Amendment 0003 is hereby issued to extend the closing date of the RFP, revise requirements, and answer questions submitted by Industry as follows:
A. The hour and date specified for receipt of offers is hereby extended to May 29th at 11:00AM EST.
B. Please note that due to some technology changes, the training for the mobile scanner posts (see SOW 6.8.4) has to be provided as initial training to any PSO working on this contract even if they have had the training previously on another contract.
C. In addition to posts 38-41, posts 29 through 32 are also visitor center posts.
D. Given that there is a change in handgun on this requirement from the current contract, please note that all PSOs must qualify with the .40 caliber S&W handgun before standing post.
E. Please note that the Remington 887 Nitro Mag Tactical shotgun is being utilized at St. Elizabeth’s under the current contract.
F. SOW Section 5.1.2.8 is hereby deleted in its entirety replaced with the following:
5.1.2.8 CSOC Dispatch. PSOs staffing the CSOC Dispatch post must also have a minimum of 5 years of specialized experience using computer aided dispatch systems. CSOC Dispatch PSOs shall have excellent customer service skills, the ability to multi-task, determine the necessary action and/or notification process in differing situations, have excellent technical writing skills and possess an International Academics of Emergency Dispatch (Emergency Telecommunicator) or equivalent certification.
G. Paragraph D7 of Amendment 0001 is hereby deleted in its entirety and replaced with the following:
Incumbent Protective Security Officers (PSOs) are currently armed with the Glock 17 9mm handgun. The current requirement requires PSOs to be armed with a .40 caliber S&W handgun. Accordingly, the 3 hours of transitional weapon training will be required (see Exhibit 4C). Please note that all PSOs (including supervisory PSOs) are required to qualify at least semi-annually with the .40 caliber S&W handgun. PSOs cannot share handguns and each PSO shall be assigned their own handgun. Please note that there is a requirement for shotguns under this solicitation and shotguns do not need to be individually assigned. The current contract has the same number of posts that require the shotgun as the present requirement. Only those PSOs manning posts with the shotgun requirement as specified on the post exhibit are required to qualify semi-annually with the shotgun.
H. Solicitation Provision Section 07. CONTRACT TRANSITION AND PHASE-IN is hereby deleted in its entirety and replaced with the following:
The firm requirement for this particular procurement is a maximum contract transition of 90 days from contract award to performance start date.
I. The following questions and answers are hereby provided for informational purposes only and does not amend or change the solicitation. If there is any conflict between the solicitation and this document, the solicitation controls:
1. Exhibit 4 indicates that mobile scanner training (6.8.4) is “initial” in frequency. Is there a requirement for annual mobile scanner training?
Answer: No. Please see paragraph B of this amendment.
2. Exhibit 8E indicates that the contractor does not have to provide communication equipment. Exhibit 9D indicates that the government will provide one (1) radio per post. However, paragraph 14.2.2 of the statement of work states that the contractor must provide a “substitute/secondary means of communications when primary equipment is temporarily inoperable.” Please confirm whether the contractor must provide a substitute/secondary means of communications.
Answer: Yes, contractor must provide a secondary/substitute means of communication. This means of communication is at the discretion of the company.
3. Please advise if the Government will allow the contractor to submit DHS suitability documentation for PSOs prior to training completion.
Answer: Yes, contractor can submit DHS suitability documentation for PSOs prior to training completion.
4. Please advise of the number of days (estimate) it currently takes for the government to process clearance and suitability once received by the contractor.
Answer: Given the number of variables in the suitability and clearance process, the Government cannot provide an estimate as the process varies by individual.
5. Section 3.6 in the Statement of Work requires the contractor to provide a screener equipment plan which, “…describes the contractor furnished screener equipment (e.g. x-ray machines, magnetometers, etc) that the contractor proposes to utilize for this contract.” We understand from the pre-proposal conference that x-ray machines and walk through metal detectors (WTMD) used at the St. Elizabeth’s complex will be Government furnished equipment, and contractors will not be allowed to use them for initial training. Please confirm the contractor is only required to provide x-ray machines and WTMDs for their own use in conducting initial x-ray and non-x-ray screener training.
Answer: Confirmed. The contractor will be required to provide the WTMDs and x-ray machines needed to conduct the required screener training. Government owned screener equipment cannot be utilized for the screener training.
