1. Introduction

1.1 General Information

Department of Homeland Security Nebraska Avenue Complex 3801 Nebraska Avenue, N.W.

Washington, DC

The Nebraska Avenue Complex (NAC), housing the Headquarters of the Department of Homeland Security, is assessed as Facility Security Level (FSL) Five. FSL V is the highest level possible according to the Interagency Security Committee (ISC) Standards, and on a par with the Pentagon, the White House, the US Capitol and a number of other iconic national landmarks. The NAC meets or exceeds every tangible ISC criteria, and houses the Secretary and Deputy Secretary, as well as 3000 Federal employees. Inasmuch as the Department was established as a direct result of the terrorist attacks of 9/11, it is a symbol of national resolve of a particularly profound importance in the context of security.

FPB considers PSO positions equivalent to the Department of Labor, Service Contract Act Directory of Occupations, 27102 Guard II. In addition, FPB considers PSO positions equivalent to the Occupational Safety and Health Administration (OSHA) First Responder, Awareness Level, 29 CFR 1910. 120(q)(6)(i).

1.2 Force Protection Branch

The Force Protection Branch is responsible for providing contractor oversight, conducting law enforcement and protective security services, and leveraging access to the intelligence and information resources of our network of Federal, state, local, tribal, territorial, and private sector partners. Every day we protect the homeland by managing risk and ensuring continuity for one of the Nation’s most critical facilities, the Department of Homeland Security Headquarters, Nebraska Avenue Complex (NAC).

PSOs perform an exceptionally crucial role in support of the FPB mission and are typically the first contact for visitors within a Federal facility. In this exceedingly visible role, PSOs serve as a vital defense-in-depth countermeasure. Contractors and their employees shall be vigilant in performing their duties in a courteous and professional manner.
