Summary of Changes to Solicitation HSHQDC-15-R-00050 through Amendment 000004
A. The purpose of Amendment 000004 to DHS Solicitation HSHQDC-15-R-00050 is to make changes to Sections C, D, E, H, and update/revise Attachments 1 and 13. Accordingly, the amendment provides the following information:
1. In Section C of the solicitation, the Table of Contents located on page C-1 has been updated to reflect the changes identified in this amendment.
2. In Section C of the solicitation, Item c.3 located on pages C-9 and C-10 is hereby deleted in its entirety and is replaced with the following text:
3. Manage, operate, sustain, and enhance the NBACC as a safe, secure, and efficient facility. The NBACC facility has an estimated 160,000 gross square feet to include estimated Laboratory space of 20% BSL-4, 53% BSL-3, and 27% BSL-2. Total estimated staff is approximately 168. A photograph of the NBACC facility is provided as an attachment to the Request for Proposals (See Attachment 7 in Section J of this contract/solicitation)
The efficiency will be measured through Government approved performance measures such as Condition Index, Annual Operating Costs, Mission Dependency, Repair Needs, Utilization, and Sustainability. The repair needs will be identified for the NBACC yearly using an industry standard methodology. For the first year, perform a baseline property condition assessment in accordance with ASTM E2018-08 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process. Thereafter, every four years, conduct a detailed Facility Condition Assessments (FCA). The deliverable for the FCAs will be an updated list of performance measures stated above and an Asset Management Plan (AMP), highlighting short (1-year) and long term (2-3 years) repair needs. Also, the Contractor shall develop a Capital Projects Plan that indicates out years funding requirements. Note the reference for this requirement is S&T’s Official RP Guidance in S&T RP Manual dated September 24, 2013 and as amended. The deliverables shall be provided to the COR, PCO, and ASD/CAO as identified in the Contract Data Requirements List (CDRLs), Attachment 1 to this solicitation/contract.

3. In Section C of the solicitation, Item K.1 on page C-20 is hereby deleted in its entirety and is replaced with the following text:
1. Perform overall integrated planning, acquisition, maintenance, operation, management and disposition of Government-owned, Contractor-operated facilities and infrastructure. The NBACC Contractor will manage the maintenance operations through the use of Industry recognized Computer Aided Facility Management (CAFM) software to plan, schedule, and implement maintenance. The Contractor will submit quarterly reports of maintenance efficiency highlighting agreed upon performance measures.” Note that for this requirement, there is no reference. It is a Facilities Management Industry’s Best Business Practice.

4. In Section C of the solicitation, Item K.2 on pages C-20 and C-21 is hereby deleted in its entirety and is replaced with the following text:
2. Incorporate Life Cycle Plan & Costing for all systems contained within NBACC operations scope to include systems implemented to manage Government property under the control of the Contractor. Due to recent Executive Order 13693, energy efficiency of DHS buildings is extremely important. The Contractor will manage building energy in such a manner so that the energy consumption per gross square foot of the NBACC in fiscal years 2016 through 2025 is reduced, by the following percentages:

Performance will be assessed in terms of site-delivered energy or in terms of primary energy from fossil sources based on the initial 2014 baseline and meet the goals cited above. Energy Conservation Measures (ECM) identified during FY13 Energy Assessment through the DHS Mission Sustainable Energy Program is available for reference.

5. In Section C of the solicitation, the following statement is hereby added to Item K.4 located on page C-21:
“The management system shall include environmental and safety management and conform to the latest editions of ISO 14001 and ANSI/AIHA/ASSE Z10, respectively.”

6. In Section C of the solicitation, the following statement is hereby added to Item K.5 located on page C-22:
“The safety management program shall include environmental and safety management and conform to the latest editions of ISO 14001 and ANSI/AIHA/ASSE Z10, respectively.”

