Section Question and DHS Response
Amendment 00004:
Attachment_A1-Revised & Attachment_1_Questions_ and_Answers_III
Question: When adding the Base Year and Transition Hours for Task Order 1 (see calculation below) the total number of FTEs is 14. Can the Government please provide the basis of its calculation to derive the 15 FTEs specified in its response to Question 13? Also, when totaling the hours specified in Attachment A-1 for the Base Period they equal 42,270 (42,270/1920 = 22.25 FTEs). The LOE specified in response to Q11 of 23,200 and 3,680 for the Base period leave residual hours of 15,390 or 8 FTEs. Is the Government expecting that these 8 FTEs will be working on future Task Orders and not Task Order 1? Did the Government use the same labor hour methodology in determining its response to Q11 as in Attachment A-1 (crossing Fiscal Years)?
DHS Response: The 15 FTE estimate was provided solely as historical information and should not be construed as the Government’s requirements for the HSIN PMO. The 15FTE should not be correlated to the DHS Response to Q11. The hours provided in Amendment 00004, Attachment A1 are for evaluation purposes only as stated in Attachment D.
Amendment 00004:
Attachment_A1-Revised & Attachment_1_Questions_ and_Answers_III
Question: The Government is overlapping Fiscal years in order to determine the pricing. Is there a reason why the Government is combining Fiscal years and converting the pricing to a Calendar Year?
DHS Response: The pricing is in line with the estimated date for contract award.
Question: Reference RFP Attachment D, pg, 9, Item #4, Price. The RFP states: "The total evaluated price of the Offeror’s proposal will be calculated in the Evaluation sheet in Attachment A1 by multiplying each labor rate by the applicable evaluation hours and summing the total price for the base and option year." The "total evalauted price" does not include TO 1 Price (i.e., "total estimated price"). Does the Government intend to include TO 1 Price as part of the price evaluation?
DHS Response: Price will be evaluated in accordance with Factor 4-Price outlined in Attachment D, which includes the pricing for Task Order 01.
Question: Reference RFP Amendment 00004: Attachment D pg. 1, under “Submission”. The RFP states “Offerors are hereby notified that only one attachment per volume will be considered.” For the pricing volumes, does the government want us to include the excel pricing tables as charts in our pricing narrative as opposed to including the excel spreadsheet as a 2nd attachment?
DHS Response: Amendment 00005 has revised the “Submission” paragraph in Attachment D to remove the requirement permitting only one attachment per volume.
14 October 2011
Questions: As was originally intended with the solicitation before
Modification 4, can the Offerors provide their own IDIQ labor categories and associated descriptions to meet the requirements specified in the solicitation rather than use Government’s Position/Labor Category titles?
If these Positions/Labor Categories are required and Offerors cannot propose their own Labor Categories, can the Government fully specify each Position with a Labor Category Description similar to most other IDIQ solicitations (eg. EAGLE and EAGLE II)?
Regarding the revised attachment A1, there is a tab and column called "position descriptions." Does the Government intend to provide these descriptions to Offerors before the proposal due date, or should Offerors leave the column empty, or should Offerors complete the column?
DHS Response: The basic RFP HSHQDC-11-R-00144 was structured to permit Offerors the ability to propose their own labor categories and level of effort to afford you maximum flexibility and a creative solution resulting in a best value for the Government. Based on industry feedback, this strategy posed challenges in the Offerors’ proposal preparation efforts.
Therefore, the strategy was subsequently revised in Amendment 00004 – the Government identified hours for each labor category for Offerors to bid to for evaluation purposes in Attachment A1. Offerors were provided the flexibility to define position descriptions to match with Government-provided labor categories.
As a result of additional industry feedback and in the best interests of All parties, Offerors may propose their own labor category and must provide a matrix that correlates their labor category to the Government labor category. Offerors shall provide their own position descriptions.
Amendment 00005, Attachment D, will address this revision.
Amendment 00004:
Attachment_A1-Revised & Attachment_1_Questions_ and_Answers_III
Question: In the answer to question 11 the Government states: The estimated total number of hours for Option Period 2 is 10,320.
However, there is no Option Period 2 in the Evaluation sheet of Attachment_A1-Revised. Would the Government please provide this?
DHS Response: The Option Period 2 is in reference to the Task Order 01.
See the SOWs for the IDIQ and Task Order 01 for the differences in Periods of Performance. The Option Periods for the Task Order 01 are of a different length of time than the Option Period of the IDIQ.
