QUESTIONS AND RESPONSES
Question Response 1 Contract drawing E-300 Part III
General Note 6 states that all temporary power must be provided for critical loads. Please provide a listing or be more specific defining a critical load.
The Contractor needs to notify the Government 72 hours in advance of downtime. There are no critical loads involved.
2 What is the normal delay in getting material admitted onto the site, for incorporation into the Project? Some materials (concrete) have a shelf life.
The Contractor can expect an approximate delay of 30 minutes when arriving on site for material delivery. Issues with material delivery can be avoided by following the procedures set forth in F-6 Delivery of Materials.
3 It has been asked whether the site electrical demolition requires both cable and ductbank removal or just cable removal with the ductbanks being abandoned in place? Please clarify.
Ductbank removal is not required. Cable removal is required with the ductbanks being abandoned in place.
4 Our experience on previous projects at Mt Weather, for workmen and material deliveries passing through security, has created delays in accomplishing the work. Is it possible for the government to suggest a time frame to allow for work personnel and material delivery trucks to pass through the security check points, so all who bid this project will have the same reference for passing through security?

5 We are formally requesting a bid extension of at least 7 days due to the Labor Day Holiday. This will allow … additional time to review the newly readable drawings that were posted. This will enable us along with our competitors, time to properly prepare and receive cost saving estimates, which will allow DHS to receive competitive responses.
No, DHS does not plan to issue any more extensions for the solicitation due date. The solicitation due date remains August 18, 2008.
6 Is there any way for a civil subcontractor to gain access to the
There will be no more site visits or proposal due date extensions for this solicitation.
HSHQDC-08-R-00070/000007 Page 2 of 3 site to look at the areas where digging is involved: ie: to be able to walk from the existing substation to the area of the new building then down to the second substation? Due to the size of the job, some of the subs are hesitant to quote on the project without the ability to look at the site. Also, is there any possibility of a bid date extension?
7 Are these double wall aboveground tanks inside of a below ground concrete vault or double wall steel underground tanks meaning direct buried in earth?
Double wall steel tanks are located underground in an inspectable concrete vault, not direct buried.
8 Hydrostatic monitoring is not available on steel tanks is standard leak detection ok?
Standard leak detection is satisfactory since we have tanks inside an inspectable vault.
9 Is there only a direct drop tank fill from grade level or is there a remote fill for each tank? I understand there is a remote fueling point, but can not find remote tank fill point on plans only a detail of what it would look like.
The main tank fill is by direct drop type. The remote fill is a filling station for pressurized outflow for fuel tank trucks for Government use. It is not a fill in terms of fuel incoming.
10 Reviewed the drawings which show the 15000 gallon tanks in vaults.
Please advise if the vaults are subject to UL2245 and if they have a 20 year warranty. Our units are UL2245 rated and have a 20 year warranty on the tank and vault. Do you know if a poured in place vault will be accepted?
The UL2245 rating is required.
See the specification incorporated in the “Solicitation Amendment” section above for additional information.
