Questions

1. How accurate are the estimated quantities? Does this data come from a previous contract or are they extrapolated estimates based on the size of the police force or similar scoped contracts?

Answer: The estimates are based off previous contract history. The estimates provided are “not to exceed” estimates.

2. If estimates are not accurate, will the vendor be compensated for the difference? For example, final year clothing quantities are 50% estimates, will there be a minimum fixed price payment to the vendor? I ask this because considerable expense and business process improvement will be needed to accommodate the estimated figures.

Answer: No. The resultant contract will be a requirements type contract under which firm fixed price orders will be issued. Under a requirements type contract, the Government is not required to order nor is the contractor required to furnish a stated minimum quantity of supplies or services.

3. Please describe the drop off/pick up locations: will it need to be staffed or will the officers use the honor system to pick up and drop off their uniforms?

Answer: No, an FPS Officer will be in charge of handling the pick-up and drop off of all uniforms.

4. Are officers allowed to drop off non-uniform items such as personal clothing for cleaning at the

(2) drop off locations? If so, would we be able to bill them personally?

Answer: No, officers cannot use this contract for personal items.

5. In reference to the line item for each contract year "Alterations of Uniform items": which alterations specifically will be needed? This could include pants hems, letting in/out of waists, jacket sleeves, taking in of jackets, etc. It is difficult to price a line item labeled "Alterations" without specific requirements as pricing for the various alterations is different.

Answer: There is only one CLIN for each period of performance associated with alterations and only one price can accepted for the alteration CLIN. It will be a business decision for each offeror to determine how to best price the alteration CLIN.

6. Item no. 1010 appears to be in error-It reads "Uniform Patches Sewed" which is a repeat of line

no. 1008. I believe this item no. should read "Alterations of Uniform Items" similar to other years. Should I price this line no. as it currently reads or as "Alterations of Uniform Items", in which case please refer to the questions above.

Answer: Please see Amendment 000002, second line

7. Who is the incumbent contractor, and what was the award amount?

Answer: Fill Holdings, $420,000

There is no change in the quotation submission date, the quotation due date remains Wednesday, November 27, 2013 at 1:00pm Eastern Standard Time.
