Response: Yes
36. Question: Section C – C.3.10.1: Role Players - Concept: "The Contractor shall provide Role Player Services that include all labor, materials, consumables, office equipment…" Would this include wrist protectors to protect role player wrists from repeated hand cuffing in arrest roles and ear protection to protect role player hearing from loud noises in shooting roles? Is such protection provided by the government?
Response: It is the contractor’s responsibility to provide what is required in accordance with C.3.10.1.
37. Question: Section C – C.3.10.1: Role Players - Concept: "The Contractor shall provide Role Player Services that include all labor, materials, consumables, office equipment…" Typically, role players are provided spandex to wear as a 'second skin' when performing in search roles. Is spandex provided by the Government or contractor?
Response: If required, contractor is to provide.
38. Question: Section C – C.3.10.1: Role Players - Concept: "The major objective of the role player is to add realism to practical exercises in training law enforcement officers in the performance of tasks relating to professional techniques and procedures." Will scenarios include role players being tackled, thrown to the ground, chased, hit with blunt objects, shot with Non Lethal Training Ammo, sprayed with inert gasses, restrained in very physical ways and other non-traditional work encounters? This greatly affects worker's compensation insurance coverage and cost, without which the contract cannot be performed. So that contractors can properly assess their ability to obtain proper insurance coverage and price such, will the government please cite any and all types of physical activity above and beyond that experienced in a normal office environment?
Response: Reference Role Player position description in Section J – Attachment 1. Also, based upon role player scenarios.
39. Question: Section C – C.3.10.2, Note 2: Role Player Requirements: "Average number of roleplayers required per day is approximately 50-75 ... Role Player requirements may total up to 250 Role Players simultaneously." According to Sec. J. Att. 23.b, the current number of role players is 61. How is the current contractor performing if there are over 61 role players required on a given day? How many role players is the contractor expected to provide on any given day...
61 or 250?
Response: Dependent on student population.
40. Question: Section C – C.3.10.2, Note 3: Role Player Requirements: "It is estimated that 65% of the roleplayers on staff would be required to be bilingual and fluent in the Spanish language." This sentence is at the end of a paragraph describing UPBP training programs. Does this requirement of Spanish speakers pertain only to role players trained and scheduled for the UPBP classes or does it apply to all role players?
Response: This is only an estimation and is for all role players on staff.
41. Question: Section C – C.3.10.2, Note 4: Role Players - Requirements: "The Contractor is responsible for providing/furnishing the number of role players with the characteristics requested..." Are there continuous roles on this contract? If so, will the government require the same role player be assigned in the same continuous role for the duration of the class?
Response: Role player scenarios are provided. No.
42. Question: Section C – C.3.10.2.a.: Role Player Requirements: "Role Players shall report to the specified site on scheduled days arriving 15 minutes early for preparation time." If the scenarios/scripts are not allowed to leave the Center, will time spent by Role Players studying the scenarios and preparing for the role be reimbursable? How will it be charged/reimbursed if there is not an actual exercise to charge it to?
Response: Government reimburses for 15 minute prep time.
46. Question: Section C – C.3.10.2.d: Role Player Requirements: "The contractor may make up to five copies of each script." It seems that the government, for good reason, limits the access to scripts. Are role players allowed to take notes when they study the scripts? Are they allowed to take their notes home?
Response: No. No.
47. Question: Section C – C.3.10.2.d: Role Player Requirements: "The contractor may make up to five copies of each script." What are the security parameters on the scripts? Are the role players allowed to take a copy of the script to role for refreshing their memories on the minutiae of a role?
Response: See Subsection C.3.10.2.d. NOTE – 2nd paragraph. No.
48. Question: Section C – C.3.10.2.g, Note: Role Player Requirements: "Note: The exercise instructor may, on occasion, alter the scenario during the course of an exercise to be responsive to training needs." Will this change the Role Player requirements of the exercise? If the scenario is changed, the role players provided may not be qualified or trained for the altered exercise. Will the contractor be required to provide different or other role players based on the altered exercise without proper notice?
Response: Historically, changes to the requirements of the scenario have been minimal.
49. Question: Section C – C.3.10.2.h: Role Player Requirements: "When role player services are required at locations other than on a FLETC training facility, the Contractor shall insure that role players report to the designated point for Government-furnished transportation to the site."
This is a multi-part question: (1) Can the Government provide a list of 'other' locations? (2) Will other locations be off-Center? (3) If off-Center, within what mile radius of the Center? (4) Does the Government furnish the transportation to these other locations? (5) If off-Center, do the role players receive travel time to and from the Center? (6) Will Contractors be permitted to invoice for the time spent traveling to/from these off-center training exercises?