6. In the Post Exhibit, Posts 50A, 51A, and 52A operating days are identified as Sat/Hol. Please confirm these posts are closed on Sundays, but open for each of the 10 Federal holidays.
Answer: Currently, Posts 50A, 51A and 52A are not required on Sundays, Thanksgiving Day, Christmas Day or New Year’s Day. Posts 50A, 51A and 52A are required on all other Federal holidays and every Saturday.
7. Section 5.1.2.8 in the Statement of Work requires CSOC Dispatch PSOs to, “… possess an International Academics of Emergency Dispatch or equivalent certification.” The International Academies of Emergency Dispatch (IAED) identifies four emergency dispatcher certification courses, Police, Fire, Medical, and Emergency Telecommunicator.
Does certification in any one of the 4 courses meet the certification requirement? If not, please specify the required course(s).
Answer: No, the required course is the The International Academies of Emergency Dispatch (IAED) (Emergency Telecommunicator). See paragraph F of this amendment.
8. Is the computer aided dispatch system currently in use at St. Elizabeth’s compatible with the IAED certification?
Answer: No, there are plans to upgrade to a computer aided dispatch system with IAED compatibility.
9. Paragraph D.13 in Amendment 0001 states, “There are updated personnel qualifications for the CSOC and Visitor Center posts which are not in the current contract at St. Elizabeth’s. The incumbent contractor has indicated that only a handful of the current personnel meet these new requirements for the CSOC and Visitor Center posts.” Sections 5.1.2.8, 5.1.2.9, and 5.1.3.0 in the Statement of Work do not indicate what the new requirements are. Please identify these new requirements. Offerors must have this information in order to accurately price the cost of incumbent training.
Answer: The requirements found in SOW sections 5.1.2.8, 5.1.2.9, 5.1.3.0 as well as 11.3.2 and 11.3.3 are all new requirements which are not in the current contract.
10. Section 9.3.2 in the Statement of Work requires a 15 minute roll call prior to PSOs assuming post.
Paragraph D.25 in Amendment 0001 identifies a centralized area designated for weapon storage which is in the same building as the roll call room. Paragraph D.28 in Amendment 0001 states contractors shall use their business acumen in relation to pricing out guard mount for this contract, but Paragraph D.16 confirms a site visit will not be provided and prohibits offerors from walking around the complex.
Given the size of the St. Elizabeth’s Complex as evidenced by the need for four vehicle patrol units 24 hours per day, it is reasonable that significant time is needed for PSOs to travel from roll call to their assigned post. Since offerors are unable to determine the time/distance involved for each post, there is nothing on which to base an assessment of guard mount requirements. Request the Government provide the distance from the roll call location to each post, and the average time required to walk from the roll call area to each post.
Answer: The Government does not have the distance from the roll call location to each post or the average time required to walk from the roll call area to each specific post. Additional information to identify the size and space of the complex can be found at:
http://www.gsa.gov/portal/category/100799 http://www.stelizabethsdevelopment.com/index.html
11. We understand roll call is required prior to a PSO assuming post. Please confirm this applies to all posts, including any dedicated relief posts the contractor may establish, and the unique posts such as Post 51 that is the only post opening at 0300 hours.
Answer: The roll call requirement applies to all posts including PSOs providing relief.
12. Section 5.1.3.1 in the Statement of Work identifies the EMT Posts as a post with an additional duty requirement for an Emergency Medical Technician (EMT). The Post Exhibit adds additional requirements to Post 21 for EMT/Shotgun/Vehicle. These indicate the post is staffed by an armed PSO who is also qualified as an EMT. Exhibit 8A, Contractor Provided Uniform Items, requires the EMT Post personnel to wear EMT insignia which suggests their primary duty is an EMT who is not normally armed. Please clarify the requirements for the EMT Post:
Are these personnel dual qualified as both an EMT and armed PSO?
Answer: Yes
If so, do they carry a handgun, non-lethal weapons and other standard PSO equipment while on duty?
13. Are all Supervisor positions currently filled by Sergeant level Supervisors?
Answer: No
14. Could the government provide any additional training requirements for those posts that require EMT including minimum required hours for training?
