SECTION C - DESCRIPTION/SPECIFICATIONS/Performance Work Statement

Federal Emergency Management Agency Doctrine Support for the Response Directorate Assistant Administrator Performance Work Statement

1. PROJECT TITLE: Federal Emergency Management Agency (FEMA) Doctrine Support for the Response Directorate Assistant Administrator and the Recovery Directorate Assistant Administrator.

2. BACKGROUND: The primary mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters. The range of FEMA’s responsibilities is broad, far-reaching, and at times complex and controversial. Consequently, FEMA has a need for independent, objective technical analyses on critical issues and actions facing the Agency today and into the future.

The Response Directorate coordinates the federal operational and disaster response capability needed to save and sustain lives, minimize suffering, and protect property in a timely and effective manner in communities that become overwhelmed by natural disasters, acts of terrorism, or other emergencies. Operational activities include the coordination of all federal emergency management response operations and response preparation, and the integration of federal, state, tribal and local disaster programs. This coordination ensures efficient and effective delivery of immediate emergency assistance to individuals and communities impacted and overwhelmed by these disasters, emergencies, or acts of terrorism.

The Recovery Directorate seeks to support communities in rebuilding so individuals, civic institutions, businesses, and governmental organizations can function on their own, return to normal life, and protect against future hazards. The directorate is comprised of two divisions the Individual Assistance and Public Assistance Divisions. The Public Assistance Division assists communities in recovering from the devastating effects of disasters by providing technical assistance and financial grants in an efficient, effective, consistent, and customer-friendly manner. The Individual Assistance Division ensures that individuals and families that have been affected by disasters have access to the full range of FEMA programs in a timely manner and that the best possible level of service is provided to applicants in the administration of these programs.

The Doctrine Unit of the Response and Recovery Directorates conduct comprehensive reviews and revisions of each directorate’s guiding documents, identifies voids, and creates new documents in order to guide FEMA response operations at the incident, regional, and national levels. The unit reviews, revises, updates and/or develops incident management and support doctrinal materials incorporating NIMS components, terminology, principles, and policies in accordance with Homeland Security Presidential Directive 5 and establishes a hierarchy of doctrine documents. In addition, the Doctrine Unit designs and implements a comprehensive and permanent program for continual development and maintenance of FEMA disaster operations doctrinal materials that guide FEMA response operations at the incident, regional, and national levels. The Doctrine Unit develops the materials on which training will be based.

3. SCOPE: The purpose of this effort is to obtain doctrine support services for the FEMA Response Directorate Assistant Administrator and Recovery Directorate Assistant Administrator. Doctrine support includes technical editing, facilitation, research and analytic, graphic and writing support. Doctrinal documents will be typed as described below:

The Contractor will develop a plan to assure that any meeting, conference, or seminar held pursuant to this contract will meet or exceed the minimum accessibility standards set forth below. This plan shall include a provision for ascertaining the number and types of disabled individuals planning to attend the meeting, conference, or seminar. The plan shall be submitted to the Contracting Officer for approval prior to initiating action. A consolidated or master plan for contracts requiring numerous meetings, conferences, or seminars may be submitted in lieu of separate plans.

(b) Facilities. Any facility to be utilized for meetings, conferences, or seminars in performance of this contract shall be accessible to persons with disabilities. The Contractor shall determine, by an on-site inspection if necessary, that the following minimum accessibility requirements are met, or suitable modifications are made to meet these requirements, before the meeting:

(1) Parking. (i) Where parking is available on or adjacent to the site one 12' wide space must be set aside for the car of each mobility impaired attendee. Provisions will also be made for volume controlled phone lines and, if necessary, transportation to local teletype equipment to enable hearing impaired individuals to receive and send meeting related calls. If local teletype equipment is not available, the Contractor shall provide on-site teletype equipment. Also, the meeting rooms will be adequately illuminated so signing by interpreters can be easily seen.

(iii) Agenda and other conference material(s) shall be translated into a usable form for the visually and hearing impaired. Readers, braille translations, and/or tape recordings are all acceptable. These materials shall be available to sensory impaired individuals upon their arrival.

(4) The Contractor is responsible for making every effort to ascertain the number of sensory impaired individuals who plan to attend the meeting, conference, or seminar. However, if it can be determined that there will be no sensory impaired person (deaf and/or blind) in attendance, the provision of those services under paragraph (c) for the non-represented group, or groups, is not required.
