Student Support Services Solicitation

Questions and Responses

1. Reference: Submission of Proposal

L.9.b.(3)(i) states, "The Offeror shall clearly demonstrate their understanding of the Statement of Work by addressing key aspects of the Performance Work Statement (PWS) and the requirements of the Service Plan (See PWS Section C.2.1.1)."

Question: What specifically does the Government consider to be "key aspects" of the PWS?

Response: Reference L.2.f. and M.7. This is a best value acquisition. It is up to each individual offeror to submit a proposal that meets the requirements of the solicitation.

2. Reference: Submission of Proposal

L.9.b.(3)(i) states, "The Offeror shall clearly demonstrate their understanding of the Statement of Work by addressing key aspects of the Performance Work Statement (PWS) and the requirements of the Service Plan (See PWS Section C.2.1.1)." PWS Section C.2.1.1 states, "A Service Plan also serves as a basic information and reference document describing the methods, procedures, and controls that the Contractor intends to use in providing the required services."

Question: Does the Service Plan only cover requirements within PWS Section C.3 STUDENT

SUPPORT SERVICES?

Response: See Question 1 Response

3. Question: Follow up Clarification #1.

The amendment “lined out” in two places in Section L the requirement for resumes (in para L-9 please see the lines for “resumes and bonds”). The reply to questions 10 and 14 indicates that names and credentials (implied is a resume) are required for the firearms range master (Question#14) and resumes are still required for the PM, APM and Key Personnel (Question #10).

Is amendment #1 to the RFP the higher authority on resumes? If so we understand resumes and the credentials (perhaps in a resume) and names for the Firearms Rangemaster are no longer required?

The inclusion of resumes is also in Section M, Technical factor 4 in the first bullet.

Response: Resumes are still required in accordance with Section M – Technical Factor 4. See Revised Subsection C.1.8.3.a.

4. Question: Can offerors be permitted to submit the Rangemaster and other SCA type key personnel job resumes within one or two days of award or at the start of transition so we can meet with incumbents who might qualify and are in SCA positions.

Response: Reference Subsection C.1.8.3.b.

5. Question: C.3.10.2 NOTE 3: How often is the 4 hour Simunition Practical Exercise Training conducted for role players?

Response: Two times a year or as needed. For FY15, this training was provided twice.

6. Question: C.3.10.2 NOTE 3: Can we schedule the training noted in Question 2, above during the 4-week Phase in period?

Response: Yes

7. Question: L.9.a (1) and (2): Please confirm that the Government required an Excel spreadsheet containing the information specified in Section L.9 (1) Pricing and the information in L.9.a (2).

Response: Confirmed.

8. Question: Section B, Section J Attachments 12, 31, 32, and 72, Section K: Can the Government please provide the following forms as MS Word files: Resume Format, Section J Attachment 12, the FACTS Sheet Section J Attachment 31, Present/Past Performance Questionnaire Section J, Attachment 32, Disclosure of Lobbying Activities Form Standard Form LLL Section J Attachment 72, and Sections B and K in their entirety? If a MS Word version is unavailable, may an Offeror cerate a MS Word version of the Government’s pdf?

Response: The MS Word version of the Past Performance Questionnaire is attached to Amendment 000003. The client authorization letter is only available in pdf format. Section J – Attachments 12, 31, 32, and 72 and Section B and are only available in pdf format. Offerors may create an MS word version of these documents. The text shall not be modified.

Section K shall not be converted into an MS word version as these are Federal Acquisition Regulation and Homeland Security Acquisition Regulation provisions and clauses.

9. Question: C.2.1.1: Can the Government please provide more information on the required content of the Service Plan specified in C.2.1.1?

Response: See Question 1 Response.

10. Question: L.9.b (1): Please verify or correct our assumption that “The contents of the technical proposal shall not identify the company by name nor shall it make indications to identify the company. The company name should only be identified in the cover of the binder” applies only to Volume II Technical Proposal.

Response: Correct

11. Question: L.9. b (1): Since Offerors cannot refer to themselves by name, in the Technical Proposal, how would the Government want us to refer to ourselves? Does the Government have a suggested naming convention to ensure continuity among Offerors?

Response: No naming convention. It is up to the offeror on how to prepare the proposal.

12. Question: C.3.7: Section C.3.7.2, Aquatic Center Support, is listed in the Table of Contents for Section C, but there is no corresponding requirement stated under C.3.7. Could the Government please provide the text of that requirement or state that Section C.3.7.2, Aquatic Center Support is not required?

Response: See Revised Section C “Table of Contents” provided in Amendment 000003.

