Response to Contractor’s Questions
1. For units that are going to be scrapped, will those be billed under CLIN 0002 (transport of Non-Salvageable Materials) or CLIN 0003 (Deact) or would both CLINS be billed? This has a significant impact on pricing.
The units that are going to be scrapped will be billed under CLIN 0002.
2. Will this project require any inspections, treatment for Formosa Termites? Previous Deact projects in Louisiana have all required certification of Formosa Termite free units.
The project will require inspection and treatment, if needed, for termites.
3. What unit of issue should we be using for CLIN 0006? Cubic Yard, Each, Lot, etc.?
The unit of issue for CLIN 0006 will be “lot”.
4. CLIN 0007 – Are we to price this PER SIDE? This would be the typical pricing we would provide and it makes a difference if we are pricing a double wide as 2 units or one.
Pricing is per side – a double wide would be 2 units or segments.
5. Reference the entire CLIN Table, it is difficult to price without knowing specific or estimate quantities or what the unit of issue is going to be. Could the government please provide a revised pricing table to show specific (or estimated quantities) and the proper unit of issue? Specifically, how many units will require relocation, of clean and make ready? (I’ve provided suggested Units of Issue below.) If we are only pricing a quantity of 1, then it would stand to reason the extended pricing would also be the same as the unit price. If we are pricing estimated quantities, the Total price would be the unit price multiplied by the quantity. Please clarify what is desired for the price schedule.
The price schedule will be revised including unit of issue. Please submit per unit price and extend all pricing to total price where applicable.
6. Should the land fill fee be included in CLIN 0002? If not, which CLIN should this expense be charged against?
The land fill fee should be included in CLIN 0002
7. To what address should the completed proposal be sent for evaluation?

8. Will a move out inspection (including an inventory of all items that need to remain with or removed from the unit) be performed by a FEMA representative prior to the issuances of a deactivation work order?
A move out inspection will be performed by a FEMA representative prior to the issuances of a deactivation work order.
9. Who is responsible for providing job site security while deactivation is in progress?
The contractor is responsible for providing job site security while deactivation is in progress.
10. Will the contractor be responsible for erosion control, if required?
The contractor will not be responsible for erosion control.
11. Will there be any need for environmental testing and/or abatements?
No environmental testing and/or abatement will be needed.
12. Will each segment of the modular unit have its own unique bar code?
Each unit will have a governmental bar code and manufacturer’s serial number.
13. Will each segment of a single unit be required to be delivered concurrently?
Each segment of a unit should be delivered in sequence.
14. Does Relocation (CLIN 0004) apply to units delivered to locations other than a FEMA staging yard?
Refer to updated CLIN 004. Relocation is any specified location up to 150 miles.
15. Pg 76 Factor 3 – Key Personnel and Resumed Personnel References “Minimum qualifications are specified in the Performance Work Statement, Exhibit 1 and Para. 5.7. The government will evaluate resumes to determine if individual qualifications are sufficient to meet the government’s requirement. Please provide the “minimum qualifications” used to evaluate individuals’ qualifications.
Minimum qualifications used to evaluate individuals qualifications include work experience, specific duties, and scope of work performed. The relevance of past performance roles compared to the role proposed will be included in the evaluation.
