2. Changed H.2.2.4.

FROM: Quality of the SMEs proposed under the Task Order. General ranking factors of SMEs will be detailed in each Task Order Proposal Request (TOPR).

TO: H.2.2.4. Quality of the SMEs proposed under the Task Order. The government will provide a list of minimum qualifications and credentials for SMEs for the specific course development(s). General ranking factors of SMEs will be detailed in each Task Order Proposal Request (TOPR).

3. Changed H.8 ON-CAMPUS HOUSING

FROM: Dormitory rooms may be available to the Contractor for Contractor Staff and Subcontractors for overnight housing when such personnel are required to be on campus at the NETC for meetings or the conduct of training activities and meet the security requirements cited in clause I.27 Contractor Employee Access Alt I (JUN 2006). The room(s) is provided at no cost to the Contractor. The Contractor shall notify the COR of housing requirements as soon as they are known to allow a reasonable time for arrangements to be made. DHS policy states that all persons staying on campus for more than one night are required to purchase a meal ticket from the campus cafeteria for each day they are on campus. If a meal ticket is not purchased, the individual will be asked to leave campus and acquire housing at his/her own expense. In the event that government on-campus housing is not available, it is the contractor's responsibility to provide housing at their own expense.

7. Revised L.6.B., Volume 1, Section 1, Technical Approach

FROM: Technical Approach: Provide a clear and concise narrative description that addresses your proposed approach, capabilities and experience to meet the technical requirements in the Performance Work Statement (PWS). The approach shall be specific, detailed and complete enough to demonstrate the offeror has a thorough understanding of the requirements in the PWS. At a minimum, the offeror shall address the functions and disciplines involved for each objective, skill levels, quantity of resources and methods of operation required on an annual basis. Describe allocation of resources (i.e., distribution of staff, types of labor, categories, subcontractors, proposed contractor owned equipment/vehicles, etc.)

TO: Technical Approach: Provide a clear and concise narrative description that addresses your proposed approach, capabilities and experience to meet the technical requirements in the Performance Work Statement (PWS). 8. Revised L.6.B., Volume 1, Section 2, TECHNICAL CAPABILITY, Company Experience, NOTE

FROM: NOTE: If the offeror is proposing any type of partnering arrangement (i.e., joint venture, teaming arrangement/agreement, sub-contracting arrangement; etc.), the offeror must include in their proposal a copy of the partnering document which includes arrangement details (roles of both parties with regard to this solicitation and any contract that may result from this solicitation), the period of time the arrangement is effective and signature of authorized individual(s) for both parties.

TO: NOTE: If the offeror is proposing any type of partnering arrangement (i.e., joint venture, teaming arrangement/agreement, sub-contracting arrangement; etc.), the offeror must include in their proposal a copy of the partnering document which includes arrangement details (roles of both parties with regard to this solicitation and any contract that may result from this solicitation), the period of time the arrangement is effective and signature of authorized individual(s) for both parties. If the partnering arrangement is a teaming arrangement/agreement which expires at the time of contract award and is then superseded by a formal subcontract, the successful offeror must provide an executed copy of the sub-contract which matches the end point of the contract period of performance within 3 business days of award.

9. Revised L.6.B., Volume 1, Section 1, Staffing Plan, paragraph 2

FROM: The staffing plan shall include a description of how the offeror will recruit, train, retain and otherwise maintain a qualified work force for this requirement as well as the proposed plan to supervise and coordinate its staff. The plan shall include the number, skill mix, levels of expertise and qualification for the proposed positions. Include the duties and responsibilities for each position proposed. In the description of the proposed labor mix demonstrate that the proposed staff will have the necessary skills and expertise necessary for successful contract performance. The offeror should include a record of recruiting and retention success for similar contracts.

In the description of the proposed labor mix demonstrate that the proposed staff will have the necessary skills and expertise necessary for successful contract performance and describe how the offeror proposes to find the required SMEs, and what they propose to do to ensure SME retention throughout the course development effort(s). The offeror should include a record of recruiting and retention success for similar contracts.

10. Revised L.6.C, Volume 2, 2.b.

FROM: b. Subcontractor Labor - If proposed, cost information for each subcontractor shall be furnished in the same format and level of detail as prescribed for the prime offeror. Additionally, the offeror shall submit the following information:

(1) a description of the items to be furnished by the subcontractor;

(2) identification of the proposed subcontractor and an explanation of why and how the proposed subcontractor was selected including the extent of how competition was obtained;

(3) the proposed subcontract price, together with the offeror's cost or price analysis thereof, and performance and delivery schedule; and

(4) Identification of the type of subcontract to be used.

c. Subject Matter Experts - If proposed, detailed data concerning proposed Subject Matter Expert costs shall include the following:

(1) Purpose;

(2) Names of Subject Matter Expert(s) to be engaged;

(3) Daily fees to be paid to each Subject Matter Expert(s);

(4) Rationale for acceptance of costs.
