Quality Assurance Surveillance Plan Doctrine Support Services

This Quality Assurance Surveillance Plan (QASP) describes how government personnel will evaluate and assess Contractor performance. The QASP is based on the premise that the Contractor, not the Government, is responsible for managing and ensuring that quality controls meet the terms of the contract. The QASP provides a systematic method to evaluate the services the Contractor is required to furnish.

This QASP has been developed to evaluate Contractor actions while implementing the Performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective on the Performance Requirements Matrix (PRM).

Performance Evaluation

At least once a month, the COR will have a conference call with the Contractor and the Contracting Officer to briefly discuss and provide feedback on the Monthly Status Report. This conference will also serve as an opportunity to address any problems/issues with progress and performance. COR will provide a monthly Quality Assurance Mentoring Form similar to the one on the following page to address the PRM.
