EXECUTIVE SUMMARY

This is a Source Sought Notice.

The purpose of this Request for Information (RFI) is to seek industry input regarding the provision for the

Federal Emergency Management Agency’s (FEMA) Emergency Support Function (ESF) 6 Support

Services.

When states receive a Presidential declaration of emergency or major disaster, they may request assistance from FEMA to provide life-sustaining mass care/emergency assistance to the affected population. In the aftermath of a large-scale disaster or catastrophic event, there will be an immediate need to provide critical life-sustaining assistance such as shelter, food and other mass care and emergency assistance services to disaster survivors. FEMA coordinates the overall ESF #6 response and may deploy staff, equipment, materials, and supplies to augment state capabilities.

In 2014, FEMA released the Response Federal Interagency Operational Plan, which includes planning metrics for sheltering (up to 1.75 million evacuees and/or survivors per day), feeding (3.5 million survivors per day), and other mass care/emergency assistance (1.75 million survivors per day). FEMA seeks to enhance the integration of private sector resources into FEMA’s overarching strategy to bridge shortfalls between whole community capabilities and the projected life-sustaining needs of evacuees and survivors during declared events.

In order to meet the projected life-sustaining needs of disaster survivors, FEMA seeks to leverage the resources of the commercial marketplace to support the FEMA Mass Care and Emergency Assistance

Support mission: (a) Steady-State Planning Support Services, (b) Construction Services, (c) Staffing

Services, (d) Logistical Support to Third Party MC/EA Operation, (e) Pet Sheltering, (f) Support

Services, (g) Mass Evacuation Services.

FEMA is interested in gathering information from the industry on the requirements regarding FEMA’s

ESF #6 mission. FEMA intends to ask perspective offerors to support FEMA’s mission by providing the setup, operation and maintenance of various ESF #6 services to support the life-sustaining needs of disaster survivors. Perspective offerors will be asked to provide the following support in the aftermath of a large or catastrophic event. The support required may consist of one, a combination or all of the following “ Areas”, depending on the needs of disaster survivors:

Construction Support to assess and modify existing structures to provide MC/EA services for up to 20 facilities

Staffing Support to provide a maximum of 5,000 staff for 60 days

Logistical Support to Third Party Mass Care Operations, to include shelter operations for up to 100,000 individuals, food preparation for up to 200,000 meals, and up to 20 warehouses for a period of up to 60 days

Pet Sheltering at congregate or standalone facilities for up to 4000 household pets for up to

60 days

Support Services to Disaster Survivors, to include up to 10 Emergency Assistance Support

Cells (EASC), up to 20 Points of Distribution (PoD) and direct distribution to households sheltering in place in multiple States

Sheltering Services for up to 50,000 disaster survivors for a maximum of 30 days, in congregate or non-congregate facilities (soft-sided and/or fixed);

Feeding and Hydration Services to provide up to 100,000 meals daily (includes survivors in shelters, serving canteens, and mobile distribution) for a maximum of 30 days;

Mass Evacuation support to serve up to 20,000 disaster survivors for 21 days, including

Embarkation, Debarkation and Reception Processing at up to 10 separate sites.

THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(c) (7)

AND FAR 52.215-3. This is NOT a Request for Proposal (RFP), request for quotation, or an invitation for bid. An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. This is a Request for

Information only.

The purpose of this Request for Information (RFI) is to conduct market research and create an early exchange of information with industry to promote a better understanding of possible future acquisitions, and industry capabilities. This RFI invites participation, by soliciting feedback from industry on fresh strategic approaches to the enclosed Draft Statement of Objectives (SOO). FEMA goal is to implement best practices, to improve productivity, gain efficiencies, and realize cost savings in consideration of industry recommendations.

The information provided may be used by FEMA in developing its acquisition strategy. Responses to this RFI should not be construed as unsolicited proposals to – or providing preference in any contracting activity with – FEMA.

FEMA is asking for question submittals based on the Statement of Objectives (SOO) and/or capability statements from parties who are interested in this requirement who can possibly provide ALL services listed within the Statement of Objectives.

From this RFI process, FEMA will:

A) Review and answer questions received; B) Conduct an Industry Day Conference.
