D. The following information is provided for informational purposes only:

1. Before asking any questions, please read the solicitation completely and carefully.

2. Questions will only be considered from interested parties (i.e. NAICS 561612).

3. The pre-proposal conference is scheduled for May 12th at 10:30AM at the St. Elizabeth’s

Complex. Please RSVP via e-mail to Debby Abraham. RSVP needs to be sent by 5PM EDT on May 7, 2015. The RSVP needs to include the following information for each attendee as a background check will need to be conducted before admittance is granted to the site: Name (Last, First), Middle Name, Social Security Number, Date of Birth (yyyy/mm/dd), Citizenship and Company. If an attendee does not pass the background check, the company will be notified and that attendee will not be allowed on the site.

Attendees are asked to provide their social security number to facilitate the identification of records relating to them. Without their social security number, the Department of Homeland Security will not be able to admit an individual to the site. Since the requested information is personally identifiable information (PII), this information needs to be password protected when e-mailed. The password will need to be e-mailed separately.

Companies will be provided directions and instructions regarding the pre-proposal conference prior to the conference.

4. Services are currently being performed by Paragon Systems for PSO services at St.

Elizabeth’s. Please note that the mobile scanner operations (Posts 49 to 54 on the post exhibit) are not currently located at St. Elizabeth’s and are also being performed by Paragon Systems on another FPS contract in SW Washington DC. Mobile scanner operations are tentatively scheduled to move to St. Elizabeth’s in early FY16.

5. With regard to the Post Exhibit, all posts are armed. Further, “M-F” posts exclude federal holidays while “7 days” posts include federal holidays.

6. Offerors (including any proposed partners or subcontractors) must possess a facility clearance level of SECRET at time solicitation close. All proposals will be reviewed to ensure that the offeror possesses this clearance. If an offeror does not possess the required clearance, their proposal will be deemed non-conforming to the solicitation’s requirements.

7. Incumbent Protective Security Officers (PSOs) are currently armed with the Glock 17 9mm handgun. The current requirement requires PSOs to be armed with a .40 S&W handgun. Accordingly, the 3 hours of transitional weapon training will be required (see Exhibit 4C). Please note that all PSOs (including supervisory PSOs) are required to qualify at least semi-annually with the 9mm handgun. PSOs cannot share handguns and each PSO shall be assigned their own handgun. Please note that there is a requirement for shotguns under this solicitation and shotguns do not need to be individually assigned.

The current contract has the same number of posts that require the shotgun as the present requirement.

8. Please note that the following requirements are not part of the present contract.

9. Word versions of Attachment 3 – Past Project Form, Attachment 4 – Past Performance Questionnaire, and Attachment 10 – Extent of Participation by Small Disadvantaged Businesses are attached.

10. An Excel version of Attachment 6 – Price Element Breakdown is attached. The Government does not guarantee that the formulas within the spreadsheet are correct. If contractors choose to use the spreadsheet, they should check all calculations for accuracy.

11. With regard to questions concerning the collective bargaining agreement (CBA), the Government will not interpret provisions of these documents for potential offerors (e.g.

supervisory positions etc.). Please refer to the applicable Federal Acquisition Regulations and Code of Federal Regulations as they relate to the Service Contract Act. Service Contract Act price adjustments pursuant to FAR 52.222-43 will be conducted on the anniversary date of the contract (i.e. October 1, 2016, October 1, 2017, etc.).

12. The screener training on the current contracts will not carry over to the new contract.

This training was provided by the Government. The present requirement requires an initial 16 hours of contractor provided screener training for x-ray posts and 8 hours of contractor provided screener training for non-x-ray posts. The x-ray and non- x-ray posts are identified on the post exhibit. The Government will train and certify contractor instructors who then will train the PSOs.

13. Please note that this contract requires a dedicated onsite contract manager, the current contracts do not have this requirement. The current contract at St. Elizabeth’s requires one 24/7 EMT post which is the same requirement in the present requirement. Also, the number of posts on the present requirement requiring the CBRNE training is the same number of posts on the current contract for St. Elizabeth’s. The current contracts also require the PSOs to wear body armor and they are required to have OC spray and batons.

Medical standards on the current contracts are identical to the present requirement. There are updated personnel qualifications for the CSOC and Visitor Center posts which are not in the current contract at St. Elizabeth’s. The incumbent contractor has indicated that only a handful of the current personnel meet these new requirements for the CSOC and Visitor Center posts. All PSOs currently on the mobile scanner contract have had the mobile scanner training; however, as previously indicated, these operations are not currently located at St. Elizabeth’s. All posts on the current St. Elizabeth’s contract require a secret clearance. All posts on the current contract for the mobile scanner operation require DHS Suitability.