13. Question: C.1.8, L.9. b (3) (iv): We are assuming that the only resumes required in the proposal are those of the Project Manager, Associate Project Manager, and Firearms Rangemaster. Can the Government explain its rational for limiting resumes, names and credentials to these three positions? We are also assuming that the resumes of the other project personnel such as the QC Technician, Driving Rangemasters, Equipment Issuing, Recreation Specialist, Audio Visual, are not required to be submitted with the proposal. Finally, can the Government clearly specify which positions require names and/or resumes and/or letters of commitments and/or credentials that must be provided with the proposal?

Response: See Question 1 Response

14. Question: L.9 c (6): If an Offeror is a subcontractor on a Government contract, and asks the prime contractor to complete a Past Performance Questionnaire, does the Offeror have to provide the point of contact(s) at the prime contractor with client authorization letter(s)?

15. Question: Section J, Attachment 31 FACTS Sheet, Item N: Referring to the third column in the table in Item N Entitled “Fill-in for the Proposed Effort”; is the information supposed to be cast in the terms of how the past performance is relevant to the proposed effort or is the column meant to map an activity on the past performance reference described in column 4 “Fill-in for the Effort Identified in para. B above”? For example, if Column four read “Offeror provided firearms range support, in the person of a Rangemaster/Certified Armorer” Column 3 could read “C.1.8.3 and C.3.4 (1)” as shown in the example table below. Is this a correct assumption? Could the Government Please clarify its intent and instructions for this table?

With approximately 69.5% of the contract value earned, is the $40.12M estimate accurate? Has there been a significant change in the requirements that would impact the estimated contract value by such a large amount, or does the anticipated amount take into account IDIQ work?

Response: The anticipated amounts do include IDIQ CLINs. Role Player support services are also IDIQ CLINs and the requirements fluctuate based on student population.

17. Question: Ref Sec J_Atch 23_ Historical Data: It states that the (2015) current workforce is based on an ARSP of 1,000. The previous RFP supplied (anticipated) ARSP numbers of 1,000 per year with an [actual] of: 2011 (1000)/[1396], 2012 (1000)/[2495], 2013 (1000)/[2033], 2014 (1000)/[2030], 2015 (1000)/[1219]. Does the Government anticipate an average of 1000 ARSP, or has there been an adjustment of workload data that would suggest it will actually be 1000, given the historical data does not support this?

Response: FTEs are based on current contract staffing based on the current fiscal year. The ARSP numbers provided are projections and are for information and proposal purposes.

18. Question: Will the Government provide the correct Period of Performance for CLIN 1003A. (currently 10/01/2011 to 09/30/2012).

54. Question: Section C – C.1.8.1.a: Project Management: A minimum of three years of consecutive employment in a position with comparable responsibilities within the past five years.

Would work in the government be considered comparable or does the candidate have to come from the private sector?

Response: Comparable responsibilities could come from either.

55. Question: Section C – C.1.8.2.a: Driver Training Range Master: Please confirm that the government does not require a resume be submitted with the proposal for this position?

56. Question: Section C – C.1.8.3.a: Firearms Range Master/Certified Armorer: Please confirm that the government does not require a resume be submitted with the proposal for this position?

57. Question: Section C – C.1.8.3.a(4): Firearms Range Master/Certified Armorer: "Offerors shall include with their proposal the name of their proposed applicant(s) and copies of his/her credentials and whether or not he/she is committed to work for the Contractor in the event of a contracct award." This seems to contradict paragraph 'b' which requires a resume be submitted for each Range Master to the CO prior to assignment to the contract. Please clarify.

58. Question: Section C – C.1.8.3.a(4): Firearms Range Master/Certified Armorer: "Offerors shall include with their proposal the name of their proposed applicant(s) and copies of his/her credentials and whether or not he/she is committed to work for the Contractor in the event of a contracct award." Since contractors must comply with FAR Subpart 22.12 Non-Displacement of Qualified Workers under Service Contracts, the qualified incumbent staff must be offered positions with the successor contractor. As such, we see no purpose of the Government requiring the names, credentials and commitment of these personnel other than to limit competition to the incumbent contractor. Request this requirement be eliminated.

59. Question: Section C – C.1.8.5: Recreation Specialist: Please confirm that the government does not require a resume be submitted with the proposal for this position?

60. Question: Section C – C.1.8.9: Quality Control Technician: Please confirm that the government does not require a resume be submitted with the proposal for this position?

Response: See revised subsection C.1.9 provided in Amendment 000003.

62. Question: Section C – C.1.10: Phase-in: Section states that the Government requires a four-week phase-in period. Since bids are due on September 21st and period of performance is to begin on October 1st, how will a four-week phase-in be possible?

Response: See Question 33 Response.

