous user access capability. Provide and install, ceiling camera bracket, ceiling camera back box, and other incidental and miscellaneous premises wiring and system hardware as required for a complete and fully operational system by FPS standards as specified within this SOW.
Ensure all cable, pathways and other incidental and miscellaneous premise wiring systems are be in place prior to installation as required for a complete and usable system. The installation shall comply with applicable codes and standards in effect at the job site and as indicated within this SOW and floor plans.
11.2 The NVR shall be installed in the designated rack space in the Security Control Center room 107, with the following items:
a) Rack mounted UPS with the capacity to maintain all cameras, NVRs and system components for a minimum period of one (1) hour. The Contractor shall conduct a load calculation on all rack and/or console components and determine correct rack mountable UPS unit.
b) Contractor shall calculate NVR video storage requirements to determine hard drive capacity and provide rationale for recommended storage specifications to meet 30 calendar day minimum storage requirements.
12.0 EQUIPMENT SALIENT CHARACTERISTICS:
12.1 All CCV equipment shall be Panasonic, Pelco, Bosch or equivalent.
12.2 At a minimum, eachNVR shall possess the following salient characteristics:
a) 16 Channel
b) Motion Detection capable
c) Capable of a minimum of 30 frames per second per channel at full resolution.
d) 100/1000-gigabit network interface for client workstation and remote access
e) NVR accessibility shall be protected via security encryption/authentication.
f) Two (2) USB ports
g) Capability to transfer files via FTP for event long-term storage/archive
h) NVR shall be pre-configured for RAID 5 minimum.
i) Internal CD/DVD writer.
j) 12TB Hard drive

n) Alarm inputs/outputs and channel presets to equal the number of cameras monitored

q) shall be capable of supporting video analytics monitoring including tracking and counting objects and people.
r) shall be capable of supporting the triggering of alarms generated by the following analytic behaviors:

5. Loitering Detection
6. Stopped Vehicle

12.6 At a minimum, all Client Workstations shall possess the following salient

b) shall be provided and installed to allow for the viewing of CCV
Each workstation location shall include:
A. One (1) PC-server/workstation B. wireless keyboard and mouse
C. 4 output video card D. The Loading Dock and PSO Desk Stations will require three (3) flat panel monitors mounted on articulating triple desk mounts, each shall be 24" LED, 16:10, 1080p, VGA, with DVI & HDMI Inputs. The Security Control Room workstation will require four (4) 42” monitors mounted on an articulated quad desk mount .
Security Office location shall also have:
A. One (1) rack mounted Keyboard Video Monitor (KVM) System Controller with 20” LCD monitor
12.7 The Contractor shall coordinate with the FPS TPOC to determine all NVR programming requirements, to include camera recording frame rates, record on motion events, daily recording schedules.
12.8 The FPS TPOC shall determine the field-of-view (FoV) for each camera with the Contractor, at the time of installation.
12.9 Provide and install all interconnecting cables and wiring with connectors as necessary for proper installation per manufacturer’s specifications. The Contractor shall install new cable between all rack components (NVR, video distribution amplifier, etc.) and all cameras at the facility. All cabling entering the CCV rack, and interconnections between rack components, shall be combed and neatly routed via integrated wire management system on equipment rack.
12.10 All new network, camera power cable and cable tie wraps shall be plenum rated and shall be installed close to the roof and/or ceiling above. Cable and wire runs shall not be routed over open areas, hallways or isles and shall be concealed from plain view. Cables shall be routed in conduit (where provided), wire molding, ceiling hangers, or cable trays, for protection and support. Cables and wires are to be routed and neatly bundled together.
