A. For purposes of determining past performance relevancy it is important to demonstrate and provide evidence of past performance for work similar in size, scope and complexity to that described in the solicitation. As an example, past performance demonstrating armed security officers is relevant, whereas past performance demonstrating only unarmed security officers is not relevant.

B. Standard Form 1449 is hereby deleted in its’ entirety and replaced with the attached to reflect accurate numbering of the Collective Bargaining Agreements.

C. The following questions and answers are provided for informational purposes only:

Q7. Amendment 0001, Paragraph Z states, “… there are areas designated for the storage of weapons at most or all of the sites…”

Please identify any sites that do not provide designated weapons storage areas.

Do any of the designated weapons storage areas include Government provided weapons storage containers and/or bullet traps? If so, please identify the site and the equipment provided at that location.

A7. All the sites on this RFP have weapon storage space provided by the government, but the storage equipments/clearing barrels are owned by the vendors. Please refer to the Scope of Work Section 14.4.3, which states that the contractor shall provide applicable accessories such as clearing barrels, trigger locks, gun lockers, cleaning products, etc.

Q8. Exhibit 4 does not list any required training for supervisors. In our past experience with FPS contracts, the supervisors must be trained to the same standards as each security officer. In addition to this training, they were required to complete a 9 hour supervisory training course. Can the government please clarify the training requirements for supervisors?

A8. See Amendment 00001 paragraph CC, which states that all supervisory personnel shall be trained, uniformed, equipped and armed per the contract requirements. Per the Scope of Work Section 6.4.2 Supervisory PSOs must complete the training and testing requirements established under Section 6.4.1. Section 6.4.1 contains the training and testing requirements for the Protective Security Officers. Hence, each Supervisory PSO must complete the same training and testing requirements as the Productive PSOs. There is no longer a requirement to complete a 9 hour supervisory training course.

Q9. Page 6 of the RFP states that services shall be furnished via a firm-fixed price contract with fixed monthly rates, with the exception of the line items for Temporary Additional Services which will be hourly rates. This statement appears to match the CLIN structure provided with the SF1449; however, the standard from itself states that the government intends to award an Indefinite Delivery/ Indefinite Quantity contract. Will the government please clarify the type of contract it intends to award under this solicitation?

A9. As stated in the Request for Proposal (RFP), the government intends to award an Indefinite Delivery / Indefinite Quantity contract with fixed monthly prices and hourly rates for Temporary Additional Services. The IDIQ contract governs how the requirements are issued or "delivered" (via task order), whereas the fixed monthly rates and hourly rates govern how the task orders are priced and are subsequently paid by the Government.

Delivery and payment are separate components of this contract vehicle.

Q10. Does the Government anticipate the current proposal due date of November 8, 2011 to be extended?

A10. No.
