These individuals will manage the PA grant delivery process (from Applicant assignment to Exit Briefing) for average amount of eight (8) individual applicants simultaneously. The number of applicants will vary from approximately 1 to 15 depending on the number of projects and complexity of projects that an applicant claims.
These individuals must ensure program delivery in a timely, professional, customer-centric manner that meets all assigned Applicant’s recovery priorities. Tasks include:
• Reviewing information gathered during the Preliminary Damage Assessment (PDA) for assigned Applicants
• Conducting Exploratory Calls to gather information from Applicants using assigned templates
• Developing an understanding of each Applicants’ projects and recovery priorities
• Conducting and facilitating Recovery Scoping Meetings with Applicants using assigned documents
• Working with Applicants to logically group and prioritize projects based on the Applicant’s recovery priorities
• Establishing regular meetings with the Applicant to facilitate the program delivery and recovery process
• Tracking and following-up with the Applicant on FEMA’s Requests for Information and documentation submission
• Coordinating transmittal of documents and information between the Applicant and FEMA’s Consolidated Resource Centers utilizing a web-based tool, phone, and email
• Scheduling site inspections with the Applicants and coordinating them with the Site Inspector Task Force Leader
• Identifying need for and engaging technical specialists and environmental/historic preservation compliance specialists when appropriate throughout the program delivery process
• Reviewing and validating damage details, scopes of work, and costs with the Applicant
• Participating in regular FEMA meetings by providing updates on work status
• Evaluating claims and making recommendations to FEMA as to whether the claim is eligible
• Discussing and resolving eligibility issues
• By day 55 after the Recovery Scoping Meeting, verifying with the Applicants that all disaster-related damages have been identified and documented
• Assist with the development of the Determination Memo by completing appropriate sections and communicating final determinations to the Applicants
• Conducting Exit Briefing with the Applicant using assigned documents
Two (2) months
Six (6) months to one (1) year
These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non-structural building damage, etc.) to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:
• Communicating and coordinating with other PA staff involved in the PA Program delivery process for Applicants
• Performing accurate quantification and detailed description of disaster related damage, including debris
• Taking representative photographs that depict damage claims
• Completing sketches of sites to supplement photographs and capture profile and cross sectional perspectives
• Writing a detailed damage description
• Obtaining the Applicant representative’s agreement that all disaster-related damage was described and quantified correctly
• Delivering the completed site inspection information to the Site Inspection Task Force Leader and Program Delivery Manager in a timely manner
• Developing scopes of work, including related code and standard requirements
The staffing quantities under this position are not in addition to the total labor category pool under this contract.
Instead the contractor shall consider them part of the Program Delivery Manager’s pool of staff/labor categories.

Two (2 ) week intervals on any given Task Order POP and provided intermittent support from the contractor’s office
Six (6) months
FEMA will require individuals with specific technical expertise to conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. These individuals will conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include all of the tasks noted above and the following additional tasks:
• Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans
• Thoroughly documenting analyses in writing
• Developing scopes of work, including related code and standard requirements
• Validating applicant-provided scopes of work, including related code and standard requirements
• Developing and reviewing cost estimates
• Advising FEMA staff on the technical validity of claims presented under FEMA’s arbitration process. Should arbitration hearings occur, testify as an expert witness on FEMA’s behalf

Provide financial analysis and consulting services in support of the Public Assistance Division’s Community Disaster Loan Program. Specific tasks include:
• Meet with local governmental officials with the purpose of evaluating the local governments’ eligibility for a Community Disaster Loan(s), assist the local governments with their Community Disaster Loan application(s), and make recommendation on Community Disaster Loan amounts
• Request yearly financial audit files and supporting documentation from each active loan applicant, provide governmental accounting expertise to perform financial evaluations and make recommendations on disburseme of funds based on eligibility regulations
• Evaluating the local governments’ financial conditions, and make recommendations to FEMA regarding Community Disaster Loan cancellation amounts
• Support FEMA’s pre-cancellation activities, which include outreach and planning
• Work with FEMA and local governments on financial reconciliation

The contractor shall also evaluate effectiveness of mitigation measures that have been implemented in accordance with approved Hazard Mitigation Proposals