Answer: Per SOW 5.1.3.1 Post (s) identified with additional duty requirement for Emergency Medical Technician (EMT) shall meet all training, certification, and licensing requirements for the District of Columbia (DC). The minimum hours of training for this requirement would vary from individual to individual.
15. Could the government provide any additional training requirements for those posts that require Vehicle including minimum required hours for training?
Answer: The post exhibit identifies which posts require a vehicle per exhibit 8F. There are no additional training requirements for those posts that require a vehicle. Please note that the vehicle’s operator is required to have a current valid driver’s license (SOW 14.3.1).
16. Could the government provide any additional training information for Train-The-Trainer Mobile Scanner training including minimum required hours for training?
Answer: The training requirements are specified in SOW section 6.8.4.
17. Exhibit 8F indicates that five (5) sport utility vehicles must be provided for this contract; however the post exhibit lists four (4) vehicle patrol posts. Is the extra vehicle a spare?
Answer: This additional vehicle is assigned to the onsite contract manager.
18. Is there a place on campus to refuel the vehicles or do they have to leave campus to be fueled? If they are fueled off campus, are the supervisors permitted to leave the campus, while on duty, to perform this function if they immediately return?
http://www.gsa.gov/portal/category/100799 http://www.stelizabethsdevelopment.com/index.html
Answer: There are no refueling centers located on the site. On duty supervisors are permitted to leave the site for the sole purpose of performing this refueling function. Supervisors must be unarmed when they leave the site and only one supervisor can refuel their vehicle at a given time.
19. On the Post Exhibit, Posts 50A, 51A, and 52A are listed as Saturday and Holiday only. Is this correct or should Sunday be included?
Answer: Please see answer to question #6.
20. Since there are a considerable amount of additional hours on the SF1449 compared to the post exhibit, is there any idea if these additional posts will require specialized training such as x-ray, and CBRNE, or just require standard PSO training?
Answer: These additional post requirements are not known at this time. Please note that the Government has the unilateral right to add, decrease, cancel, or modify services stated in each task order issued at the established unit prices, as long as the change is within the scope of the contract and the associated task order.
21. Section 2.1.1 of the SOW – This section typically states the number of days anticipated for the transition. During the pre-bid conference, the Government suggested that the transition would be approximately 90 days. In order to accurately compare submissions, please clarify the maximum number of days for the transition.
Answer: See paragraph H of this amendment
22. Section 9.3.2 of the SOW – In addition to the required 15 minutes of roll call, DoL required gear up/down and the extensive walk time between the ready room and three quarters of the posts, PSOs are currently required to gear up in one central armory location. In an effort to be more cost efficient, would the Government consider allowing contractors to arm up and store weapons at multiple locations across campus?
Answer: No.
23. Section 9.3.2 of the SOW – We understand that the DoL requested/performed a study on site to determine the actual amount of paid time required for PSOs to get from the roll call room to each post.
Can the Government please provide the results of this study so that all vendors can accurately price the time required to get from roll call to post under this procurement?
Answer: FPS is not aware of this study conducted by the Department of Labor. The incumbent contractor has not provided this information to FPS.
24. Section 9.3.2 of the SOW – Can the Government provide a scale map that shows where all the posts are, including any outlying posts, relative to the roll call area so that vendors can determine for themselves how much time to allocate per person/post for this non-productive aspect?
Answer: No, a scale map is not available. See answer to question #10 of this amendment.
25. Section 11.3.4 of the SOW – This section states that the Supervisor ‘perform productive hours’, yet they are listed as a post on the Exhibit 1 Post Schedule. Does this phrase relate to performing productive PSO hours rather than Supervisory hours?
Answer: Yes. Section 11.3.4 indicates that “Under no circumstances, shall Supervisors perform productive hours while working in a supervisory capacity.”
26. Section 11.3.4 of the SOW – Can Supervisors perform relief?
Answer: No. Supervisors cannot perform relief while performing supervisory duties. A supervisor may provide relief if they are not on-duty as a supervisor, they must be signed out as a supervisor, signed in as a non-supervisory PSO and not be wearing any supervisory insignia.
27. Section 12.1.2 of the SOW – Breaks: The SOW provision that typically prohibits Rovers and Supervisors from performing relief breaks has been removed. Does this suggest that Rovers can provide relief?
