J.3.1 Labor Category Descriptions
Program Manager:
Education: M.S./M.A. degree
General Experience: Must have at least 15 years of experience in the management of Human Systems Integration development and application projects
Oversees the development and execution of programs and is accountable for the quality and timely delivery of contractual items under the contract terms and conditions. Serves as point of contact with client, and performs day-to-day management of contract execution. Establishes and maintains technical and financial reports demonstrating project progress and delegates responsibilities to subordinates and oversees successful contract/task order completion.
Ensures senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision. Oversees the execution of single or multiple task orders. Responsible for staffing, project planning, production, quality, project financials, and staff direction and oversight, and providing deliverables under the task order. Manages the client interface at the COR level.
Subject Matter Expert:
Education: Ph.D. degree.
Specialized Experience: Must have at least 10 years of experience in the area of Human Systems Integration. May have expert credentials or be recognized as an authority. This includes any relevant board certifications in the area of HSI, awards or honors in the area of HSI, or an extensive publication record in the area of HSI.
Duties: Provide task unique functional expertise necessary to interpret requirements, ensure responsiveness and achieve successful performance. Assist engineering staff with the analysis, evaluation and implementation of systems and other engineering tasks. Provide technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Participate as needed in all phases of science and engineering disciplines with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases. Apply principles, methods and knowledge of the functional area of capability to specific task order requirements and exceptionally difficult and narrowly defined technical problems in Human Systems Integration to arrive at the appropriate solution. May have authored and published articles or books in field of expertise.
Junior/Mid-Level Systems Analyst:
Education: M.S./M.A. degree
General Experience: Must have at least 2-5 years professional experience as an Analyst in Human Systems Integration. Must be able to apply relevant scientific principles to all types of development efforts as required by position being filled. Must be able to perform research into system-specific problems; plan for solutions; and recommend software and systems.
Specialized Experience: Must have at least 5 years professional experience in analysis related to Human Systems Integration. This includes, but is not limited to, experience in conducting human performance requirements analysis, functional allocation, task analysis, human performance testing and evaluation, and user centered design.
Duties: Derive human performance requirements and conduct performance evaluations to serve as inputs to system development efforts. Conduct or assist senior staff with the analysis, evaluation and implementation of human systems integration and other relevant tasks. Draft relevant reports and report data as required. Participate as needed in all phases of science and engineering disciplines with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases. Apply principles, methods and knowledge of the functional area of capability to specific task order requirements and exceptionally difficult and narrowly defined technical problems in Human Systems Integration to arrive at the appropriate solution. May have authored and published articles or books in field of expertise.
