Questions for
HSHQW8-15-R-00001
1) Will night, weekend, or other off-hours work be allowed in this facility should the contractor and the facility mutually agree this would have less impact on the building occupants and facility operation?
Response: See SOW- Revision 2, Section 3.0, sub-paragraph 3.2.
2) Section 7.2 of the statement of work states the CCV storage requirements are 30 days at 15 fps for all cameras. Section 8.7.E states the CCV storage requirements are 30 days at 30 fps for all cameras. Please clarify the CCV storage requirements.
Response: See SOW-Revision 2, Section 7.0, sub-paragraph 7.2.
3) In reference to the previous question, please confirm that the recording of each camera shall occur at its maximum resolution for the duration of CCV storage at the required frame rate (i.e. a 2MP camera will record at 2MP, 15 fps for 30 days; a 5MP camera will record at 5MP, 15 fps for 30 days).

4) As section 25.1 in the statement of work requires a 60-month system warranty, will preference be given to firms that have a technician with a residence within 25 miles of the facility to better service the system during this warranty period?
Response: No. Refer to SOW-Revision 2, Section 25.0 for specified warranty requirements.
5) Sections 6.2, 8.4, and 11.2.A of the statement of work require a UPS battery backup system for all CCV components with a 60-minute runtime. Section 8.7.L states that (3) 1000VA UPS units are required. Please confirm that the contractor awarded this project will be required to provide 60 minutes of UPS runtime for all of their provided equipment (rack-mounted devices and CCV workstations/monitors alike).
Response: See Revised SOW-Revision 2, Section 8.0, sub-paragraph 8.4.
6) Multiple sections of the statement of work refer to an IP CCV system; however, sections 6.2, 8.6 refer to RG59U and 18/2 cabling for the CCV system. Please confirm that the intent is to utilize CAT6 cabling for power and signal to the new IP CCV cameras.
Response: See SOW-Revision 2, Section 6.0, sub-paragraph 6.2.
7) Sections 8.7 and 28.0 of the schedule of work provide matching specifications for the CCV cameras as part of this project. Sections 12.3 and 12.4 also provide camera specifications; however, these specifications do not match section 8.7 and 28.0. Please confirm that the camera specifications in sections 8.7 and 28.0 should be followed in lieu of the requirements of sections 12.3 and 12.4.

8) Can the existing equipment rack in the security control center be re-used for the new CCV equipment?
Response: Yes.
9) Will the site visit sign-in sheet be posted?
Response: Yes.
10) Is the lighting in each elevator lobby constantly on or is it variable?
Response: The EPA is a green building. The lights in the elevator lobby go out after a pre-determined period of inactivity and go on when any activity is detected.
11) Section 25.7 – reads: Repair or replacement service during the warranty period shall be performed 7 days a week, 24 hours a day and with a 48 hour response time. Should all potential bidders propose Operations & Maintenance (O&M) for the life of this contract?
Response: See answer to question #4 for specified requirements.
12) Can any of the existing Coaxial Cable be re used on this installation?
Response: See answer to question #6.
13) Should all existing wire be completely removed and abated?
Response: See answer to question #6.
14) Do the Heater and Blower on outside cameras have to be on the UPS Power backup?
Response: See SOW-Revision 2, Section 12.0, sub-paragraph 12.5.
15) Are the New Client Work Station PC’s going to be on the Private Security Network, or on the Government Network?
Response: See SOW-Revision 2, Section 8.0, sub-paragraph 8.2.
16) Section 8.7e calls out for all Cameras to be recorded at 30fps, While camera specified in 8.7f&g are incapable of transmitting 30fps. Please clarify Requirement.
Response: See SOW-Revision 2, Section 8.0 sub-paragraph 8.7.
17) Section 9.0 System integration Please provide exact manufacture, Version, and revision of PACS software for integration.
Response: See SOW-Revision 2, Section 9.0, sub-paragraph 9.1.
18) Section 11.2 calls out for Rack Mount UPS, but is not called out on the Contractor provided Parts List. Is a Rack mounted UPS to be provided by the contractor or not?
Response: Yes
19) Section 12.2 NVR’s:
Specification calls out for 5 NVR’s; can the offerer provide a different solution with fewer recorders which meet the requirements of 30 days Storage, FPS Recording, and all other salient characteristics? Should we provide a Fail over Recording Method?

20)Q: Is this system going to be accessible thru the EPA Region8 HQ network?
Response: See SOW-Revision 2, Section 8.0, sub-paragraph 8.2.
21)Q: Do the MDF/IDF Rooms/Closets (Not the SCC Room 107) have available space for wall or floor mount racks?
Response: No.
22)Q: Is there existing network connectivity or infrastructure in the Parking garage?
Response: See floor plans provided with RFQ package.
23)Q: Section 6.2 CCV – Seems to be a typo.. “The new system shall have a total of fifty-seven (58) fixed cameras and eighteen (15) Panoramic cameras” – please provide actual counts
Response: See SOW-Revision 2, Section 6.0, sub-paragraph 6.2.
24)Q: Section 9.0 Systems Integration (9.1) – “When the video surveillance system is installed in conjunction with an Electronic Access Control System (EACS)” Who is providing and installing the Access Control System?
Response: See SOW-Revision 2, Section 9.0, sub-paragraph 9.1.
25)Q: Section 9.0 Systems Integration (9.1) – What EACS System is being used or installed?
Response: See answer to question # 24.
26)Q: Section 9.0 Systems Integration (9.2) - When the video surveillance system is installed in conjunction with an (IDS) Intrusion Detection System” – Who is providing and installing the Intrusion Detection System?

27)Q: Section 9.0 Systems Integration (9.2) – What Intrusion System is being used or installed

28)Q: Section 12.6 – “One (1) rack mounted Keyboard Video Monitor (KVM) System Controller with 20” LCD monitor” What rack is this going in?
Response: See SOW-Revision 2, Section 13, sub-paragraph 13.2.
29) 9.1 When the video surveillance system is installed in conjunction with an Electronic Access Control System (EACS), the CCV system shall be capable of interfacing with the EACS and providing automatic actuated call-up of the camera associated with the access point in on the EACS.
Response: No question was asked therefore no answer can be provided.
30) When the video surveillance system is installed in conjunction with an (IDS) Intrusion Detection System the CCV system shall be capable of interfacing with the IDS and providing automatic alarm actuated call-up of the camera associated with the alarm zone.

31)Question: What EACS and IDS are currently installed? Please provide prerequisite documentation for each necessary to comply with 9.0 System Integration.

14.0 Programming
14.1
32)Question: What information is required in 14.0 and 14.1 as both items are blank in the Statement of Work.
Response: See SOW-Revision 2, Section 14.0 and sub-paragraph 14.1.
33) Section 2.3 states there are a total of 75 cameras to be replaced but only 73 are mentioned for removal in section 2.4.
Response: See SOW-Revision 2, Section 2.0, sub-paragraph 2.2.
34) Section 23 specifies 68 cameras yet in the locations (13.1) 73 cameras are specified.
Response: See SOW-Revision 2, Section 13.0, sub-paragraph 13.1.
