The description of the transportation requirement for this PWS seem to have pre-determined that air or sea transportation will be required. Is this the worst-case scenario or the preferred transportation method?

We do not have a preferred method, we only want the contractor to deliver on time

Is it the intention of the government to procure full service turn key base camps services with this solicitation?

Yes it is

Or is it the intention to be able to procure any single component of a base camp (ala carte)?

Full service…not partial

…”The government reserves the right to provide any equipment or services to support the Conus RSC operations” are these additional equipment and service above and beyond the scope of the solicitation or are they the same types of equipment or services described in the PWS?

This is equipment that if required by the

Government they will provide at that time.

Is there a reason that the NIMS typing was not used for this solicitation?

There is no specific reason NIMS typing was not used. The sizes were just written in a more specific manner.

It seems to me that the type of contract the Government intends to issue as a result of this solicitation to be counterproductive to a rapid response scenario. The

TOPR process adds 24 hours to the purchasing process thus increasing the actual delivery response time. Wouldn’t it be more advantageous to the government to restructure this solicitation to be a multiple award IDIQ, with a ranking system to determine the order in which the awardee would receive orders from the Government?

The TOPR process has historically worked for this type of requirement. If an Offeror would like to propose alternatives the Government will review them and respond accordingly.

Given the unknown specifics of any given site, and where site prep could require substantial amount of work which could delay the actual build of the camp or the permitting process delays the start of work, will the

Government consider changing the delivery time frame

“from Task Order award” to completion of site prep?

The requested time frames in the SOW are there because we know emergency personnel willl require shelter. By the time the request is placed emergency personnel are already in day two or three and will require shelter. Prolonging support would hamper the mission.

C.14.13

Is it the Government’s intention that all power and

HVAC requirement for the base camp be bid on this line item? Even if the requirement is specified within another line item?

The offeror should make sure every aspect of the

RFP is covered in their response. The

Government will determine which line item is to be used at which time if necessary.

C.15.5

Ablution, will the Government provide a certified potable fill point? Will the government consider a mileage fee for fill point located more than 20 miles from the site?

No

This is an average per diem rate of Lodging and

Meals per person per day.

Failure will be determined by the Offerors inability to meet the requirements of the TO.