7. In Section C of the solicitation, the following statement is hereby added at page C-38 before the header “For Work-For-Others (WFO) Program (Applicable to Item 0006 and if Option Line Items 1005, 1105, 2005, 3005, and Award-Term Incentive Periods 4005, 5005, 6005, 7005, and 8005 are exercised/awarded by the Government in accordance with the applicable regulations/guidance)” located on page C-39 of the section:
The Sunflower Asset Management System (SAMS) must be used as the system of records for asset management. The reference for this requirement is DHS Management Directive 119-02 entitled Real Property Management Program and DHS Management Directive 119-03 entitled Personal Property Asset Management Program.

8. In Section C of the solicitation, the table entitled “Deliverable Requirements for the NBACC FFRDC Project” located on pages C-39-C41 of the section has been reformatted in order to improve overall readability.
9. In Section C of the solicitation, Item 9 of the table entitled “Deliverable Requirements for the NBACC” located on page C-40 of the section has been deleted in its entirety and is replaced with the following:

13. In Section D of the solicitation, paragraph (d) of Clause D-2 entitled “Hazardous Material” is hereby deleted in its entirety and is replaced with the following text:
d. To ascertain which Department of Defense, Department of Homeland Security, and/or local installation regulations concerning hazardous materials may impact on this contract, the Contractor should contact the DHS/S&T Environmental Safety & Health (ESH) Branch Chief.

14. In Section E of the solicitation, the following text is hereby added after the first sentence of paragraph in Section E.9 entitled “Quality Management System Requirements” located at page E-7 of the section:
“In addition, the Contractor shall provide and maintain a Safety, Health, and Environmental Management System (SHEMS). The SHEMS shall include environmental and safety management and conform to the latest editions of ISO 14001 and ANSI/AIHA/Z10 respectively.”

15. As a result of the addition of new text in Section E identified in item 14 above, Section E’s formatting was refreshed and the Table of Contents located on page E-1 was updated accordingly.
16. In Section H of the solicitation, the text for Clause H.31 entitled “External Regulation” located on page H-43 is hereby deleted in its entirety and is replaced with the following:
The Parties commit to full cooperation with regard to complying with any statutory mandate regarding external regulation of NBACC facilities, whether by the Nuclear Regulatory Commission (NRC), the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and/or State and local entities with regulatory oversight authority, and including, but not limited to the conduct of pilot programs simulating external regulation, and the application for materials, facilities, and/or other licenses by or behalf of the DHS.

17. In Section H of the solicitation, the address for the DHS Office of Inspector General in Clause H.32 entitled “Agency Office of Inspector General” located on page H-43 is hereby deleted in its entirety and is replaced with the following table:

18. As a result of the addition of new text in Section H identified in items 16 and 17 above, Section H’s formatting was refreshed and the Table of Contents located on page H-1 was updated accordingly.
19. As a result of the above additions/changes in the deliverables section of the solicitations Statement of Work found in Section C, Attachment 1 to the solicitation entitled “Contract Data Requirements List” has been updated through the addition of CDRLs A037 (Facility Condition Assessments (FCAs), A038 (Asset Management Plan (AMP), and A039 (Capital Projects Plan (CPP). Attachment 1 to the solicitation is hereby deleted in its entirety and is replaced with the updated Attachment 1 that is attached to this amendment.
20. Also, as a result of the above changes/additions to the deliverables section of the solicitation’s Statement of Work found in Section C, Attachment 1 to the CDRL for this solicitation has been updated to incorporate the addition of CDRLs A037 through A039. Those changes are identified in the document through bold green font on pages 4, 14. In addition, the updated Attachment 1 to the CDRL now has pages that are numbered and an updated Table of Contents. Attachment 1 to the CDRL is hereby deleted in its entirety and is replaced with the updated Attachment 1 to the CDRL that is attached to this amendment.
21. The number and title of the regulation for Item (g) found under Number 27(d) entitled “Chemical Safety” located on page 10 of Attachment 13 entitled “Listing of Applicable Directives” has been deleted in its entirety and has been replaced with the following:
