Government-Provided Training

1. Orientation Training

The Contractor shall coordinate with the COR to schedule Government-Provided Orientation Training in coordination with the Contractor-Provided Basic Training.

The hours listed in the “Hours” column are times the Government estimates it needs to effectively cover material, to include questions and answers, interactive tasks, and reviews/quizzes of the material.

There may be some fluctuation in actual time covered for each subject, but total training time shall not exceed 8 hours.

Subject Hours Scope

Rules and Regulations

FPS’ jurisdiction within Federal property and the Rules and Regulations under which they are operated (41 CFR 102-74). Consideration should be given to any special requirements (regulations) particular to the agency(s) involved.

Bomb Threats and Natural Disaster Responses

Instructor(s) will present information, as required for each specific facility, regarding the proper procedures for response to the threat of bombs, devices, and natural disasters. This information (training) will be related directly to the procedures used by the FPS Law Enforcement Branch and local law enforcement agencies. Dependent upon the facility, contract specifications, and local requirements, PSOs receive training in bomb search procedures.

Report Writing, Notes and Required FPS Forms

Develop an understanding of the types and required FPS Forms, and necessity of field notes and reports expected from the security officer. Discuss the use, value, and purpose of reports and field notes. Special instruction in the preparation of DHS Form 3155, Preliminary Investigation, and DHS Form 3157, Crime Analysis.

Instructor(s) will review and discuss the importance of the following forms:

a. Preliminary Investigation

b. Crime Analysis

c. GSA Form 1039, Record of Property Found

d. GSA Form 252, Found Property Tag

e. GSA Form 1789, Register of Visitors

f. Arrival and Departures

g. Officer and Inspectors Register

h. PSO Hourly Report

i. Special forms unique to the facility used in the performance of the Contract duties

1. Orientation Training (cont.)

Telephone and Radio Communications

The use of telephone and radio communications techniques.

Instruction will present standard procedures used by FPS, the tenant agency, local law enforcement, and the Federal Communications Commission (FCC). Instruction will stress use applicable in situations such as emergency requests (Transmissions), required reporting of locations, patrol use, requests for assistance, etc.

Role of Local, State and Federal Police Agencies

The PSOs relationship to other law enforcement agencies. Each PSO should understand their role, as required by the Contract, in enforcement of Building Rules and Regulations, agency policy, special requirements of the FPS Law Enforcement Branch, local/state police agencies, and other Federal law enforcement groups.

2. Weapons Detection Training Program (NWDTP) Instructor Certification Course

Contractor shall coordinate with COR for training dates. Contractor shall provide COR with training roster identifying Training Instructors that will attend each training session. "Hours" column identifies approximate training time to cover course material. Actual time may fluctuate per 'subject, but total training time will not exceed forty (40) hours.

40 Hour Classroom Instructor Certification Requirement

NWDTP Screening Initial Training (Exhibit 8 (4) 16

This course is designed to train and certify NWDTP Screeners in performing duties that may be assigned within a screening station.

Presentation Skills 5.5 This course is designed to provide an opportunity to practice various aspects of presentation techniques and develop platform skills.

Presentations 18.5 This course is designed to provide practical experience in providing the NWDTP to screening operators

Written Examination and Practical Demonstration Requirements

Three (3) oral examinations (Part A.) will be administered during this course of instruction.

Each section of training; X-Ray, Metal detector and Screening Entry Control have a separate evaluation. Person must obtain a minimum score of 80% cumulative over the three examinations.

Person must obtain a minimum score of 100% on Part B (Practical Examinations).

Students that do not meet minimum examination requirements will be removed from further training.

WTMD Description & Emission Data

The following data items are requested to assess electromagnetic interference (EMI) risk to individuals possessing personal medical electronic devices.

Primary frequencies of operation including pulse repetition frequencies Transmitter coil configurations. If different coils are energized separately, identify these independent coils and how the emissions are combined and used to detect the metal object. Specify if the candidate WTMD emits from one or both pylons.

Measurements of emissions and waveforms A description of the method used to perform waveform measurements, including a description of the measurement instrumentation and uncertainties.

An electronic file (MS Excel format preferred) containing a time domain measurement of the candidate WTMD’s transmitted magnetic field waveform (for magnetic field vectors Hx, Hy, and Hz) at the locations specified in Exhibit 9Ae attached table using the preferred coordinate convention seen in Figure 1 below.

An electronic file (MS Excel format preferred) containing the Fast Fourier Transform of the metal detector’s transmitted waveform using the above data.

The magnetic field measurements (Amperes/meter peak-peak) and waveforms at the locations specified in the table below. The data should represent the maximum field strength at the given heights and distances from the transmitter pylons along a line that passes through the points given in the table. State the location where this maximum occurs.

Summary of your research performed concerning EMI to implanted or ambulatory medical devices, if available.
