The following Industry Questions and DHS Responses are provided regarding Task Order 01 Section 4.5, which states "the Contractor shall provide implementation and development project team resources to support the consolidation, integration, or interoperability of existing DHS Sensitive but Unclassified (SBU) Information Sharing and Collaboration Portals or Applications on the HSIN Platform.

1. Question: How large is the current HSIN 1.x SharePoint site?

DHS Response: ~37K users and ~15TB work of data.

2. Question: How many site collections are included?

DHS Response: ~1000K and not relevant to PMO contract.

3. Question: How many documents are stored on the site?

DHS Response: This information is not relevant to the HSIN PMO requirement.

4. Question: How large is the HSIN 1.x SharePoint database?

5. Question: Are there custom components in HSIN 1.x (SharePoint 2003) that need to be upgraded to SharePoint 2010?

DHS Response: No.

6. Question: Will HSIN 2.x data be migrated to HSIN 3.x?

DHS Response: Users and relevant content only will be migrated to HSIN 3.x.

7. Question: How many other portals will be consolidated into HSIN 3.x under this Task Order?

DHS Response: The target for FY 2012 is 7.

8. Question: What are the different data streams of current HSIN?

9. Question: Is there implementation requirement that would require development for the contractor that is awarded the task?

DHS Response: Yes, in partnership with the HSIN 3.x development contractor.

10. Question: With regards to task 4.5, is there any implementation or development deliverable other than PM, Scrum support and requirements analysis?

DHS Response: Yes; systems engineering lifecycle (SELC) documentation will be produced by the HSIN development contractor.

11. Question: We would like to propose exceptionally qualified personnel for the key positions. They are currently working on similar but non-sensitive DHS projects. These individuals would require either renewed or new SECRET clearances. Is this a detrimental factor?

DHS Response: Please refer to Solicitation Provision FAR 52.212-1 and Solicitation Attachment D for Proposal Content and Proposal Evaluation Information.

12. The following Industry Questions and DHS Responses address the HSIN 3.X Statement of Objectives (SOO) which was provided solely for informational purposes under Amendment 000004 to provide Offerors’ insight into the HSIN Program and assist Offerors’ in their proposal preparation efforts.

SOO Section Question & DHS Response

3. Deliverable Details

Plan (PMP) that describes the contractor’s overall approach to management of the task order

- Within the proposal the contractor shall submit a draft version of the Project Management as well as information on the following subjects:

• Project Management Approach

• Requirements Management

• Release Management

• Quality Management

• Schedule Management

• Risk Management with Risk Register based off of proposal assumptions

• Testing Approach This Project Management Plan should be refined during the transition phase and finalized before starting the initial agile development sprints.

Question: Is the Government requiring this information as part of the Task Order 1 response in addition to the original requirement – (Staffing and Management Plan for Task Order 1)? If so, is this to be included within the 4 pages allocated for this section? If not, can the Government please provide revised instructions regarding how we are to address these areas within our proposal response, including page limitations, outline, etc.?

DHS Response: The SOO was provided for informational purposes only. The Solicitation does not request the Offeror to address SOO deliverables in its Proposal responses. Please refer to Solicitation Provision FAR 52.212-1 and Solicitation Attachment D for Proposal Content and Proposal Evaluation Information.

Section 3.0 Question: In Section 3.0, the SOO states "The contractor will comply with HSIN Project Management Office (PMO) methods, tools, standards and data requests." Are the methods, tools, and standards referred going to be the proposed approach we develop in SOW - Subtask 1.1: Program Management Processes and Methodologies (HSHQDC-11-R-00144)?

DHS Response: No. The HSIN Program is a mixed lifecycle program. Some methods, tools, and standards exist. The contractor is invited to improve upon them.

DHS Response: Yes.

General Question: What is the role and level of involvement of the PMO contractor during the transition period? Will the contract be awarded prior to that period?

DHS Response: The HSIN Development Contract has already been awarded. The effort will be in assisting the government in overseeing HSIN 3.x implementation.
