Attachment 10 -- Frequently Asked Questions

1. Question: Who is the incumbent?

Answer: Alutiiq Diversified Services

2. Question: Section 9.3 Time & Attendance: With a requirement for electronic timekeeping records, will the 139 also be required? If so, which record will be considered authoritative if there are discrepancies between the electronic system and the 139?

Answer: Per SOW section 9.4, form139s are required. If there are discrepancies the 139 will be authoritative.

3. Question: Section 9.5 Post Tracking System: will contractor be allowed to use the time and attendance system in lieu of a Post Tracking system?

Answer: The Post Tracking System will be used in the future as stated in SOW section 9.5.1; it is not an immediate requirement. Contractor must comply with SOW sections 9.3 and 9.4.

4. Question: Post Tracking System: does this solicitation require a FPS Post tracking system at this time, or will this be an amendment in the future?

Answer: No, the Post Tracking System is not an immediate requirement. FPS will use a Post Tracking System in the future. Please refer to SOW section 9.5.1.

5. Question: What locations will be used to obtain PIV cards?

Answer: PIV processing locations can be found at the link listed in Exhibit 11, Section C.2, or at the following link:

https://dhs.authentx.com/dhs/appointments/frm-centerlist.html

6. Question: RFP Reference: Statement of Work, Subsection 13.5 DHS HSPD-12 Personal Identity Verification (PIV) Cards. Would the government please confirm that the total processing time of 20 minutes includes all of the following processing activities:

“The Contractor Employee shall complete each form and return to the Contractor.

a. DHS Form 11000-14

i. Complete Section I and Section II and sign/date the USER Agreement

ii. Email Address: Required only for logical access to (.gov) IT systems

b. DHS Form 11000-27

i. Complete Section I”

Answer: The estimated processing time of 20 minutes per person is just for the processing time at the PIV card issuance location. This estimated processing time does not account for the completion of forms.

7. Question: RFP Reference: Statement of Work, Subsection 5.2 Medical and Physical Qualifications and 5.3 Fitness Determination: Are the incumbent employees currently qualified to the Fitness requirements set forth in the RFP?

Answer: No, they are not currently qualified to the fitness requirements set forth in the RFP.

8. Question: RFP Reference: Statement of Work, Subsection 5.2 Medical and Physical Qualifications and 5.3 Fitness Determination, pages 64-68: Would the Government please confirm that all incumbent staff will be required to undergo a new Fitness Determination and pass all medical, physical and fitness requirements presented in this RFP prior to the start of the new contract?

Answer: The incumbent force will require new medical certifications. Reference Statement of Work 5.2.2.1.

9. Question: If the successor contractor uses the same weapons platform as the incumbent, will weapons qualifications under the incumbent be deemed adequate for the successor (until the next scheduled qualification) or will all PSO’s require recertification during transition?

Answer: Please refer to SOW Section 6.6.3.1. If the PSO is issued a new duty weapon, he/she is required to qualify with the new weapon; otherwise, the PSO will not be required to requalify. It is important to note that requalification is not required only when the PSO is issued the exact same weapon that the PSO is currently using, not just the same make/model. If it is not the exact same weapon, requalification is needed.