Answer: No. Rovers cannot provide relief while performing their post duties.
28. Section 14.4.9 of the SOW – states that PSOs must qualify with their duty weapon. This provision has typically been removed for SOWs in the DC area due to the difficulty in legally transporting weapons to the range for required qualifications. Please confirm that PSOs must qualify with their duty weapon by serial number rather than a similar 40 Caliber S&W.
Answer: Confirmed, PSOs must qualify with their duty weapon by serial number.
29. Pages 59 and 95 of 325, SOW – Section 5.1.2.9 and 11.3.2 respectively, states that CSOCs require the level 1 CSSA certification and Sergeant CSOCs require the level 2 certification. Are current CSOCs certified in level 1 CSSA and Sergeant CSOCs certified in level 1 and level 2 CSSA?
Answer: According to the incumbent contractor, none of the incumbent PSOs or supervisory PSOs possesses these certifications. These certifications are not required on the current contract.
30. Page 60 of 325, SOW – Section 5.1.3.0 provides, “Visitor center posts. PSOs staffing the visitor center posts shall have a minimum of 2 years of specialized experience in using state of the art access control, security management and visitor management systems, data entry/retrieval and administration of security information and programs. PSOs must be proficient in Microsoft Office (i.e. MS Word, MS Excel, MS Outlook, MS PowerPoint, and Internet Explorer).
Please clarify whether all PSOs or just visitor center PSOs are required to be proficient in MS Office.
Answer: All PSOs shall possess basic computer skills and proficiency with standard programs such as Microsoft Office (e.g. Word, Excel etc.) (see SOW 5.1.2.7).
If all PSOs are required to be proficient, are all the current incumbent PSOs proficient in MS Office?
Answer: Unknown, this is not a requirement on the current contract. The incumbent contractor could not provide this information.
31. Page 87 of 325, SOW – Section 9.3.2 of the SOW provides, “Contractor key personnel shall conduct a minimum 15 minutes of roll call prior to PSO assuming post. PSOs not attending roll call will be considered an open post.”
Please clarify whether roll call is billable and included in the hours provided in the Price Schedule.
Answer: Roll call is not billable nor are the hours associated with this requirement provided in the price schedule. This requirement shall be factored into an offeror’s proposed hourly rates.
Please clarify whether Post Exhibit hours include hours associated with roll call.
Answer: No, the post exhibit does not include hours associated with roll call.
32. Page 298 of 325, Proposal Submission Requirements provides:
“3. Proposals shall be comprised of TWO (2) separate sealed envelopes. The first envelope shall contain five (5) copies of the technical (non-price) submission. The second envelope shall contain the original and one copy of the pricing submission and all other documents required by the solicitation (e.g. SF 1449, Pricing Schedule, Price Element Breakdown, Disclosures, Representation & Certifications, Subcontracting Plan (if applicable), etc.). Both of these envelopes should then be sealed in a third envelope that clearly identifies the RFP for which it is being submitted.” Please confirm if the government has a preference on how to bind the proposals; unbounded with binder clips or organized within 3-ring binders?
Answer: The Government has no preference as it relates to how an offeror binds its proposals.
33. Page 3 of 6, Amend 1 – Question 7 states, “The current requirement requires PSOs to be armed with a .40 S&W handgun.” “Please note that all PSOs (including supervisory PSOs) are required to qualify at least semi-annually with the 9mm handgun.”
Please confirm that PSOs (including supervisory PSOs) are required to requalify semi-annually with a .40 handgun and not the 9mm.
Answer: Confirmed. All PSOs are required to qualify semi-annually with the .40 caliber S&W handgun. Please see paragraph G of this amendment.
34. Page 1 of 1, Post Exhibit – Post ID 38, Visitor Center Supervisor is identified as requiring relief. Post ID 11, Patrol and Response is identified as requiring relief.
Please confirm that Post ID 38 is the only supervisor post that requires relief.
Answer: Post 38 does not require relief. Post 36 does require relief and is currently the only supervisory post that does require relief.
Please confirm that Post ID 11, which is a Patrol and Response post, requires relief.
Answer: Confirmed. This post does require relief.
35. Page 1 of 1, Post Exhibit – Post ID 21 has an EMT requirement and a Vehicle requirement.
Please clarify whether the EMT vehicle requires an EMT permit.
