Attachment 6 - Supplement
Instructions for Price Element Breakdown Templates 6 and 6a
Introduction Price Element Templates 6 and 6A are Microsoft Excel based pricing tools that provide a standardized format for costing the PSO and Supervisor labor hour rates. The templates were designed to assist contractors in pricing their proposal. Attachment 6 is the template for PSO services. Attachment 6A is the template for Supervisory services. Contractors should only complete those cost elements which apply to their proposal. The cost data provided in these worksheets are considered other than certified cost pricing data as discussed under FAR 15.403-5(b)(2).
Instructions for Completion
1. Please provide the name of your company and the solicitation number for your submission in the header sections of the “Model for Price Realism” worksheets.
2. Note that the PSO Price Element Breakdown file (Attachment 6) contains six (6) worksheet tabs entitled, “Model for Price Realism”, “Breaks & Relief”, “Other Positions”, “NWDTP Instructor Training”, “NWDTP PSO Training,” and “Active Shooter Training.” The offeror should input only cost amounts for the elements listed in the worksheet tabs allocable to PSOs. Cost amounts allocable to direct billed supervisors should be inputted in the Supervisor Price Element Breakdown file (Attachment 6A).
3. Note that the Supervisor Price Element Breakdown file (Attachment 6A) contains six (6) worksheet tabs entitled, “Model for Price Realism”, “Breaks & Relief”, “Other Positions”, “NWDTP Instructor Training”, “NWDTP PSO Training” and “Active Shooter Training.” The offeror should input only cost amounts for the elements listed in the worksheet tabs allocable to Supervisors. Cost amounts allocable to direct billed PSOs should be inputted in the PSO Price Element Breakdown file (Attachment 6). As explained in the Proposal Submission Requirements of the RFP, Supervisors are not considered service employees under 29 CFR 4.113(b), since they cannot stand post in a Supervisory capacity and their responsibilities include “management” as that term is defined under 29 CFR 541.102. Therefore, Supervisors are not covered under the Service Contract Act and increases to Supervisor wages and fringes are not subject to contract price adjustment under FAR 52.222-43. As a result, any escalation associated with these supervisory costs, including wages and benefits, should be included in the price proposal.
4. Cost data for the Other Positions, such as Managers and Administrative positions, shall be entered under the “Other Positions” worksheet tabs of Attachments 6 and 6A as instructed by the notes found on the worksheets. These “Other Position” worksheets shall exclude PSOs and Supervisors that will be billed direct, since separate bill rates apply to the PSOs and Supervisor positions. Accordingly, the costs for the Other Positions included in Attachments 6 (PSOs) and 6A (Supervisors) shall represent the portion of those costs applicable to the PSOs and Supervisors respectively. Rows 10-12 in the “Other Positions” worksheet tabs of Attachments 6 and 6A provide for the option to insert additional non PSO and non direct Supervisory positions not already listed on the worksheets. If including additional positions, list a descriptor of each position in the applicable worksheet cell. If more that three additional positions are needed, insert rows under row 12 and list the additional positions. The total costs for the Other Positions WILL automatically populate the “Model for Price Realism” worksheets at row 86 of Attachments 6 and 6a. Note, the NWDTP Instructor costs in row 6 of the “Other Positions” tab should not include the initial 40 hour NWDTP training costs captured under the “NWDTP Instructor Training” tab (See Instruction No. 6 below).
5. The Breaks & Relief worksheet tabs WILL self-populate to the “Model for Price Realism” worksheet tabs. The purpose of these worksheets is to provide specific cost data regarding relief and breaks that was included in the offeror’s proposal. The Breaks & Relief worksheet tabs provide detailed instructions on completing the worksheets and require narratives detailing the basis of estimate. Note that the narratives require the offeror to identify which cost elements from the "Model for Price Realism" worksheet contain the break and relief costs included in each identified element. For example, if the Breaks & Relief line item from the “Model for Price Realism” includes $1,000 for paid break costs and $200 for Relief Officer travel, the offeror would identify as such in their narrative. If the wages, taxes, and fringe cost elements include $1,200 for the PSO relief costs, such amounts shall be identified in the narrative. The narrative also requires that the offeror detail the basis of estimate for determining the paid break and/or lunch hours priced into the proposal.
