Attachment 5-4 Representative Task Order Statement of Objectives for
SEDI 2009 Core Research Plan
Directorate of Science & Technology U.S. Department of Homeland Security
Operations Analysis Division /SEDI Program Office
I. Background
The purpose of this FFRDC is to provide special technical expertise to Department program managers that transforms program-level operational requirements and performance metrics, constrained by cost and schedule, into a preferred documented configuration of sustainable deliverables through the insertion of new technologies and prototypes and commercial off the shelf technologies (COTS) into federal, state, local, tribal, public and private sector systems and platforms. The SEDI shall generally work on the most complex homeland security systems that will evolve capabilities through pre-planned spiral developments. The SEDI will promote fair and open competition for the development and delivery of Department capabilities by providing independent and objective technical expertise in the development of technical concepts, standardized technical data packages, development modeling and simulation, and development testing and lab experiments, in tandem with the government's acquisition process. The SEDI shall ensure a logical optimization of system and sub-system level tradeoffs across the system's lifecycle. Overtime, this FFRDC will help the Department develop a DHS system of systems approach that will promote development process efficiencies and synergies through best practices and standardized documentation. Through its long term relationship with the Department, the SEDI shall promote compatibilities across the various homeland security platforms and equipment to reduce our Nation's risk to terrorism and catastrophic incidents through, among other things, improved interoperability and information sharing within the homeland security enterprise.
The Government envisions through a 5% surcharge on task ordered projects the SEDI shall establish procedures to: quickly initiate new tasks and or new task direction; provide critical quick-response program analysis, develop strategic program concept evolution capabilities, and to track and document lessons learned and best practices. These tasks will be referred to as "core" projects because they will generally have benefits across the Department and the entire homeland security enterprise although they are developed within a specific task. For the purpose of this task the SEDI may assume a projected accumulation of surcharges from task ordered projects in the amount of $2M which will accumulate linearly between month 4 and 12 of CY09.
This statement of objectives (SOO) is issued pursuant to the prime contract between the Department of Homeland Security (DHS) and the operator of the Homeland Security Systems Engineering and Development Institute (SEDI).
Distribution is authorized to U.S. government agencies only. Contains information that may be exempt from public release under the Freedom of Information Act. Before this SO0 is released to the public, approval is required by the

11. Scope
SEDI shall perform the following tasks described in this SOO:
1. Propose a method for collecting, managing and allocating the surcharges from task orders to the CY09 SEDI Core Research Plan. The Government has provided a sample 5% surcharge approach, please provide similar or alternative approaches to meeting this requirement.
2. Provide analytic support for integrating systems engineering and development standards, best practices and lessons learned across the DHS and the homeland security enterprise.
3. Research and develop evolutionary, cross-cutting concept tools and test-beds necessary to provide a forward-looking perspective to major homeland security acquisition programs, to anticipate problems and issues and so preclude simply reacting to events;
4. Consult with DHS representatives a DHS FFRDCs, private industry, institutions of higher education, and nonprofit institutions.
5. Propose solutions to exercise sound financial control over the HS SEDI's resources by allocating resources for quick starts to tasks and other methods for leveraging new work.
6. The SEDI is expected to adopt an integrated systems engineering approach for evaluating homeland security programs at all lifecycle stages of development, deployment, and use. This approach requires thorough knowledge of: (a) the DHS systems engineering and acquisition protocols and best practices; (b) program performance objectives, time and cost constraints, and management of program risk (c) knowledge of homeland security systems and platforms, operational constraints, and technology readiness of innovative concepts and prototypes. The SEDI approach also requires a deep understanding of evolving DHS processes for development test and evaluation, systems interoperability, configuration and interface management, lifecycle management, and related O&M, logistics and training practices.
7. SEDI may organize meetings/workshops related to the task with federal officials on behalf of the sponsor; however federal government personnel shall approve the agenda and shall chair any federal intra-agency / inter-agency meetings. SEDI shall produce an objective assessment on the technical merits discussed in these meetings; and include an evaluation of their strengths and weaknesses of the various discussion points.
8. Personnel provided by SEDI shall have the skills and technical background necessary to successfully complete the tasks described in this SOO. As appropriate and necessary to fulfill the requirements of the SOO, SEDI may recommend and use the services of other DHS FFRDCs andlor DHS approved sub-contractors and consultants holding specialized expertise. SEDI shall implement and manage the technical approach, organizational resources, and management controls to be employed to meet the cost, performance and schedule requirements throughout