14. The Government anticipates that staffing will be significantly increase over the life of the contract especially in year two and three of the contract which is why there are significantly more hours in the schedule than what is reflected in the post exhibit. These additional requirements are not known at this time. The post exhibit only reflects the anticipated known post requirements and is subject to change. This is an ID/IQ type contract and the Government is only obligated to order the minimum amount and may order up to the maximum amounts specified on the SF1449. Contractor will need to staff requirements as they are ordered.

15. With regard to questions concerning the incumbent PSO training records, as the incumbent contractors maintain all training records, the Government cannot guarantee which records will be available to the successor contractor and the successor contractor assumes all risk in relation to this requirement. Contractor will need to coordinate with the incumbent contractor to obtain this information. PSOs shall have all training records in relation to the contract’s requirements in order to stand post under this effort.

16. With regard to questions concerning potential site visits, site visits will not be provided to potential offerors. While the preproposal conference is on site, offerors will not be allowed to walk around the complex.

17. With regard to questions concerning GSA Schedules, the following applies: This RFP is not a GSA Schedule acquisition conducted in accordance with FAR 8.4; therefore, offerors are not required to have a GSA Contract and the Industrial Funding Fee (IFF) does not apply.

18. Space for contractor personnel will be at the discretion of the individual agencies.

Currently, space is being provided for contractor personnel. Contractor is responsible for furnishing any office equipment if space is provided as well as any computers, copiers, printers etc.

19. Any introductory letters or executive summaries provided as part of an offerors technical proposal will count against the page limitation.

20. Please include your representations and certifications as well as the SF 1449 and signed amendments with your price proposal. If these documents are included in the technical proposal, they will count against the page limitations. Continuation pages for the Past Project forms do not count against the page limitations.

21. Please note that all supervisory personnel shall be trained, uniformed, equipped and armed per the contract requirements.

22. All PSOs are required to have a PIV card before they can work at the site. All incumbent PSOs have a PIV card at St. Elizabeth’s. PSOs working at the mobile scanner do not currently have PIV cards. PIV cards will be issued in Bren Mar (Alexandria), VA or another DHS PIV card issuance facility (there is currently one onsite at the St. Elizabeth’s Complex as well as numerous other locations in the DC metropolitan area). Offerors shall price this requirement out (i.e. travel time, waiting in line, etc.) in their proposal. It is estimated that it will take 20-30 minutes for a PSO to receive their PIV card once they are signed in at a DHS PIV card issuance facility.

23. Please note that once a PSO has the required suitability and security clearance, the contractor will be required to submit paperwork (DHS Form 11000.25, DHS Form 11000-6, SF85P, DHS Form 11000-9, Visit/VAR Letter, DHS Fitness Letter, JPAS Summary) to the COR to get a PSO approved in the DHS Integrated Security Management System (ISMS) before they can stand post on this contract. This ISMS approval process may take several months or longer. Once they are approved in ISMS, then additional paperwork is required, per the contract, in order for a PSO to obtain a PIV card. Sponsorship for a PSO to obtain their PIV card is dependent on a number of issues and may take several weeks or longer as well.

24. As explained in sections 3.5.3 and 5.2.1.3 of the Statement of Work, it is the responsibility of the contractor to be in compliance with any OSHA regulations.

25. With regard to questions concerning weapon storage, there is a centralized area designated for weapon storage at this location. Please note that clearing barrels, gun lockers, etc. (SOW 14.4.3) are contractor furnished. Please note that in relation to SOW reference 14.4.6, weapons are stored on site. Contractor will also have access to a roll call room in order for them to provide the required roll call briefings (SOW 9.3.2). This is located in the same building as the armory.

26. TAS hours have been very minimal under the current contract. There have been no TAS hours ordered in FY15.

27. There is no requirement for DC Special Police Officers under this effort.

28. Please note that guard mount is not required in the contract or the collective bargaining agreement. The roll call time required in the contract is not guard mount (SOW 9.3.2).

Contractors shall use their business acumen in relation to pricing out guard mount for this requirement.

29. Per 14.3.1 of the SOW, the contractor shall not use any of the five vehicles required in this contract (Exhibit 8F) to transport personnel to and from post on this contract.

Contractor may provide additional vehicles for transportation of its personnel to and from post.

30. As it pertains to the NWDTP screener training, please note that the OJT requirement can be conducted while the certified screener is on duty at a screener post. The student instructor ratio is 1:1 for purposes of this training. Please note that a supervisor crosstrained as a NWDTP instructor cannot perform duties for both positions simultaneously. If an x-ray and non x-ray post are co-located, the NWDTP Instructor cannot conduct OJT for both on duty screeners at the same time.

31. While there is a wage determination for the mobile scanner site, offerors shall price out the mobile scanner posts in accordance with the CBA (CBA 2013-6253, Revision 1) included with the solicitation. The wages and fringe benefits for the wage determination at the mobile scanner site are lower than those contained within CBA 2013-6253, Revision 1.

32. Please note that unarmed efforts would not be considered relevant past performance under this solicitation.