6. The “NWDTP Instructor Training” worksheet tabs of Attachments 6 and 6A gather additional pricing information regarding the number of individuals included in your costs for the initial 40 hour NWDTP Instructor training (See SOW Sections 6.7.3.1, 6.7.3.1.1, and 6.7.3.1.1.2). The “NWDTP Instructor Training” tab also requires the offeror to describe the basis of estimate for the cost of the NWDTP Instructor Training. The basis of estimate should describe how the portion of those costs applicable to the PSOs and Supervisors respectively was calculated. This information may be used for Government Price Realism evaluation purposes. Note, the costs captured on the “NWDTP Instructor Training” are limited to the costs for the initial 40 hour training for NWDTP Instructors. The additional 32 hours of co-teaching and observation training (See SOW Sections 6.7.3.1 and 6.7.3.1.2), as well as the annual 16 hour recertification (See SOW Section 6.7.3.2), should not be priced on this spreadsheet. These training activities will occur during normal NWDTP PSO training provided by the NWDTP Instructor. There is a line item on row 6 of the "Other Positions" tabs of Attachments 6 and 6a to record the costs for the NWDTP Instructor(s) other than the initial training priced on this worksheet. Also note that the total cost for NWDTP Instructor Training from row 7 of the “NWDTP Instructor Training” worksheet tab will NOT self-populate the “Model for Realism” worksheet tab row 58. Accordingly, the vendor should make sure that the appropriate costs from the “NWDTP Instructor Training” tab are presented in row 58 of the “Model for Realism” tab.
7. The “NWTDP PSO Training” and “NWTDP Supervisor Training” worksheet tabs of attachments 6 and 6A gather additional pricing information regarding the number of PSOs and Supervisors that are included in your costs for: (1) Initial 16 hour NWDTP X Ray Screening Training, (2) Initial 8 hour NWDTP Non X Ray Screening Training, and (3) On-the-Job Training (See SOWs 6.7.4.1.1 and 6.7.4.11). Please note that the "Total Cost for NWDTP X Ray and Non X Ray Screening Training" for each period WILL automatically populate the corresponding cells in row 59 of the "Model for Price Realism" tabs of Attachments 6 and 6A. This information may be used for Government Price Realism evaluation purposes.
8. The “Active Shooter Training” worksheet tab of attachments 6 and 6A gather additional pricing information regarding the number of PSOs and Supervisors that are included in your costs for: (1) Active Shooter Lecture (2) Legal Considerations Lecture (3) Officer Response Tactics Lab (4) Advanced Firearms Training Exercises (See Management Approach Paragraph D). Please note that the "Total Cost for Active Shooter Training" for each period WILL NOT automatically populate the corresponding cells in row 61 of the "Model for Price Realism" tabs of Attachments 6 and 6a. This information may be used for Government Price Realism evaluation purposes. Accordingly, the vendor should make sure that the appropriate costs from the “Active Shooter Training” tab are presented in row 61 of the “Model for Realism” tab.
9. Rows 8, 17, 33, 41, 85, 91, and 95 of the “Model for Price Realism” worksheet tabs for both Attachments 6 and 6A automatically calculate applicable totals. Therefore, data should not be inputted into these rows. Row 97 automatically calculates the labor hour rate applicable to the inputted data; therefore, data should not be inputted into this row.
10. Rows 81-83 in the “Model for Price Realism” worksheet tabs of Attachments 6 and 6A provide for the option to insert “Other” price elements, which are not included in the standardized listed elements. If including “Other” price elements, list a descriptor of each element in the applicable worksheet cell. If additional “other” price elements are needed for the breakdown, please insert rows under row 82 and list the additional elements.
11. Additional worksheets may be provided to explain any subsidiary calculations used to determine the pricing amounts in the template.
12. The worksheets are not locked and may be adjusted by the offeror as appropriate.