Answer: Per SOW 4.1.1, Contractor must obtain, renew, and possess required licenses and permits as specified under this contract and applicable federal, state, and/or local regulating agencies.
Please clarify whether the PSO manning the EMT post is a regular PSO position with EMT capabilities (knows how to use EMT equipment) or if it’s a Certified EMT personnel with PSO responsibilities?
Answer: Armed PSO who is also a certified EMT.
If the answer to Question B is a Certified EMT personnel, does the government require an EMT Basic, EMT Advanced, or a different certification?
Answer: Emergency Medical Technician certification. Also, please see answer to question #14
36. Page 147 of 325, Exhibit 4C – The exhibit provides under the 3 hours of transitional training section, “Contractor must present: a minimum one hour of firearms maintenance, safety, and handling; to include nomenclature, function check, with special emphasis placed on loading, unloading, cocking, and decoking a hammer on a live round. Contractor must present; Handgun: minimum two hours of familiarization fire, excluding associated down time; Shotgun: one qualification course of fire as training.”
Are both the handgun and the shotgun transitional training expected to be performed in a total of three
(3) hours?
Answer: No.
If the answer to Question A is “No,” what is the expected number of hours for transitional shotgun training?
Answer: Per Exhibit 4C, contractor must present a minimum one hour of firearms maintenance, safety and handling for the shotgun and one qualification course of fire as training.
Do all PSOs performing weapons training (transition, initial, and semi-annual) have to be trained under the shotgun qualification course or just PSOs standing post with a shotgun requirement?
Answer: Only PSOs standing post that require a shotgun.
Per RFP, Amendment 1, item 7, since shotguns do not have to be individually assigned, should they be assigned one per post based on the Post Exhibit?
37. FAR 52.222-43 – Price Adjustment for multi-year and option year contracts. Will the government allow a price adjustment under FAR 52.222-43 related to increases in CBA labor rates for hours associated with PIV?
Answer: Service Contract Act price adjustments will be provided in accordance with FAR 52.222-43.
Please note that there is a PIV card issuance station currently onsite at St. Elizabeth’s.
38. Page 1 of 1, Post Exhibit – The post exhibit states that all posts require secret clearance. Per Amendment 1, item 13 states that mobile posts require the DHS suitability. Please clarify if mobile posts require DHS suitability clearance in addition to the secret clearance or if they just require the DHS suitability clearance.
Answer: Amendment 0001, item D13 indicated that the current contract for the mobile scanner only has a requirement for PSOs to have DHS Suitability and no secret security clearance. All PSOs on the present requirement require both DHS Suitability and a secret security clearance.
39. RFP Amendment 1, item 6 provides, “Offerors (including any proposed partners or subcontractors) must possess a facility clearance level of SECRET at time solicitation close. All proposals will be reviewed to ensure that the offeror possesses this clearance. If an offeror does not possess the required clearance, their proposal will be deemed non-conforming to the solicitation’s requirements.” As this is usually not a requirement for subcontractors, could the Government please confirm that subcontracts for this opportunity must possess a facility clearance level of Secret?
Answer. Confirmed.
40. RFP Amendment 1, item 13 provides, “The current contracts also require the PSOs to wear body armor and they are required to have OC spray and batons. Medical standards on the current contracts are identical to the present requirement. There are updated personnel qualifications for the CSOC and Visitor Center posts which are not in the current contract at St. Elizabeth’s. The incumbent contractor has indicated that only a handful of the current personnel meet these new requirements for the CSOC and Visitor Center posts.”
What are these personnel qualifications for which not all incumbent CSOC and Visitor Center PSOs are qualified under the new solicitation? Do these requirements for which they are (or may) not be qualified include baton and OC spray training? How about new medical standards?
Answer: Please see answer to question #9 in relation to the new requirements for the CSOC and Visitor Center posts. The current contract requires that all PSOs have baton and OC Spray training to include those in the CSOC and Visitor Center. The current contract requires the same medical standards as the present requirement, to include those PSOs at the CSOC and Visitor Center posts
Will PSOs who have already undergone OC spray training and are fully qualified under the current contract be required to retrain in OC spray under the new contract during transition?
Answer: No
