The purpose of this amendment is to answer vendors’ questions regarding the subject solicitation as well as to make changes to the solicitation. Section A outlines the vendors’ questions and the Government’s responses while Section B amends the solicitation. Note: the Government does not anticipate answering any more questions.
A. The following questions and answers are hereby provided for informational purposes only.
1. QUESTION: Please provide the NWDTP Post Requirements ANSWER: See Post Exhibit incorporated via this Amendment 0005.
2. Philadelphia Post Table – Building PA 0809 Post 8 and Post 10A indicated 6:00 AM to 6:00 PM / 24/7. Please confirm whether or not these are 12 hour or 24 hour posts.
3. QUESTION: Are there any guards or supervisors under the current contract NWDTP trained?
If so, how many?
ANSWER: To the knowledge of FPS, no incumbent guards or supervisors are NWDTP trained.
All PSOs and supervisors assigned to screening posts must receive the NWDTP training in accordance with SOW Section 6.7.4 PSO Training Requirements and Exhibit 8.
4. QUESTION: Exhibit 13 – Philadelphia Post Exhibit. The Monday-Friday posts at Buildings PA0143 and PA0882 do not specifically state they are closed on holidays. Will the Government confirm that service is required on Federal holidays at buildings PA0143 and PA0882?
5. QUESTION: Exhibit 13 – Philadelphia Post Exhibit. Building PA0642, Post 2 lists the hours of operation as 0700-1700. It further states that this is a total of 9 hours; however, a shift from 0700-1700 is 10 hours. Will the Government confirm that the total hours per day at building PA0642, post 2 should be 10 hours?
6. QUESTION: Exhibit 13 – Philadelphia Post Exhibit. Building PA0796 and buildings PA0277, PA0865, PA0582, and 9908PA (hidden rows 133-136) each have posts listed as TBD. .
Should the TBD posts/locations be removed from the current post exhibit?
ANSWER: ODAR hearings do not have a set schedule. Schedules are typically provided weeks in advance of the requirement to the vendor from the Contracting Officer Representative.
7. QUESTION: Exhibit 13 – Philadelphia Post Exhibit. Building PA0809, Posts 4, 4a, and 10a are listed as being open 0600-1800 for a total of 12 hours per day at each post. Posts 5 and 8 at the same location are listed as being open 1800-0600 for a total of 12 hours per day at each post.
The performance days for each of these posts are 24/7. Will the Government confirm if these are 12 hour posts rather than 24 hour posts? Will the Government confirm that these posts are operational 7 days per week?
8. QUESTION: Exhibit 13 – Philadelphia Post Exhibit. The post exhibit provided does not specify which posts require X-Ray or Non X-Ray Screening Training. Will the Government clarify which posts require X-Ray Screening Training, Non X-Ray Screening Training, or neither?

Will the Government confirm that the performance start date is estimated to be 5/1/17 meaning the full performance period for the base year is 12 months with phase-in taking place prior to that time?
ANSWER: The transition period is 120 days from date of award. The period of performance starts after the 120 day period and will consist of a 12-month base period.
11. QUESTION: Attachment 1 – SOW Section 5.2.2.1. SOW Section 5.2.2.1 states that PSOs shall undergo a pre-employment medical and physical examination. Is the incumbent workforce qualified to the medical standards for this new effort?
ANSWER: Yes.
12. QUESTION: Is the incumbent workforce required to complete a new medical examination even if they have been medically cleared to work on the existing contract?
ANSWER: The incumbent workforce is required to complete a medical examination when the current certification expires.
13. QUESTION: Does the medical examination need to be completed at any time throughout the employee’s term of employment (i.e. every 3 years)?
ANSWER: A PSO completes a medical exam every three (3) years after the initial exam.
14. QUESTION: Attachment 1 – SOW Section 5.2.3.1. SOW Section 5.2.3.1 states that all PSOs shall submit to a urine drug screening as part of pre-employment regardless of the PSOs past employment with a different vendor. Will the Government confirm that all incumbent employees must undergo a new drug screening prior to working on the newly awarded contract even if they have passed the appropriate drug screenings on their existing contract?
ANSWER: No, incumbent PSOs with current drug screening certifications are not required to undergo a new drug screening prior to working on the new contract.

ANSWER: If a negotiated CBA is presented to the Government, it will be provided.
b. Would the government please clarify if the bidders should freeze the base period wages and benefits for the entire period of performance (Base plus Option years)?
ANSWER: It is incumbent on the respective contractor to determine pricing strategy, however, the Contractor is cautioned that its proposal may be rejected if it is found to be materially unbalanced in the base period or any option periods. ANSWER: Not applicable.
c. Does the Government provide locker rooms and/or break rooms for gear-up/gear down?
ANSWER: No.
40. QUESTION: Reference: Attachment_6_PRICE_BREAKDOWN, Row 7, Training Hours per FTE. Assuming there are posts that may require X-Ray and/or Non X-Ray training, and as such, would require different training hours for certain FTEs based on their post locations, would the Government please clarify how should the bidders should show the different training hours per FTE in Row 7?
ANSWER: The price breakdown template under row 7 of the FTE tab is requesting the training hours per an FTE priced in the offerors price proposal. ANSWER: See Post Exhibit incorporated via this Amendment 0005.
44. QUESTION: The SOW in Paragraph 12.1.2 states “The Post Exhibit will specify which posts require provision of a relief PSO if the assigned PSO is taking a break or meal period to ensure continuous/uninterrupted coverage. The Contractor must provide a replacement PSO for each employee on an authorized break where the post exhibit specifies relief/continuous coverage.”
