Instructions for the Price Element Breakdown Template

Introduction This Price Element template is a Microsoft Excel based pricing tool that provides a standardized format for costing a PSO labor hour rate and fixed monthly amount. The template was designed to assist contractors in pricing their proposal. Contractors choosing to use the template should only complete those cost elements which apply to their proposal. The cost data provided in these worksheets are considered other than certified cost pricing data as discussed under FAR 15.403-5(b)(2).

Instructions for Completion

1. Please provide the name of your company and the solicitation number for your submission in the header section of the “Model for Price Realism” worksheet.

2. Note that the Price Breakdown file contains five worksheet tabs entitled, “Model for Price Realism”, “Breaks & Relief”, “Non-PSO Positions”, “NWDTP Instructor Training”, and “NWDTP PSO Training”.

3. Cost data for the Non-PSO Positions shall be entered under the “Non-PSO Positions” worksheet tab as instructed by the notes found on the worksheet. Total costs for the Non-PSO Positions identified under the “Non-PSO Positions” worksheet tab will automatically populate the “Model for Price Realism” worksheet tab under the Non-PSO Positions line item. This information may be used for Government Price Realism evaluation purposes.

4. The “Breaks & Relief” worksheet tab will automatically populate to the “Model for Price Realism” worksheet tab. The purpose of the “Breaks & Relief” worksheet tab is to provide specific cost data regarding breaks and relief that was included in the offeror’s proposal. The “Breaks & Relief” worksheet tab provides detailed instructions on completing the worksheet and the required narrative describing the basis of estimate for determining the paid break and/or lunch hours priced into the proposal. Note that the narrative requires that the offeror identify which cost elements from the "Model for Price Realism" worksheet contain the break and relief costs included in each identified element. For example, if the Breaks & Relief line item from the “Model for Price Realism” includes $1,000 for paid break costs and $200 for Relief Officer travel, the offeror would identify as such in their narrative. If the taxes applicable to the paid breaks and relief cost are included in the tax line items of the “Model for Price Realism” rather than the Breaks and Relief line item, such amounts shall be identified in the narrative. This information may be used for Government Price Realism evaluation purposes.

5. The “NWDTP Instructor Training” worksheet tab gathers additional information regarding the number of individuals to receive and the associated costs for the NWDTP Instructor Training and Certification. The “NWDTP Instructor Training” worksheet tab also requires the offeror to describe the basis of estimate for (1) number of Instructors by period estimated to receive NWDTP Instructor Training and Certification and (2) the “Total Cost for NWDTP Instructor Training” amounts by period. This information may be used for Government Price Realism evaluation purposes. The Total Cost for NWDTP Instructor Training from the “NWDTP Instructor Training” worksheet tab will automatically populate to the “Model for Price Realism” worksheet tab.

6. The “NWDTP PSO Training” worksheet tab gathers additional information regarding the number of Supervisors and PSOs to receive and the associated costs for the Initial NWDTP X Ray and Initial Non X Ray screening training. The “NWDTP PSO Training” worksheet tab also requires the offeror to describe the basis of estimate for (1) number of Supervisors and PSOs by period estimated to receive Initial NWDTP X Ray and Non X Ray training and (2) the “Total Cost for NWDTP X Ray and Non X Ray Training” amounts for PSOs and Supervisors by period. This information may be used for Government Price Realism evaluation purposes. The Total Cost for PSO and Supervisor NWDTP X Ray and Non X Ray Screening Training from the “NWDTP PSO Training” worksheet tab will automatically populate to the “Model for Price Realism” worksheet tab.

7. Rows 8, 17, 33, 41, 84, 90, and 94 of the “Model for Price Realism” worksheet tab automatically calculate applicable totals, therefore data should not be inputted into these rows.

8. Row 96 automatically calculates the labor hour rate applicable to the inputted data; therefore data should not be inputted into this row.

9. Row 98 automatically calculates the Fixed Montlhy Amount applicable to the inputted data; therefore data should not be inputted into this row.

10. Rows 79-82 provide for the option to insert “Other” price elements, which are not included in the standardized listed elements. If including “Other” price elements, list a descriptor of each element in the applicable worksheet cell. If additional “other” price elements are needed for the breakdown, please insert rows under 82 and list the additional elements.

11. Additional worksheets may be provided to explain any subsidiary calculations used to determine the pricing amounts in the template.

12. The worksheet is not locked and may be adjusted by the offeror as appropriate.