63. Question: Section C – C.2.1.1: Service Plan: Indicates a Service Plan is to be submitted at time of proposal for Contracting Officer approval. Does the technical proposal submitted serve as the "Service Plan" since it includes the methods, procedures and controls that will be used in providing the required services?

64. Question: Section C – C.2.1.2.b: Quality Control (QC) Plan: References Section L.7 for QC Plan requirements; however, L.7 pertains to the Site Visit. Should this be L.9?

Response: Yes, see revised subsection C.2.1.2.b. provide in Amendment 000003.

65. Question: Section C – C.2.1.6: Drug Free Workplace Plan: Does the government require the contractor to perform any pre-employment and/or random drug testing of its staff? If so, what frequency is required?

Response: Reference Federal Acquisition Regulation (FAR) Clause 52.223-6.

66. Question: Section C – C.3.2.a: Transportation: Section states that the Contractor will use Government furnished vehicles to perform the transportation requirement specified. Who is responsible for providing the insurance on these Government furnished vehicles? Who is responsible for the cost of the fuel for the Government furnished vehicles?

Response: Reference Section H.26 Insurance. The Government provides fuel for Government furnished vehicles.

67. Question: Section C – C.3.5.1.a.(2): Firearms Range Master Services: "The Government will attempt to provide a two-day advance notice of any changes in class schedule." In other places in this RFP the Government states advance notice may not be given. If a range master has to be called out for an unscheduled after hours class will there be a 2-hour minimum pay for this effort?

Is there a 2-hour minimum the contractor can charge (and pay the employee) for being called out for any unscheduled activity? What CLIN would this be billed under?

Response: Reference subsections C.1.2.b. and C.3.5.2 NOTE.

68. Question: Section C – C.3.10.2, Note 2: Role Player Requirements: Section states that the contractor may be reimbursed for the actual time the role players are in SR and PT training. It does not say that they will be reimbursed. This is open for interpretation and suggests that contractors also may not be reimbursed for the training time. Can the Government please clarify the intent of this sentence? Will contractors be reimbursed for the SR and PT training time?

Response: Yes, under the Role Player CLINs.

69. Question: Section C – C.3.10.2, Note 2: Role Player Requirements: Section states that the Government will develop and present a role player training program for UPBP basic training programs which must be completed prior to any assignment to reality based training in these programs and that it will consist of 16 hours. Will contractors be reimbursed for this training? If not, what percentage of the total roles assigned annually are UPBP roles?

Response: Yes, under the Role Player CLINs.

70. Question: Section H – H.2.1.c: Safety: Section states that the Contractor shall make contract personnel available for Government furnished safety and occupational training for an estimate of two (2) hours to four (4) hours annually per individual. Will Contractors be reimbursed by the Government for this training? Is the training provided on-Center?

Response: Training is scheduled during normal work hours and is provided on Center.

71. Question: Section H – H.29.4.b: Completion of Contract: Section states that if the number of Contractor and subcontractor personnel denied access to the FLETC because of the results of the background investigation exceed 8% of the total number of Contractor and subcontractor personnel requesting access to the FLETC, the Contractor shall bear the cost for the background investigations for each denied background check above 8%. This can be a significant expense and hard to project. Can the Government please provide the historical amounts of people denied access?

72. Question: Section J – Attachment 1: SCA Wage Determination: The Area Wage Determination states that an 8% hazardous pay differential must be paid to employees employed in a position that represents a high degree of hazard when working with, or in close proximity to ordnance, explosives, and incendiary materials, which include all operations involving regrading and cleaning of artillery ranges. It also states that a 4% hazardous pay differential must be paid to employees employed in a position that represents a low degree of hazard when working with, or in close proximity to ordnance (or employees possibly adjacent to) explosives and incendiary materials which involves potential injury... including operations involving unloading, storage and hauling of ordnance, explosives and incendiary ordnance material. These differentials are only applicable to work that has been specifically designated by the agency for ordnance, explosives and incendiary material differential pay. This is a multi-part question: (1) Has the Government designated any of the work on this contract for this hazardous pay differential? There are several positions identified in the Statement of Work as having Universal Hazardous Waste management responsibilities, such as, the Driver Training Range Master, the Firearms Range Master, the equipment/uniform Issue staff, the audio/visual staff, motor pool staff, weapons maintenance staff and equipment issue staff. Of specific concern is the contract personnel performing weapons maintenance and spent brass/simunitions sorting activities and all employees working in areas that have been identified as Lead Hazard Work areas. (2) If so, please provide the historical number of hours spent performing hazardous duties for any and all positions that have been designated for this hazardous pay differential, broken down by that which qualifies for the 8% pay differential and the 4% pay differential.
