Answer: Yes, contractor must provide a secondary/substitute means of communication.
E. The following question and answer are hereby provided for informational purposes only and does not amend or change the solicitation. If there is any conflict between the solicitation and this document, the solicitation controls:
41. Paragraph I10 regarding PSO travel time to/from posts – Neither of the internet sites referenced in the Government response provides locations for any of the posts identified in the Post Exhibit, any information regarding the proximity of one post to another, or even the location of the roll call area. There is no information with which to estimate the walk time between posts and the roll call area. Apparently this information is only available to the incumbent, providing them with a distinct advantage. In order to provide equal opportunity for all bidders, request the Government provide an average walk time all bidders can use in their price calculations. Upon award, the actual time can be measured and the price adjusted accordingly.
Answer: Currently, a number of the posts are located in the Coast Guard building and surrounding area (e.g. Visitor Center) as well as perimeter posts to secure that side of the complex where the Coast Guard HQ is located. The CSOC posts are also located within the Coast Guard building. Offerors have been provided links to information regarding the size of the contract site as well as a map. The Agency may order services up to the ceiling limits contained in the solicitation and the PSOs may be posted anywhere on the compound. Also, post locations identified in the post exhibit contained in the RFP may be relocated during the course of the contract. FPS understands that this places risk on the contractor in that walk times to posts may change or vary. FPS expects offerors to price this risk into their proposals. There will be no price adjustments after award related to increased/decreased walk times resulting from new/changed post locations.