Response: For 1-4, Reference C.3.10.2 Note 1. For 5 & 6, time begins when the role player signs in.
50. Question: Section C – C.3.10.2.i.(3): Role Player Training: "Train role players so that the quality of practical exercises continually improves. The Contractor shall be responsible for briefing role players on the specific techniques required by certain roles." This is a multi-part question:
(1) how much time is spent on role player training and script study? (2) is the training and studying of scripts reimbursed by the government? (3) If so, what CLIN is it charged to? (4) request the government provide historical data on the number of hours annually for role player training and script study.
Response: It is the contractor’s responsibility to determine the time required. See subsection C.3.10.2 Note 3.
51. Question: Section C – C.3.10.3: Ordering: "Two working days prior to the beginning of the month the contactor shall provide to the COR an updated version of the original schedule." If the COR sends the work schedule to the CO with seven working days prior to the end of the month and the schedule has to be completed by two days prior, that only allows the contractor four to five working days to complete the schedule. This does not seem an adequate amount of time. Has this been historically sufficient to complete the scheduling process based on an ARSP of 1000? If the contractor does not receive the work schedule timely, is the date for completion extended proportionately? Request the government provide a sample work schedule for bidders to comprehend and understand and a sample completed schedule.
Response: Yes, the schedules are provided in SASS. They are input on a quarterly basis. It is the contractor’s responsibility to schedule role players.
52. Question: Section C – C.3.10.3.c: Ordering: "Only the CO and COR may make additions, cancellations, or changes to the originally issued work schedule." It has been our experience on other FLETC contracts for these services that anywhere from 25% to 45% of all roles can change every month. This creates a tremendous amount of extra work including overtime. Will the government please provide historical averages, or at least estimations, on how many changes are made each month after the work schedule is delivered to the COR?
Response: Historically, changes have occurred approximately 1-3 times per week.
53. Question: Section H – H.30.a: Security Training: Section states that all Contractor personnel entering the FLETC shall be provided Security training prior to performing on FLETC and that the training material will be provided by the Government. Will Contractors be reimbursed by the Government for this training? How long does the training take? Is the training provided on- Center? Who is responsible for providing the training?
Response: This training is provided on center during normal working hours. Historically, this training lasts no more than one hour. The Government provides the video or Government provided material.
54. Question: Section H – H.33.1.a: Information Technology Security Training: Section states that all Contractor and subcontractor personnel entering the FLETC shall be provided IT Security training prior to accessing an information system, its information, and resources and that the training material will be provided by the Government. Will Contractors be reimbursed by the Government for this training? How long does the training take? Is the training provided on- Center? Who is responsible for providing the training?
Response: The training is provided during normal working hours. Training takes about one hour and is on center. Government provide the website link.
55. Question: Section H – H.33.3: Contractor IT Security Plan: On a separate line under this heading it states "30 days". This seems to be a typo. There is no reference to what the 30 days applies to. Please clarify.
Response: Within 30 days of award.
56. Question: Section J – Attachment 23: Historical Data: Can the government please provide the historical dollar amount spent on motor pool operations (i.e., oil, wiper blades, filters, belts, hoses, fluids, etc.)?
Response: Reference Amendment 000005 – Question 2 Response. The information provided is for the period of October, 2014 through August, 2015.
57. Question: Section J – Attachment 23 1.b: Roleplayers: "Roleplayer requirements include Male and female." Are there other requirements delineated by scenario scripts such as minimum and maximum age, race, physical traits such as height or having a certain look? This further restricts the number of roleplayers available for roles with specific requirements.
Response: See Subsection C.3.10.2 Note 4. Requirements are provided in the scenarios provided.
No requirements on age, race or height.
58. Question: Section J – Attachment 23 1.f: Historical Data: Is the amount of Squencher type drink mix provided based on an ARSP of 1000? If not, is the historical amount provided based on the FY15 ARSP or another fiscal year?
Response: This amount is for FY15.
59. Question: Section J – Attachment 23 1.g: Historical Data: Is the average number of classes per week provided as historical data based on an ARSP of 1000? If not, is the historical amount provided based on the FY15 ARSP or another fiscal year?
Response: Amount is based on FY15 ARSP.
60. Question: Section J – Attachment 27: Facilities List: Some buildings are numbered but many are a letter prefix. For example BA2. What does the BA stand for?
Response: Building Artesia
61. Question: Section J – Attachment 31: FACTS Sheet: This form is to be filled out by the offeror. A number of sections require explanations that will not fit in the spaces provided. How does the government want the offeror to complete this form? Will the government please provide the form in a "fillable" format, such as a Word or Excel document? Barring that, will the government accept a form that is created by the offeror mirroring as closely as possible the one provided?
Response: See Amendment 000003 Question 8 Response.
