Attachment 5-6 Representative Task Order Statement of Objectives for

SEDI Generic Program Support

Directorate of Science & Technology U.S. Department of Homeland Security

Operations Analysis DivisiodSEDI Program Office

I. Background The purpose of the SEDI FFRDC is to provide special technical expertise to Department program managers that transforms program-level operational requirements and performance metrics, constrained by cost and schedule, into a preferred documented configuration of sustainable deliverables through the insertion of new technologies and prototypes and commercial off the shelf technologies (COTS) into federal, state, local, tribal, public and private sector systems and platforms. The SEDI shall generally work on the most complex homeland security systems that will evolve capabilities through pre-planned spiral developments. The SEDI will promote fair and open competition for the development and delivery of Department capabilities by providing independent and objective technical expertise in the development of technical concepts, standardized technical data packages, development modeling and simulation, and development testing and lab experiments, in tandem with the government's acquisition process. The SEDI shall ensure a logical optimization of system and sub-system level tradeoffs across the system's lifecycle. Over time, this FFRDC will help the Department develop a DHS system of systems approach that will promote development process efficiencies and synergies through best practices and standardized documentation. Through its long term relationship with the Department, the SEDI shall promote compatibilities across the various homeland security platforms and equipment to reduce our Nation's risk to terrorism and catastrophic incidents through, among other things, improved interoperability and information sharing within the homeland security enterprise.

XYZ, a major acquisition program, is a system consisting of:

A sensor networks made of a variety of types of sensors with a common local communications hub that encrypts and transmits data to a central processing facility.

The system also periodically collects data from open and classified source databases and updates a common database at the central processing facility.

The combined sensor-source data is categorized by analysis software and sent to discreet groups of federal analysts for review and proposed action.

The current software and network database is in a third generation, and functioning in accordance with existing requirements.

However the O&M contractor for the system is in the final year of a multi-year contract and there is reason to suspect that the communications software interface documentation is not in order.

Distribution is authorized to U.S. government agencies only. Contains information that may be exempt from public release under the Freedom of Information Act. Before this SO0 is released to the public, approval is required by the

Department of Homeland Security Directorate of Science and Technology.

The sensor hardware is produced by multiple vendors and has not had significant problems.

In the next spiral development plan:

particular data will be prioritized and then sent for analysis in lieu of past practices that provided no prioritization to the data. The prioritization algorithms have been well defined but have not been validated.

classified data will be prioritized and then sent to analysts for "sanitizing" so that it may be sent to particular state and local agencies in the user community. The next version of the software is to track how long it takes for the sanitation process to occur; and will also add new local jurisdictions to the user community.

there are new sensor arrays available from FFRDC labs that may not be compatible with existing communication hardware and software. There are also technical reasons to suspect that several of the proposed sensor prototypes are not compatible with existing or other proposed sensors in the existing sensor array configuration.

This statement of objectives (SOO) is issued pursuant to the prime contract between the Department of Homeland Security (DHS) and the operator of the Homeland Security Systems Engineering and Development Institute (SEDI).

11. Scope

SEDI shall propose generic prioritized alternative solutions for analyzing and resolving XYZ program issues in a Task Execution Plan to indicate the proposer's understanding of the RFP.

Please note that only 15 STE are available to perform this effort:

1. The SEDI shall conduct independent and objective program analysis and assessments focusing on critical program risk areas to reduce lifecycle costs and maintain proposed production and deployment schedules on the XYZ program for the Department of Homeland Security.

2. Research and develop evolutionary concepts for reducing program costs and improving quality control over contractor operations.

3. Propose alternative solutions for resolving trade-offs on key sub-system software and communications issues.

4. Propose alternative solutions for resolving new sensor-network interface issues.

5 . The SEDI is expected to adopt an integrated systems engineering approach for evaluating homeland security programs at all lifecycle stages of development, deployment, and use. This approach requires thorough knowledge of: (a) the DHS systems engineering and acquisition protocols and best practices acquired through

Distribution is authorized to U.S. government agencies only. Contains information that may be exempt from public release under the Freedom of Information Act. Before this SO0 is released to the public, approval is required by the

Attachment J-6 HSHQDC-09-R-OOOOS(D) investigation and experience; (b) program performance objectives, time and cost constraints, and management of program risk (c) knowledge of homeland security systems and platforms, operational constraints, and technology readiness of innovative concepts and prototypes. The SEDI approach also requires a deep understanding of evolving DHS processes for development test and evaluation, systems interoperability, configuration and interface management, lifecycle management, and related O&M, logistics and training practices.

6. SEDI may organize meetings/workshops related to the task with federal officials on behalf of the sponsor; however federal government personnel shall approve the agenda and shall chair any federal intra-agency / inter-agency meetings. SEDI shall produce an objective assessment on the technical merits discussed in these meetings; and include an evaluation of their strengths and weaknesses of the various discussion points.

7. Personnel provided by SEDI shall have the skills and technical background necessary to successfully complete the tasks described in this SOO. As appropriate and necessary to fulfill the requirements of the SOO, SEDI may recommend and use the services of other DHS FFRDCs and/or DHS approved sub-contractors and consultants holding specialized expertise. SEDI shall implement and manage the technical approach, organizational resources, and management controls to be employed to meet the cost, performance and schedule requirements throughout task order execution. A draft project management plan shall be submitted 15 days after contract award, with a final submittal reflecting government input due 30 days after contract award.

111. Other Task Order Details

1. Period of Performance. The period of performance for this task isjfv-two (52) weeks from the task order award date with an expected level of about fifteen (1 5.0) staff-years of technical effort (STE). An STE is equivalent to 181 0 hours of analytic labor, including associated -administrative costs. At the request of the task sponsor, and upon approval of the DHS S&T SEDI Program Manager, the DHS Contracting Officer may give subsequent extension notices to SEDI in writing for further performance in accordance with the terms of this SOO.

2. Travel. Travel on the order of 20 CONUS trips over 75 workdays may be necessary to meet and coordinate interagency exchanges of information on this task. The DHS Task Sponsor, the SEDI Contracting Officer's Representative (COR), the DHS S&T Special Assistant for International Policy, and the contracting officer must approve all foreign travel. Thirty day advance notice is required for all foreign travel. SED must notify the DHS Task Sponsor, the SEDI COR, the DHS S&T Special Assistant for International Policy, and the S&T Security Officer before arrival of visitors from foreign countries.
