QUESTIONS AND RESPONSES
Question Response 1 How are volume one (Technical proposal) and volume two (Business Proposal) weighted regarding evaluation importance, in terms of percentage for this RFP? Is either the Tech Prop. or Bus Prop. given more importance than the other in evaluating the best value of the bid, or are they equally as important?
There are no weight differences between the technical and business proposals. This is a lowest price technically acceptable source selection process not a tradeoff source selection process.
Please see FAR 15.101-1 and 15.101-2 for further explanation of the differences between these two techniques.
In accordance with M-4 Basis of Award in the RFP, “award will be made to the Offeror that is determined to be the lowest price technically acceptable.” This means that the Government will evaluate the technical proposals to determine whether or not they are acceptable. Award will then be made to the Offeror who proposes an acceptable technical proposal and the lowest price. Definitions for acceptable and unacceptable are listed in Section M of the RFP.
2 Also, is the site visit on 8/26/08 mandatory attendance in order to bid or highly recommended?
The site visit is not mandatory but it is recommended that Offerors attend. See FAR provision 52.236-27 Site Visit (Construction) – Alternative I (Feb 1995) in Section L for further information.