62. Question: Section L – L.9.a.(1): Submission of Proposal: Under the description column for Volume I, it indicates Resumes and Bonds are to be submitted in this volume. Are bonds required on this contract? Are resumes to be submitted in this Price Volume as well as in Volume II Technical Proposal?
Response: See Amendment 000003 Question 44 Response.
63. Question: Section L – L.9.a.(3): Submission of Proposal: Section states that Times New Roman 12 point font shall be used. Will the Government permit a larger size and font type for section headers and paragraph headers?
64. Question: Section L – L.9.a.(3): Submission of Proposal: Section states there is a 125 page limitation. However, under section L.9.b, the instructions for Volume II, Technical Proposal, on the next page it states “Technical proposal shall not exceed 175 pages”. Can the Government please clarify the correct page count?
Response: Reference Amendment 000001 – Question 5 Response.
65. Question: Section L – L.9.b.(3)(iv): Personnel Qualifications: Section states that offerors must submit resumes for the proposed Project Manager, Assistant Project Manager(s) and all key personnel. Can you please identify the other positions that are considered “key personnel”? This information is not clear.
Response: Reference Amendment 000003 – Question 1 Response.
66. Question: Section J, Attachment 1: Effective January 1, 2015, Executive Order 13658 requires a new minimum wage of $10.10 per hour for employees working on certain federal contracts. There are numerous positions on the SCA Wage Determination below this threshold. Please confirm that contractors must comply with the new minimum wage of $10.10 per hour for those positions on this contract, as this will be a significant cost issue affecting each bidders offer.
Response: Yes
67. Question: Section C – C.3.10.2 Requirements: The training stated in the first line below. Is the simmunition training and the other training in the paragraph below (in yellow highlighted text) paid for by the government?
Note 3: All role players participating in simunition practical exercises must attend four (4) hours of Government training. The Government also has situational response (SR) and physical training (PT) roles that require the role players to attend Government training prior to performing such roles. The contractor shall be responsible for developing, maintaining and updating a list of trained role player personnel who have completed the Government training and are, therefore, eligible to be schedule to perform the roles. Should the listing of trained role players become inadequate to fulfill scheduling requirements for these roles or upon specific instruction from the Government, the Contractor will notify the COR of how many role players require the training and specify a preference of date and time of training. The COR will coordinate the needed training with Government personnel. The contractor may be reimbursed for the actual time the role players are in SR and PT training.
Regarding UPBP basic training programs, the Government will develop and present a role player training program which must be completed prior to any assignment to reality based training in these programs. The training will consist of 16 hours – two (2) eight hour training days. Role players must attend the 16 hour training and must attend up to eight (8) hours of refresher training per quarter. It is estimated that 65% of the role players on staff would be required to be bilingual (Spanish/English) and fluent in the Spanish language.
Response: Yes, reimbursed under the role player CLINs.
68. Question: Section C – The index lists para C.3.7.2 Aquatic Center. There is no corresponding text in Section C. Is that correct? We want to be sure we have no requirements for staffing and operation of this activity at Artesia.
Response: Reference Amendment 000003 – Question 12 Response.
69. Question: Reference Section C and Para C.3.3 – Is there a government provided software package for scheduling services, production control, and tracking parts used for vehicles we support at Artesia?
Response: This is currently being completed on an Excel spreadsheet. The template is provided by the Government.
70. Question: Question on use of the Workload Data- FTE in Attachment 23 in the workforce allocations to the tasks in Section C, in organization charts and in pricing we propose per Section L.
Is it intended we use these same job titles and FTE numbers exactly as shown in the Workload data (para b of attachment 23) in our staffing charts and workforce organization diagrams, and pricing data? We assume the FTE list and numbers in para b is to enable the government to evaluate both the staffing and pricing using standardized factors.
Can we adjust the FTE and job titles or must we use these throughout our tech response and for pricing?
Response: It is up to the Contractor to propose staffing numbers.
71. Question: In reference to Question #4 posted with Amendment 1 to the above referenced solicitation we have some confusion. The Question and Government response state:
“For the past performance submission, can offerors substitute a CPARS or PPIRS report instead of processing questionnaires to Agencies that are not allowed to respond? We request you accept a report from CPARS or PPIRS on the contract number we submit as a substitute for a completed questionnaire in this situation.” The Government’s response was that the Government will utilize CPARS and PPIRS reports. Offerors are to reference contract numbers in their past performance information.
Can you please clarify/confirm specifically that offerors do not have to send out the actual questionnaires for contracts that have CPARS or PPIRS reports available for Government review?
Response: The Past Performance Questionnaire is not required if the contract and past performance reports are in CPARS or PPIRS.
72. Question: Re: RFP Section C para C.1.8.2 and C.1.8.3
