Evaluation Factors (cont)
Factor 2: Mobilization Capability. In order to facilitate the evaluation of the Offeror’s capability to mobilize for task order performance the Offeror shall present the following information.
Mobilization Plan.
Factor 3: Past Performance/Experience. In order to facilitate the evaluation of the Offeror’s past performance/experience, the Offeror shall present the following information for its references in Volume II.
Submit a minimum of five (5) references for on-going contracts or contracts completed within the past five (5) years.
Provide a “Past Performance Evaluation Questionnaire” for a minimum of five (5) references. Offerors shall not submit past performance questionnaires with their proposals.
Factor 4: Price. The Offeror shall prepare a Business Proposal that contains all information necessary to allow for a comprehensive evaluation of the prices proposed by the Offeror.
The Offeror may propose on:
Both Classified and Unclassified CLINs, Classified CLINs only, OR
Unclassified CLINs only
During task order solicitations, the contractor may only propose on the type of CLIN their contract award is based on, i.e. classified, unclassified, or both. This preclusion also includes any exercised option periods.
Evaluation Process
The determination of best value will be made by comparing the differences in the value of the Demonstrated Corporate Capability Factor, Mobilization Capability Factor and Past Performance/Experience Factor and differences in the prices proposed between Offerors. Demonstrated Corporate Capability is more important than Mobilization Capability. Mobilization Capability is more important than Past Performance/Experience. When combined, Demonstrated Corporate Capability, Mobilization Capability, and Past Performance/Experience are significantly more important than the Price. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior technical capability.
“Statements expressing opinions, sentiments, or conjectures are not considered valid questions, Offerors are reminded that DHS will not address hypothetical questions aimed towards receiving a potential “evaluation decision” from the Office of Procurement Operations.”

Facility Clearance (FCL)
General: A facility clearance (FCL) is an administrative determination that a facility is eligible for access to classified information or award of a classified contract.
An FCL is valid for access to classified information at the same, or lower, classification level as the FCL granted.
FCLs will be registered centrally by the U.S. Government.
Contractors are eligible to possession of classified material, if they have an FCL and storage capability approved by the CSA.
Contractor shall not use its FCL for advertising or promotional purposes.

A contractor or prospective contractor cannot apply for its own FCL. A GCA or a current cleared contractor may sponsor an uncleared contractor for an FCL.
The contractor must need access to the classified information in connection with a legitimate U.S. Gov’t or foreign requirement.
The contractor must be organized and existing under the laws of any of the fifty states, the District of Columbia, or Puerto Rico, and be located in the U.S. and its territorial areas or possessions.
The contractor must have a reputation for integrity and lawful conduct in its business dealings.
The contractor and its key managers, must not be barred from participating in U.S. Gov’t contracts.
The contractor must not be under foreign ownership, control, or influence (FOCI) to such a degree that the granting of the FCL would be inconsistent with the national interest.
Processing of Facility Clearance
DSS will advise and assist the company during the FCL process. As a minimum, the company will:
Execute DSS-designated forms.
Process key management personnel for personnel clearances (PCLS).
Appoint a U.S. citizen employee as the facility security officer (FSO).
Personnel Clearances Required in Connection with the FCL
